A Guantanamo Connection? Documents Show CIA Stockpiled Antimalaria Drugs as "Incapacitating Agents"

A Truthout analysis of historical records concerning government research and nonmedical use of antimalarial medications has revealed that such drugs were the objects of experimental research under the CIA's MKULTRA program. Even more, one of these drugs, cinchonine, was illegally stockpiled by the CIA as an "incapacitating agent."
Antimalarial drugs were studied as part of the CIA's mind control program MKULTRA. Cinchonine, an antimalarial drug derived from chichona bark, was one of the drugs used by the operational components of MKULTRA, code-named MKNAOMI and MKDELTA. The CIA worked with researchers for the Army's Special Operations Division, a secret component of the US Army Chemical Corps based at Fort Detrick, to develop delivery systems for the drugs.
Revelations concerning CIA interest in use of antimalarial drugs would be of historical interest, as it has never been written about before. But such interest gains contemporary significance in the light of actions taken by the Department of Defense (DoD) in the "war on terror," and the fact that a key DoD expert on antimalarial drugs was a psychiatrist involved in training personnel for Guantanamo interrogations.
In January 2002, the DoD deliberately decided that all incoming detainees at Guantanamo would be given a full treatment dose of the controversial antimalarial drug mefloquine, also known as Lariam. The purpose was supposedly to control for a possible malaria outbreak, in deference to concerns from Cuban officials.
But specialists in malaria prevention have said they have never heard of such presumptive treatment for malaria by mefloquine in this type of situation. Furthermore, a summary of antimalarial measures at Guantanamo given to Army and Center for Disease Control (CDC) medical officials at a February 19, 2002, meeting of the Armed Forces Epidemiological Board failed to describe the mefloquine procedure approved a month earlier.
Was mefloquine used at Guantanamo to help produce a state of "learned helplessness" in detainees? Were experiments conducted on adverse side effects of mefloquine on the prisoners held there?

Trembling, I slid the already opened letter from its envelope and read the fatal words: 'Celia is very good and advanced for her age, but sadly she is going to be too big ever to become a dancer.' ....Over 18 months I lost an astonishing amount of weight. It was noticed first at six months by our nanny, known as Pop, when we had to try on summer clothes for our annual family holiday near Bognor Regis, West Sussex. After that I realised I was being watched at mealtimes. I would look at myself in the mirror and, even though I was something near a skeleton, I didn't think I had gone far enough. In despair and I am sure with some embarrassment - my father being an eminent doctor - my parents brought in a child psychologist. I was 5ft 2in and weighed 4st. What was the problem? Why couldn't they make me eat?
....I was sent for a brief spell in the local hospital, where, bewildered by a condition they had not seen before, staff simply offered me three meals a day, which I politely refused. After a few weeks, I was released to spend Christmas with my family. I was happy to come home, but, far from being cured, I now knew that in future I must find even better ways of avoiding eating. I became sly. I worked out every way to dispose of food. I was so successful at it that soon I was little more than a carcass with skin.
Desperate now, my parents decided to send me away to St Thomas' Hospital in London, to enter one of the special wards belonging to the Department of Psychological Medicine. And once there I was placed under the care of world-famous psychiatrist William Sargant. I was 14.
Now, more than 20 years after his death, Sargant is notorious for his work for MI5 and the CIA, particularly its covert MK-ULTRA mind control programme. Even then, Sargant was a world expert on brainwashing. Today his books are said to be studied by Al Qaeda. His work has links to the mysterious death of CIA biochemist Frank Olson after being given LSD; the Jonestown massacre in Guyana, where 900 people killed themselves; and to the mind-bending and occasionally lethal drug experiments performed on unwitting human guinea pigs at the Porton Down research centre in Wiltshire.
Sargant's methods were simple: electric-shock treatment and insulin-induced comas leading to continuous narcosis, or deep-sleep therapy, complete with taperecorded 'brainwashing' orders being played at the patients from beneath their pillows. And to think that all this came free on the NHS!....After Sargant left the ward, the nurses would start preparing the horrors he had prescribed for the day - the electro-convulsive therapy....I remember also the famous Narcosis Room, a ward where patients were forced into a drug-induced sleep for days while tapes played instructions to them from under the pillow....
I do recall being given massive doses, three tumblers a day, of Largactil, an anti-psychotic drug. The effect of this drug was startling. My hands shook uncontrollably for most of the day and I'd wake up to find clumps of my hair on the pillow. But the worst consequence was that everything I saw was multiplied by four. When Sargant came into the room, I saw four of him. It was horrific and terrifying. Even simple tasks such as picking up a glass of water became impossible. The investigation into the Aleitheia Bible Church began last November, when former members contacted authorities with concerns about how children were being treated, according to the sheriff's office. Six church members pleaded innocent to charges of child abuse during an appearance Thursday in Dane County Circuit Court. They were booked and released....The victims included 12 children ranging in age from infancy to 6 years old, according to the sheriff's office.
"During interviews with detectives, Phil expressed his belief that the Bible dictates the use of a rod over a hand to punish children. He stated that children only a few months old are 'worthy' of the rod and that by 'one and a half months,' a child is old enough to be spanked," according to the sheriff's office release....The children often were punished when they cried or failed to sit still during church services, a former church member told authorities. "Phil was very strict about children being quiet during church," the complaint states

In her new memoir, beauty guru Leslie Kenton reveals for the first time that she was raped aged 11 by her own father, and describes the secret incest that lasted until she was 13....‘I was not enamoured of the world I grew up in,’ she told an interviewer in 1993 when asked about her father, the American jazz band leader Stan Kenton, and her mother Violet. ‘I felt alienated.’ Two years later, she revealed a childhood suicide attempt. Now we learn in Love Affair the full extent of the horrors and the secret incest at its heart....
During the summer of 1952, she met him on tour, sharing his hotel room, sleeping back to back. He was drinking heavily while she, though aged only ten, was trying to police him, this six-foot four-inch man. He was, in many ways, treating her as a substitute for Violet. One night the final boundary was crossed and he raped his daughter. It was the beginning of an incestuous relationship that lasted until she was 13.
During visits, the days were as sunny as ever. They shared a unique exhilaration when together. Some nights he left her alone. ‘I believe he tried his best to resist touching me. Then, drowning in a sea of alcohol, he would come to my bed, only to deny the next morning that he’d been there.’ This was not cynical. Stanley had become so skilled in keeping secrets he could hide his guiltiest one even from himself. ‘He was born into guilt. As a child he was taught by his mother, “There’s something wrong with you, Stanley.”’ From talking to relatives, Leslie has learnt of a highly dysfunctional family with a history of manipulation, neglect and bizarre cult-like rituals.
‘I do not know how to express the damage that a family like this does. This is a disease that’s passed on. Some people survive it and others are deeply damaged.’ Leslie thinks Stanley experienced a condition known as dissociative identity disorder, involving selective amnesia, which she also developed as she blocked out the incest.
Her body, though, provided mute testimony. She suffered intense fevers and pains. ‘I believe my body was processing a lot of trauma and getting it out. I had the same recurring dream where I was being chased across rooftops and I was terrified, and I looked behind only to see myself come up over the side of the building.’ She ripped the flesh from the soles of her feet, tore at one of her nails. ‘There was no way I could stop doing that.’....
Despite the disassociation, he was [unconsciously] terrified of someone finding out,’ Leslie reasons. Deaf victim of sex abuse suing pope, 100,000 children in prostitution in the US

Deaf victim of sex abuse is suing pope, and going public with his story for the first time

MILWAUKEE, Wisconsin – Terry Kohut has kept a dark secret for nearly 50 years. Now he is breaking his silence, becoming a key figure in the sex-abuse crisis in the Catholic Church and the growing controversy over what Pope Benedict XVI did about it.
When Kohut was barely a teen, and for years afterward, he says, he was sexually molested and assaulted by the headmaster and priest of the school where he lived, St. John’s School for the Deaf, in Milwaukee, Wisconsin. What occurred there is one of the most notorious cases of sex abuse in the Catholic Church.
Kohut was not alone. From 1950 to 1974 the headmaster of St. Johns, Father Lawrence C. Murphy, raped and molested as many as 200 deaf boys, according to court and church documents.
Kohut has now filed the first sex-abuse lawsuit against the Vatican actually naming Pope Benedict, previously known as Cardinal Joseph Ratzinger, as a defendant.
Ratzinger was once head of the Vatican’s powerful CDF, the Congregation for the Doctrine of the Faith, charged in certain circumstances with investigating the sexual abuse of minors by priests. And though church records show the abuse by Father Murphy was brought to the attention of Ratzinger and the CDF years ago, a church trial against the headmaster was stopped and he was allowed to remain a priest.
The Vatican’s “policy of secrecy” in abuse cases, and its “directives to conceal the sexual abuse of children” by priests, the lawsuit says, helped bring about the abuse of Kohut and others by Father Murphy....
Steven Geier and Carl Nelson were also deaf students who say Father Murphy sexually assaulted them repeatedly. They say Father Murphy would prowl the dorm at night, visiting boys in their beds, raping and sexually assaulting them. He would also routinely assault and molest his victims in one of the church’s most sacred places – the confessional – church documents show....Minnesota attorney Jeff Anderson is the lead lawyer in Kohut’s lawsuit. Anderson has filed hundreds of lawsuits for sexual abuse victims of priests, and has obtained a massive trove of internal Vatican documents to build his case against the pope. He says numerous abuse cases show that Vatican officials all the way to the top, including then Cardinal Ratzinger, did little to help the victims, and were mostly interested in protecting the church from scandal....Groups of boys tried to tell local police and even the local District Attorney in Milwaukee about what was being done to them, according to Kohut, Geier, Nelson and others CNN interviewed. But no one ever believed their story, and local police even drove them back to the school, returning the boys to Father Murphy.
After years of allegations and reports of abuse, and threats of lawsuits, local bishops finally moved Father Murphy in 1974 to remote northern Wisconsin. There, more abuse allegations later surfaced.

A Dreamy New Era For Fish

Howard Loeb, senior aquatic biologist at the New York State Conservation Department Fish Laboratory in Livingston Manor, is feeding fish LSD-25 and other hallucinogenic drugs ordinarily used in treatment of the mentally disturbed, and if the experiments work out successfully—which they show promise of doing—their application will have a wholly revolutionary effect not only on angling but on commercial fishing as well.
....Several years ago Dr. Harold A. Abramson, Director of Psychiatric Research at South Oaks Psychiatric Hospital in Amityville, N.Y., chanced to read of Loeb's work on carp poisons, and he offered a suggestion: use LSD-25, a hallucinogenic drug derived from d-lysergic acid, originally found in the ergot fungus that grows on rye. Discovered by a Swiss pharmaceutical firm nearly two decades ago and later patented, LSD-25 is a potent tool in mental-illness research. It enables patients to recall events that occurred in very early childhood and that may be at the root of their difficulties. The drug is perhaps best known to the general public because of the psychological effects it brings about. Colors take on great depth, music is physically felt rather than heard and happiness or frustration is often extreme. It produces in a normal person a state believed to be similar to schizophrenia.
That is why Dr. Abramson started experimenting with LSD. He is one of the supporters of the theory that schizophrenia is caused by a chemical imbalance in the body. If he could use LSD or another derivative of d-lysergic acid on a laboratory animal to bring about simulated schizophrenia, then find another chemical agent that could block this simulated case, he would have a strong clue to the mechanism involved in clinical schizophrenia.....
Loeb first began testing with LSD-25, then, with the help of an American pharmaceutical house, Eli Lilly and Co. of Indianapolis, started testing other compounds made from d-lysergic acid. So far Loeb has tested some 40 drugs supplied by Lilly on carp, goldfish, golden and common shiners, blacknose dace, yellow perch, pumpkinseed sun-fish, white suckers, bullheads, brook trout and brown trout. With the exception of the trout and the bullheads—which swim to the surface—the fish pop up to the top of the water, swim backward and often go into a stupor. Goodness knows what kinds of hallucinations carp have—perhaps they dream they are gefilte fish—but they become noticeably lighter in color. Transferred to a fresh tank, affected fish appear intoxicated up to several hours, then become darker in color and start to respond by sight to people and approaching nets. Left in the original test tank, the fish snap to after several days. "My idea in experimenting with these drugs," says Loeb, "is to find out which ones bring the fish up the best with a modest dose and then become nontoxic the quickest."....
"Loeb," says Dr. Abramson, who marvels at the progress, "is doing real pioneering. He has the foresight to explore the unknown. He's doing important work in experimental biology, and I wouldn't be surprised if in studying fish he came up with a contribution of definite value for our work on mental illness."

Ratzinger was once head of the Vatican’s powerful CDF, the Congregation for the Doctrine of the Faith, charged in certain circumstances with investigating the sexual abuse of minors by priests. And though church records show the abuse by Father Murphy was brought to the attention of Ratzinger and the CDF years ago, a church trial against the headmaster was stopped and he was allowed to remain a priest.
The Vatican’s “policy of secrecy” in abuse cases, and its “directives to conceal the sexual abuse of children” by priests, the lawsuit says, helped bring about the abuse of Kohut and others by Father Murphy....
Steven Geier and Carl Nelson were also deaf students who say Father Murphy sexually assaulted them repeatedly. They say Father Murphy would prowl the dorm at night, visiting boys in their beds, raping and sexually assaulting them. He would also routinely assault and molest his victims in one of the church’s most sacred places – the confessional – church documents show....Minnesota attorney Jeff Anderson is the lead lawyer in Kohut’s lawsuit. Anderson has filed hundreds of lawsuits for sexual abuse victims of priests, and has obtained a massive trove of internal Vatican documents to build his case against the pope. He says numerous abuse cases show that Vatican officials all the way to the top, including then Cardinal Ratzinger, did little to help the victims, and were mostly interested in protecting the church from scandal....Groups of boys tried to tell local police and even the local District Attorney in Milwaukee about what was being done to them, according to Kohut, Geier, Nelson and others CNN interviewed. But no one ever believed their story, and local police even drove them back to the school, returning the boys to Father Murphy.
After years of allegations and reports of abuse, and threats of lawsuits, local bishops finally moved Father Murphy in 1974 to remote northern Wisconsin. There, more abuse allegations later surfaced.

A Dreamy New Era For Fish

Howard Loeb, senior aquatic biologist at the New York State Conservation Department Fish Laboratory in Livingston Manor, is feeding fish LSD-25 and other hallucinogenic drugs ordinarily used in treatment of the mentally disturbed, and if the experiments work out successfully—which they show promise of doing—their application will have a wholly revolutionary effect not only on angling but on commercial fishing as well.
....Several years ago Dr. Harold A. Abramson, Director of Psychiatric Research at South Oaks Psychiatric Hospital in Amityville, N.Y., chanced to read of Loeb's work on carp poisons, and he offered a suggestion: use LSD-25, a hallucinogenic drug derived from d-lysergic acid, originally found in the ergot fungus that grows on rye. Discovered by a Swiss pharmaceutical firm nearly two decades ago and later patented, LSD-25 is a potent tool in mental-illness research. It enables patients to recall events that occurred in very early childhood and that may be at the root of their difficulties. The drug is perhaps best known to the general public because of the psychological effects it brings about. Colors take on great depth, music is physically felt rather than heard and happiness or frustration is often extreme. It produces in a normal person a state believed to be similar to schizophrenia.
That is why Dr. Abramson started experimenting with LSD. He is one of the supporters of the theory that schizophrenia is caused by a chemical imbalance in the body. If he could use LSD or another derivative of d-lysergic acid on a laboratory animal to bring about simulated schizophrenia, then find another chemical agent that could block this simulated case, he would have a strong clue to the mechanism involved in clinical schizophrenia.....
Loeb first began testing with LSD-25, then, with the help of an American pharmaceutical house, Eli Lilly and Co. of Indianapolis, started testing other compounds made from d-lysergic acid. So far Loeb has tested some 40 drugs supplied by Lilly on carp, goldfish, golden and common shiners, blacknose dace, yellow perch, pumpkinseed sun-fish, white suckers, bullheads, brook trout and brown trout. With the exception of the trout and the bullheads—which swim to the surface—the fish pop up to the top of the water, swim backward and often go into a stupor. Goodness knows what kinds of hallucinations carp have—perhaps they dream they are gefilte fish—but they become noticeably lighter in color. Transferred to a fresh tank, affected fish appear intoxicated up to several hours, then become darker in color and start to respond by sight to people and approaching nets. Left in the original test tank, the fish snap to after several days. "My idea in experimenting with these drugs," says Loeb, "is to find out which ones bring the fish up the best with a modest dose and then become nontoxic the quickest."....
"Loeb," says Dr. Abramson, who marvels at the progress, "is doing real pioneering. He has the foresight to explore the unknown. He's doing important work in experimental biology, and I wouldn't be surprised if in studying fish he came up with a contribution of definite value for our work on mental illness."

Veterans say CIA tested drugs, mind control on them By Jay Price - Staff Writer 1/11/09 Instead of equipment testing, though, the Onslow County native found himself in a bizarre, CIA-funded drug testing and mind-control program, according to a lawsuit that he and five other veterans and Vietnam Veterans of America filed last week. The suit was filed in federal court in San Francisco against the Department of Defense and the CIA. The plaintiffs seek to force the government to contact all the subjects of the experiments and give them proper health care. The experiments have been the subject of congressional hearings, and in 2003 the U.S. Department of Veterans Affairs released a pamphlet said nearly 7,000 soldiers had been involved and more than 250 chemicals used on them, including hallucinogens such as LSD and PCP as well as biological and chemical agents. Lasting from 1950 to 1975, the experiments took place at Edgewood Arsenal in Maryland. According to the lawsuit, some of the volunteers were even implanted with electrical devices in an effort to control their behavior. Rochelle, 60, who has come back to live in Onslow County, said in an interview Saturday that there were about two dozen volunteers when he was taken to Edgewood. Once there, they were asked to volunteer a second time, for drug testing. They were told that the experiments were harmless and that their health would be carefully monitored, not just during the tests but afterward, too. The doctors running the experiments, though, couldn't have known the drugs were safe, because safety was one of the things they were trying to find out, Rochelle said. "We volunteered, yes, but we were not fully aware of the dangers," he said.
