Washington, D.C., December 23, 2024 – Today, the National Security Archive and ProQuest (part of Clarivate) celebrate the publication of a new scholarly document collection many years in the making on the shocking secret history of the CIA’s mind control research programs. The new collection, CIA and the Behavioral Sciences: Mind Control, Drug Experiments and MKULTRA, brings together more than 1,200 essential records on one of the most infamous and abusive programs in CIA history.

Under code names that included MKULTRA, BLUEBIRD and ARTICHOKE, the CIA conducted terrifying experiments using drugs, hypnosis, isolation, sensory deprivation, and other extreme techniques on human subjects, often U.S. citizens, who frequently had no idea what was being done to them or that they were part of a CIA test.

Today’s announcement comes 50 years after a New York Times investigation by Seymour Hersh touched off probes that would bring MKULTRA abuses to light. The new collection also comes 70 years since U.S. pharmaceutical giant Eli Lilly & Company first developed a process to streamline the manufacture of LSD in late 1954, becoming the CIA’s chief supplier of the newly discovered psychoactive chemical central to many of the Agency’s behavior control efforts.

Highlights of the new MKULTRA collection include:
    A DCI-approved plan in 1950 for the establishment of “interrogation teams” that would “utilize the polygraph, drugs, and hypnotism to attain the greatest results in interrogation techniques.” (Document 2)
    A 1951 memo that captures a meeting between CIA and foreign intelligence officials about mind control research and their shared interest in the concept of individual mind control. (Document 3)
    A 1952 entry from the daily calendar of George White, a federal narcotics agent who ran a safehouse where the CIA tested drugs like LSD and performed other experiments on unwitting Americans. (Document 5)
    A 1952 report on the “successful” use of ARTICHOKE interrogation methods that combined the use of “narcosis” and “hypnosis” to induce regression and later amnesia on “Russian agents suspected of being doubled.” (Document 6)
    A 1956 memo in which MKULTRA chief Sidney Gottlieb signs off a project that would “evaluate the effects of large doses of LSD-25 in normal human volunteers” on federal prisoners in Atlanta. (Document 13)
    The 1963 report from the CIA’s inspector general, which led CIA leadership to reexamine the use of unwitting Americans in their covert drug testing program. (Document 16)

The challenges facing this documentation project were considerable, as CIA director Richard Helms and longtime MKULTRA chief Sidney Gottlieb destroyed most of the original project records in 1973. It is a story about secrecy—perhaps the most infamous cover-up in the Agency’s history. It is also a history marked by near-total impunity at the institutional and individual levels for countless abuses committed across decades—not during interrogations of enemy agents or in wartime situations, but during ordinary medical treatments, inside prison hospitals, addiction clinics, and juvenile detention facilities, and in many cases led by top figures in the field of the behavioral sciences. Despite the Agency’s efforts to erase this hidden history, the documents that survived this purge and that have been gathered together here present a compelling and unsettling narrative of the CIA’s decades-long effort to discover and test ways to erase and re-program the human mind.

The bulk of these records were drawn from records compiled by John Marks, the former State Department official who filed the first Freedom of Information Act requests on the subject and whose 1979 book, The Search for the “Manchurian Candidate”: The CIA and Mind Control: The Secret History of the Behavioral Sciences (New York, W. W. Norton & Company, 1979) remains the single most important source on this episode. Marks later donated his FOIA documents and other research papers to the National Security Archive....
The legacy of MKULTRA goes far beyond the various “subprojects” described in these documents and that were largely shut down by the mid-1970s. As author Stephen Kinzer points out, the CIA’s behavior control research programs “contributed decisively to the development of techniques that Americans and their allies used at detention centers in Vietnam, Latin America, Afghanistan, Iraq, Guantanamo Bay, and secret prisons around the world.” MKULTRA techniques were cited in the CIA’s 1963 KUBARK interrogation manual that was the basis for prisoner interrogations in Vietnam and later in anti-communist dictatorships in Latin America.[1]

While many of the MKULTRA projects were conducted in hospitals, laboratories, or other institutional settings, others were carried out in clandestine CIA safehouses staffed not by doctors or clinicians but by hard-nosed federal narcotics agents like George Hunter White. Under the direction of Gottlieb, White adopted the persona of a bohemian artist named “Morgan Hall” to lure unsuspecting victims to his “pad” where he and his CIA collaborators secretly experimented on them and recorded their behavior. An OSS veteran who had worked on “truth drug” development for the Army in World War II, White surreptitiously dosed many of his victims with LSD, a drug that the CIA had in abundance thanks to Eli Lilly, which had developed the capacity to produce the drug in “tonnage quantities” and had agreed to become the Agency’s supplier. Gottlieb, his deputy Robert Lashbrook, and CIA psychologist John Gittinger are among the CIA officials who frequently visited White’s safehouses....

Although MKULTRA was approved at the highest levels, it operated with virtually no oversight. As Marks notes, the initial MKULTRA budget authorization “exempted the program from the normal CIA financial controls” and “allowed TSS to start up research projects ‘without the signing of the usual contracts or other written agreements.’”[3] With little accountability, boundless resources, and the backing of CIA covert operations chief Richard Helms, Gottlieb and his staff at TSS developed a series of bizarre experiments that they believed would enhance covert intelligence operations while at the same time improving the Agency’s defenses against the use of similar techniques by enemy forces.
By the time Gottlieb arrived at CIA in 1952, Project BLUEBIRD, which explored “the possibility of control of an individual by application of Special Interrogation techniques,” was already well underway.[4] Led by Office of Security chief Morse Allen, the early BLUEBIRD experiments were performed by teams that included polygraph experts and psychologists and were conducted on detainees and suspected informants at secret U.S. interrogation facilities in Japan and Germany.

The elevation of Allen Dulles to deputy director of central intelligence in 1951 led to an expansion of BLUEBIRD programs under a new name, ARTICHOKE, and under the direction of Gottlieb at TSS. The new program was to include, among other projects, the development of “gas guns” and “poisons,” and experiments to test whether “monotonous sounds,” “concussion,” “electroshock,” and “induced sleep” could be used as a means to gain “hypnotic control of an individual.”[5]

It was under ARTICHOKE that the Agency first began to more systematically recruit the top researchers and court the most prestigious institutions to collaborate in its mind control research. One of the first to participate was the deputy director of Boston Psychopathic Hospital, Dr. Robert Hyde, who in 1949 was the first American to “trip” on LSD after the hospital acquired samples of the drug from Sandoz laboratory in Switzerland. In 1952, the CIA began to fund the hospital’s LSD research, under which Hyde used himself, his colleagues, student volunteers, and hospital patients as his subjects. Hyde would work on four MKULTRA subprojects over the next decade.

Shortly after Dulles became DCI in 1953, he authorized MKULTRA, expanding the Agency’s behavior control research and refocusing it on the development of “a capability in the covert use of biological and chemical materials” in “present and future clandestine operations.”[6] Many of the 149 MKULTRA subprojects were carried out through well-regarded universities like Cornell, Georgetown, Rutgers, Illinois, and Oklahoma. Dr. Carl Pfeiffer, the chairman of the Department of Pharmacology of Emory University, directed four MKULTRA subprojects, all of which involved the use of drugs, including LSD, to induce psychotic states. The horrifying series of experiments left many of his subjects—including prisoners at the Atlanta Federal Penitentiary and juveniles housed at a detention facility in Bordentown, New Jersey—scarred for life.

Many other MKULTRA subprojects were established through grants from false foundations funded by the CIA. One of these, the Geschickter Fund for Medical Research, run by Dr. Charles Geschickter, a professor of pathology at Georgetown University, steered millions of CIA dollars into research programs at Georgetown and other institutions. As part of the agreement, the CIA gained access to a medical safehouse at the newly constructed Gorman Annex of Georgetown University Hospital along with a ready supply of patients and students to use as subjects for MKULTRA experiments.

Another prominent MKULTRA “cutout” foundation, the Human Ecology Society, was run by Cornell Medical Center neurologist Dr. Harold Wolff, who wrote an early study of communist brainwashing techniques for Allen Dulles and later partnered with the CIA to develop a combination of drugs and sensory deprivation that could be used to erase the human mind. Among the most extreme MKULTRA projects funded through Wolff’s group were the infamous “depatterning” experiments conducted by Dr. D. Ewen Cameron at the Allan Memorial Institute, a psychiatric hospital at McGill University in Montreal, Canada. Cameron’s methods combined induced sleep, electroshocks, and “psychic driving,” under which drugged subjects were psychologically tortured for weeks or months in an effort to reprogram their minds.

These records also shed light on an especially dark period in the history of the behavioral sciences in which some of the top physicians in the field conducted research and experiments usually associated with the Nazi doctors who were tried at Nuremberg. While some medical professionals engaged by the CIA apparently struggled with the ethical issues raised by conducting harmful tests on unwitting human subjects, others were eager to participate in a program in which, according to one 1953 memo, “no area of the human mind is to be left unexplored.”[7] Just as CIA psychologists later oversaw the torture of prisoners at Guantanamo Bay and at CIA “black sites,” during the first decades of the 21st century, many of the doctors and clinicians recruited for MKULTRA work were leaders in the field, whose participation boosted the prestige of the program and drew others into it. Scholars and researchers looking at the involvement of psychologists and other medical professionals in the horrific U.S. detention and interrogation programs that have been exposed in recent years will find parallels and historical antecedents throughout this collection....

Digital National Security Archive (DNSA): CIA and the Behavioral Sciences: Mind Control, Drug Experiments and MKULTRA
This collection explores the Central Intelligence Agency’s foray into behavioral and mind control experiments in the 1950s and 1960s. Most commonly known as Project MKULTRA, which refers to the research carried out by the CIA and affiliated institutions between 1953-1963, this codename came to be used as an umbrella term for an array of scientific, psychological, and military endeavors that began well before the official start of MKULTRA in 1953 and that continued in the years after the project officially ended. In this collection, researchers will find many documents relating to MKULTRA as well as its predecessors, Project BLUEBIRD and Project ARTICHOKE, and its various sister projects and successors, including MKNAOMI, MKDELTA and MKSEARCH. This collection also contains records relating to investigations into the CIA’s mind control program, both by the Agency itself and Congress, during the mid to late 1970s. The set has been carefully curated to highlight the clearest, most substantive documents available on MKULTRA and to focus on those records that provide insight into the scope and purpose of the Agency’s mind control program.

Most of the documents were donated to the National Security Archive by John Marks, the author of The Search for the Manchurian Candidate, a book widely considered to be the most authoritative recounting of the CIA’s involvement in behavior and mind control experiments. They consist primarily of CIA records Marks obtained through the Freedom of Information Act. Another source for the collection are documents that the CIA released to the family of Frank Olson, an Army biochemist who died in 1953 after he was secretly administered LSD by a CIA employee and then fell from a 10th-story window.

Asked whether he was involved in “domestic field experimentation” with LSD, Gottlieb said, “If by what you mean ‘field experimentation’, is experiments that involve – that are taking place outside of Washington, D.C., and if by my personal involvement, you mean, was I aware of them or did I have something to do with their instigation, the answer is yes.” When Gottlieb is shown a document indicating that he had personally conducted an interrogation, he claims confusion before admitting that he had indeed been involved in “between one and five” interrogations.....

Lana Ponting was just 16 when she was given LSD and methamphetamine in a series of brainwashing experiments by a world-renowned psychiatrist in 1958.
 
"I didn't even know half the time who I was," Ponting said. "It was almost like a jail. It was horrible."
 
The 78-year-old Winnipegger spent a month at McGill University's Allan Memorial Institute in Montreal under the care of Dr. Ewen Cameron.
 
Medical records say Ponting was fed a cocktail of drugs that also included barbiturates and anti-psychotics used to "explore" her. She was tied up and fed the drugs while doctors observed her behaviour and reactions.
 
What were called "depatterning experiments" later became an international scandal when it was revealed Cameron was covertly funded by the CIA as part of their MKUltra mind-control program.
 
But it wasn't just the CIA who funded Cameron. Canada's federal government provided Cameron with more than $500,000 between 1950 and 1965 — $4 million in today's dollars.
 
Ponting has never been financially compensated for her experience and 62 years later, she wants an apology from Ottawa.
"And I do want compensation because I think mentally and physically, I suffered a lot," she said.

Class action seeks compensation
 
Ponting hopes compensation will come if a Montreal-based class-action application is certified this year.
 
The application was filed in January 2019 in Quebec's Superior Court on behalf of anyone who underwent Cameron's "depatterning treatment" at the institute between 1948 and 1964.
 
The lawsuit also would include anyone whose family member or dependant underwent depatterning at the institute.
 
Lawyers on the case believe there could be hundreds of potential class members....
 
Cameron believed in using sleep deprivation, electroshock treatments and hallucinogenic drugs such as LSD to "depattern" the mind and wipe out mental illness.
 
However, it was later reported that his methods had lasting impacts on patients, sometimes erasing his patient's memories.....
 
Compensation in the '90s
In 1992, about 77 of Cameron's former patients were given $100,000 by the federal government. Hundreds more who applied for the compensation were rejected, because they needed to have proper medical records to prove they were tortured to a certain extent, and they needed to apply by a specific date.
Ponting said she never applied for the compensation because she wasn't aware it was being offered.....

In his mid-20s, future crime kingpin Whitey Bulger spent time in the Atlanta Federal Penitentiary for hijacking and armed robbery. While there, he volunteered to be part of a drug experiment that sought to find a cure for schizophrenia.
Or so he was told.
 
In reality, the experiment sought to determine how much LSD the human mind could take before it snapped. Bulger was fed large doses of the drug nearly every day for 15 months without being told what it was.
He later wrote of the horrors he experienced during this time.
 
“Hallucinating. Hours of paranoia and feeling violent. We experienced horrible periods of living nightmares and even blood coming out of the walls. Guys turning to skeletons in front of me. I saw a camera change into the head of a dog. I felt like I was going insane.”
When Bulger asked to be released from the experiment, he was refused since, he was told, “We are close to finding the cure.”
 
Bulger, who was later convicted of 11 murders, may be an unsympathetic victim, but these same experiments were being conducted on unsuspecting civilians at the behest of one power-mad CIA official.

by Stephen Kinzer tells the story of Gottlieb, a chemist obsessed with finding a way to control the human brain, no matter how many innocent minds he destroyed in the process....
 
Born in The Bronx in 1918, Gottlieb received a doctorate in biochemistry and after working several research jobs for the government, was recruited by the CIA in 1951 by Deputy Director Allen Dulles, who would later lead the agency.
Dulles believed that there were undiscovered methods for controlling the human mind, and that these processes could help the US win wars. He hired Gottlieb to lead the effort into mind-control research, which he named “Artichoke,” by any means necessary.
 
Many in the intelligence community were convinced that the Soviet Union and China had made great advancements in brainwashing, and they sought to perfect the technique themselves. Hypnosis and electroshock were among the methods tested, but Gottlieb became obsessed with the potential of LSD.
 
After sampling the drug himself and feeling “as though I am in a kind of transparent sausage skin that covers my whole body,” he began testing it on military volunteers. Soon after, he stopped caring whether people had volunteered and began administering the drug to unwitting subjects, including CIA trainees.
 
Gottlieb and many around him truly believed that LSD held the secret to controlling minds.
 
“CIA employees were given LSD and then induced to violate oaths and promises,” Kinzer writes. “In one [mock interrogation], a military officer swore never to reveal a secret, revealed it under the influence of LSD, and afterward forgot the entire episode . . . Gottlieb came to believe that [LSD] could be the key to mind control. He was the first acid visionary.”....
 
Gottlieb, given free rein by the CIA, authorized and funded “experiments” like this across the country, victimizing countless innocent people who simply sought relief for medical and psychological issues.
 
“Under Gottlieb’s direction, with Dulles’ encouragement . . . Artichoke had became one of the most violently abusive projects ever sponsored by an agency of the United States government,” Kinzer writes.
 
The eventual breadth of the program, which was rechristened MK-ULTRA and given an even larger budget, was stunning....
 
In time, Gottlieb was running similar safe houses around the world, and his experiments became even more audacious and cruel. When he decided to try to learn just how much LSD the human mind could take, he recruited prison doctors around the country. While Bulger was one victim, most were African American.
 
He also got more doctors and hospitals around the country involved, funneling the money through front groups to hide the CIA’s involvement.
 
At the Boston Psychopathic Hospital, “hundreds of students from Harvard, Emerson and MIT were paid $15 to drink a little vial of a clear, colorless, odorless liquid that might produce an altered state.” It was later found that “none of those involved in the experiments had the proper training or understanding to guide participants . . . [and] several [students] had negative reactions. One hanged herself in a clinic bathroom.”
 
In experiments conducted by a New York allergist named Harold Abramson, who received $85,000 from Gottlieb, Kinzer writes that “12 ‘pre-puberty’ boys were fed psilocybin, and 14 children between the ages of 6 and 11, diagnosed as schizophrenic, were given 100 micrograms of LSD each day for six weeks.”....
 
Gottlieb continued on at the CIA, working on more conventional spy-craft devices like rocket launchers and bomb sensors to help the Vietnam War effort.
He retired in 1973 after 22 years with the agency, destroying all the MK-ULTRA files (or so he thought) before he left.
 
When another secret CIA program was exposed by reporter Seymour Hersh in 1974, it ignited a slew of investigations into the CIA, and Gottlieb’s name was made public in regard to the LSD experiments in 1975. He eventually testified before Congress several times, but only after being granted immunity from prosecution.
 
By the end of his life, he was working as a speech pathologist for children. He died in 1999, and never paid for his cruelty....

 

The Secret History of Fort Detrick, the CIA’s Base for Mind Control Experiments
Today, it’s a cutting-edge lab. In the 1950s and 1960s, it was the center of the U.S. government’s darkest experiments.

In 1954, a prison doctor in Kentucky isolated seven black inmates and fed them “double, triple and quadruple” doses of LSD for 77 days straight. No one knows what became of the victims. They may have died without knowing they were part of the CIA’s highly secretive program to develop ways to control minds—a program based out of a little-known Army base with a dark past, Fort Detrick.
 
Suburban sprawl has engulfed Fort Detrick, an Army base 50 miles from Washington in the Maryland town of Frederick. Seventy-six years ago, however, when the Army selected Detrick as the place to develop its super-secret plans to wage germ warfare, the area around the base looked much different. In fact, it was chosen for its isolation. That’s because Detrick, still thriving today as the Army’s principal base for biological research and now encompassing nearly 600 buildings on 13,000 acres, was for years the nerve center of the CIA’s hidden chemical and mind control empire.
 
....For decades, though, much of what went on at the base was a closely held secret. Directors of the CIA mind control program MK-ULTRA, which used Detrick as a key base, destroyed most of their records in 1973. Some of its secrets have been revealed in declassified documents, through interviews and as a result of congressional investigations. Together, those sources reveal Detrick’s central role in MK-ULTRA and in the manufacture of poisons intended to kill foreign leaders....
 
Allen Dulles, who ran the CIA’s covert-operations directorate and would soon be promoted to direct the agency, considered his mind control project—first named Bluebird, then Artichoke, then MK-ULTRA—to be of supreme importance, the difference between the survival and extinction of the United States.
 
In 1951, Dulles hired a chemist to design and oversee a systematic search for the key to mind control. The man he chose, Sidney Gottlieb, was not part of the silver-spoon aristocracy from which most officers of the early CIA were recruited....
 
Gottlieb searched relentlessly for a way to blast away human minds so new ones could be implanted in their place. He tested an astonishing variety of drug combinations, often in conjunction with other torments like electroshock or sensory deprivation. In the United States, his victims were unwitting subjects at jails and hospitals, including a federal prison in Atlanta and an addiction research center in Lexington, Kentucky.
 
In Europe and East Asia, Gottlieb’s victims were prisoners in secret detention centers. One of those centers, built in the basement of a former villa in the German town of Kronberg, might have been the first secret CIA prison. While CIA scientists and their former Nazi comrades sat before a stone fireplace discussing the techniques of mind control, prisoners in basement cells were being prepared as subjects in brutal and sometimes fatal experiments.
These were the most gruesome experiments the U.S. government ever conducted on human beings. In one of the them, seven prisoners in Lexington, Kentucky, were given multiple doses of LSD for 77 days straight. In another, captured North Koreans were given depressant drugs, then dosed with potent stimulants and exposed to intense heat and electroshock while they were in the weakened state of transition. These experiments destroyed many minds and caused an unknown number of deaths. Many of the potions, pills and aerosols administered to victims were created at Detrick.
 
One of the most well-known victims of the MK-ULTRA experiments was Frank Olson. Olson was a CIA officer who had spent his entire career at Detrick and knew its deepest secrets. When he began musing about quitting the CIA, his comrades saw a security threat. Gottlieb summoned the team to a retreat and arranged for Olson to be drugged with LSD. A week later, Olson died in a plunge from a hotel window in New York. The CIA called it suicide. Olson’s family believes he was thrown from the window to prevent him from revealing what was brewing inside Camp Detrick....

The CIA mind control project, MK-ULTRA, was essentially a continuation of work that began in Japanese and Nazi concentration camps. Not only was it roughly based on those experiments, but the CIA actually hired the vivisectionists and the torturers who had worked in Japan and in Nazi concentration camps to come and explain what they had found out so that we could build on their research.
 
For example, Nazi doctors had conducted extensive experiments with mescaline at the Dachau concentration camp, and the CIA was very interested in figuring out whether mescaline could be the key to mind control that was one of their big avenues of investigation. So they hired the Nazi doctors who had been involved in that project to advise them.
 
Another thing the Nazis provided was information about poison gases like sarin, which is still being used. Nazi doctors came to America to Fort Detrick in Maryland, which was the center of this project, to lecture to CIA officers to tell them how long it took for people to die from sarin.
 
On the more extreme experiments Gottlieb conducted overseas
Gottlieb and the CIA established secret detention centers throughout Europe and East Asia, particularly in Japan, Germany and the Philippines, which were largely under American control in the period of the early '50s, and therefore Gottlieb didn't have to worry about any legal entanglements in these places. ...
CIA officers in Europe and Asia were capturing enemy agents and others who they felt might be suspected persons or were otherwise what they called "expendable." They would grab these people and throw them into cells and then test all kinds of, not just drug potions, but other techniques, like electroshock, extremes of temperature, sensory isolation — all the meantime bombarding them with questions, trying to see if they could break down resistance and find a way to destroy the human ego. So these were projects designed not only to understand the human mind but to figure out how to destroy it....

....In Errol Morris’s new series, Wormwood, which blends documentary with dramatic reconstructions, he sets out to explore an episode in the history of US intelligence that is irresistibly sensational, the CIA’s cold war “mind control” program of the 1950s and 1960s. Code-named MK-ULTRA, the program involved agents experimenting with methods for gaining full control of a person’s thoughts and behavior using LSD, hypnosis, electric shocks, and other bizarre means—the films The Ipcress File (1965) and The Parallax View (1974) show cool, stylized versions. The thesis offered by Wormwood’s principal subjects is that, during the same period, the CIA ran an authorized, extrajudicial execution program of dissenting agents who were active in the agency’s secret operations.
 
....The six-part series focuses on the death of Frank Olson, an army scientist who worked on biological weapons research at Camp Detrick, a US army camp in Maryland, but who subsequently became a CIA operative involved in Project ARTICHOKE, a predecessor to MK-ULTRA that focused, with brutal rigor, on interrogation methods. When the Rockefeller Commission (established by President Gerald Ford in 1975 to investigate potentially illegal CIA programs, and led by Vice President Nelson Rockefeller) examined records of his death, which occurred in November 1953, it reported that Olson had been secretly dosed with LSD by the CIA several days beforehand. The existing CIA documents (many had been destroyed) created the impression that Olson had then sunk into a severe depression before jumping not just out of, but directly through, his New York hotel room’s thirteenth-floor window, smashing its glass pane.
 
....Surprisingly, though, the most jarring and psychologically revealing interviews are not with Olson’s son, but with Hersh. More than forty years after Hersh broke the story, Eric Olson confronted him in 2016 (the year before Morris made the documentary) with fresh evidence, including a new autopsy report that, he claimed, demonstrated the suicide story was false; it was a murder. Eric also insisted that Hersh had been taken in, by the CIA, that he had “swallowed the cover story” about LSD, when, in fact, his father was silenced because of his involvement in Project ARTICHOKE and in bioweapons research, about which he had loudly expressed serious moral qualms. After initially dismissing Olson’s theory, Hersh went back to a CIA source, someone he describes as a trusted friend, to investigate further.
....To date, the Senate’s Church Committee reports and the White House’s Rockefeller Commission report on the US intelligence agencies have been by far the most comprehensive studies holding these agencies to account that have yet been made public; they came out now more than forty years ago. The House Committee that investigated the same affairs, chaired by the Long Island Democrat Otis Pike, didn’t release its report because of congressional opposition. The published reports contained lurid and shocking information, including CIA drug experiments and assassination plots, FBI harassment of dissidents, the deliberate incitement of violence (including murder) in the black community, and the manipulation of elections in democratic countries. These were dark times for the agencies. The story of Frank Olson’s supposedly LSD-induced suicide was one of the episodes that dominated coverage, shedding light on the sinister mind-control program, which captured the public imagination. But if Wormwood’s claims are true, this public reckoning was itself tainted by lies, elaborately concocted cover stories, and forged documents.
 
The forces that had been set in motion after the war by the new Central Intelligence Agency (established in 1947) could not entirely be reined in. Nelson Rockefeller already had some experience of this independent momentum. He had been an early proponent of psychological operations, targeting Latin American populations that were subjected to Nazi propaganda during World War II. Serving under Eisenhower as Special Assistant to the President for Foreign Affairs, he tried to establish institutions for coordinating security policies—and this was broadly understood to mean psychological operations—from the White House, by creating boards that included representatives from the State Department, the Pentagon, and the CIA. But Rockefeller couldn’t secure the cooperation of either John Foster Dulles, then secretary of state, or Allen Dulles, the CIA director.
 
....Allen Dulles was unrestrained in his cultivation of behavioral science initiatives that would assist in the manipulation of individuals and societies. The dramatic term “brainwashing” became popular in describing this attempt to discover fundamental mechanisms through which human thought and behavior could be controlled. Many of America’s most distinguished behavioral scientists, who had served in the OSS (forerunner to the CIA) during the war, competing with the Nazis to develop techniques of manipulation, then transitioned seamlessly into this new cold war effort. (The Americans prosecuted Dachau’s doctors at Nuremberg—but not before they had plundered Dachau for the results of the Nazis’ studies on the use of mescaline and other drugs for mind control.)
 
 
In a 1949 study for the US Air Force, Yale’s Irving Janis claimed that the Soviets were using hypnosis, drugs, electroshock, and other means to extract false confessions. He thereby helped to lay out the program followed in the CIA’s mind-control research. This program was funded primarily via the Office of Naval Research and the National Science Foundation, and, under various pretexts, the most prominent social psychologists at America’s Ivy League universities experimented very freely with those methods.
 
....But mind-control research was not confined to the attempted manufacture of “Manchurian candidate” obedient spies and the spread of propaganda in Communist countries. The cold war, it was thought, could be won abroad through the capturing of hearts and minds, but it could equally be lost at home if the American people lacked commitment or resilience. There was a great deal of concern within the national security community that Americans were not as psychologically resilient as the Soviets and would therefore be less able to cope with the threat of a nuclear strike, or to absorb a first strike by the USSR. Janis authored an important RAND report on this topic, entitled Air War and Emotional Stress: Psychological Studies of Bombing and Civilian Defense, in which he used data collected from interviews conducted after air attacks during World War II in order to outline research proposals addressing “the problem of providing adequate psychological preparation for the American population so as to prevent inappropriate and disruptive behavior.” The study of large-scale psychological manipulation was intended to find ways of producing conformity to norms of “appropriate” behavior during a thermonuclear war.
 
The precise extent to which active deception was necessary to acclimate the American public to the horrifying absurdities of the cold war is still unknown. In Wormwood, we are told that Frank Olson came to believe that the American public was being elaborately deceived about the US use of biological weapons in the Korean War. Morris shows footage of articulate but apparently “brainwashed” prisoners making “false confessions” to using germ warfare.

The most famous experiments of mind-control research from the era are the shock experiments conducted by Stanley Milgram at Yale in 1961–1962. (Peter Sarsgaard, as it happens, played Milgram in a 2015 movie about these tests called Experimenter.) Milgram led his subjects to believe that they were administering electric shocks to a man in an adjacent room whenever he got an answer wrong on a quiz, but the man apparently screaming in pain was a hired actor. In one study, 65 percent of the subjects were prepared to turn the shocks up to the maximum level, labeled “Danger. Severe Shock.” Both the Office of Naval Research and the National Science foundation were interested in funding this research into “action conformity” in which Milgram aimed to compel people to act “in violation of deeply rooted standards of behavior.” His research proposal claimed that he would shed light on the techniques used by “the red Chinese in trying to extract compliance from our troops in POW camps” (later, in the press, he would represent the experiments to the public as attempts to understand obedience to the Nazis).
 
In Experimenter, and in Milgram’s own films of the experiments, we can watch in horror and fascination as the duped subjects, anxious and perspiring, obey. Sarsgaard’s Milgram keeps a very straight face (Milgram himself confessed to being inspired in his experimental designs by the TV show Candid Camera), but we can smirk as we watch. The real secret Milgram hid, though, was that his work was intended to confer on America’s intelligence community superior knowledge of how to control people’s minds. He was part of a profession that claimed to know us better than we know ourselves.....

Adelaide Archbishop Philip Wilson has been put on notice that he could expect a jail term after he was found guilty on Tuesday of concealing historical child abuse allegations against another priest.
In a landmark decision that could have wide-reaching implications for other high-ranking clergy members, Magistrate Robert Stone found Archbishop Wilson had been told by a 15-year-old boy in 1976 that he had been indecently assaulted by notorious Hunter paedophile priest Father James Fletcher, but chose not to go to the authorities despite believing the allegations were true.

Las Vegas mogul Steve Wynn has been accused of a decades-long pattern of sexual harassment and abuse toward workers at his casinos, according to an investigation by The Wall Street Journal.


Dozens of current and former employees at Wynn’s gambling establishments told the Journal they had experienced or witnessed chronic abuse by the billionaire, who was named finance chairman for the Republican National Convention last year.

The allegations range from lewd comments and inappropriate touching to soliciting sex acts from women who worked as manicurists and massage therapists at Wynn’s Las Vegas casinos.

One former employee at Wynn Las Vegas said the mogul pressured her into having unwanted sex with him after she gave him a manicure in 2005. Wynn later agreed to pay the woman a $7.5 million settlement after she filed a report.


“The idea that I ever assaulted any woman is preposterous,” Wynn said in a statement shared with HuffPost. “We find ourselves in a world where people can make allegations, regardless of the truth, and a person is left with the choice of weathering insulting publicity or engaging in multi-year lawsuits. It is deplorable for anyone to find themselves in this situation.”....


Current and former employees who spoke with the Journal said they were nervous about coming forward due to Wynn’s influence in the casino industry. Wynn is worth over $3.5 billion, by Forbes’ estimate. He owns two sprawling Las Vegas casinos ― the Wynn and Encore resorts ― as well as two other complexes in Macau. Another $2.4 billion Wynn casino is in construction in the Boston area.


His power and influence, like those of other prominent men who have been accused of recurrent sexual abuse, may have led him to feel invincible in his own domain.


Current and former employees told the Journal that Wynn would frequently walk around in short shorts with no underwear, exposing his genitals when he sat to receive a pedicure. He would proposition female employees in his private office and even allegedly asked a former executive to get him the phone numbers of casino cocktail waitresses.


“Everybody was petrified,” said Jorgen Nielsen, a former artistic director at the resort’s on-site salon, who told the Journal that female employees would hide in bathrooms and back closets when they heard Wynn was approaching....

Truman published a National Security Committee paper that essentially legitimised the doctrine of "plausible deniability" for the CIA, specifying its role in covert operations with effect that "any US government responsibility for them is not evident to unauthorised persons and that if uncovered the US government can plausibly disclaim any responsibility for them". This gave the CIA (and any other parties involved in such covert operations) broad licence to deceive Americans.

Social psychologists also studied mind control on a societal scale. During the war, Janis and MIT's Ithiel de Sola Pool had already begun comparing Nazi and Soviet propaganda and conducting systematic content analysis of Soviet publications. Propaganda researchers naturally continued to receive lavish CIA funding afterwards.


Hadley Cantril's Institute for International Social Research at Princeton, for example, received at least $US1 million from the CIA via the Rockefeller Foundation (Cantril's reports on the social psychology of the Soviets were sent directly to Eisenhower).


Harvard's Herbert Kelman described his work as part of a social-psychological effort to develop "general principles of social influence and socially induced behaviour change", inspired, in his own case, by Chinese Communist methods of "thought reform".....

Eric Olson feels certain that his father, who had worked in the bioweapons program at Camp Detrick, discovered that these weapons actually were being used in Korea and that this discovery instigated his outspoken dissent.



In his view, the CIA claims of brainwashing were part of a cover story invented to discredit what were, in fact, true confessions. No evidence has been found that the American prisoners of war were subjected to any special methods of psychological manipulation, such as hypnosis, drugs, or shocks.


Equally, though, no evidence that is not circumstantial has been found to corroborate the Korean claims about air-drops of infected insects used to spread deadly pathogens.

When Charles Manson was a prison inmate, he got introduced to Scientology by fellow prisoners, and his ability to psych out people was intensified so that he could zero in on their weaknesses and fears. In 1967, he was released and went to the Scientology Center in San Francisco. A friend who accompanied him there told me, “Charlie said to them, 'I'm Clear – what do I do now?'”

But they expected him to sweep the floor – shit, he had done that in jail. However, in Los Angeles, he went to the Scientology Celebrity Center. Now this was more like it – there he could mingle with the elite. I was able to obtain a copy of the original log entry: “7/31/68, new name, Charlie Manson, Devt. No address. In for processing = Ethics = Type III.” The receptionist – who, by Type III, meant “psychotic” – sent him to the Ethics office but he never showed up.

At the Spahn Ranch, Manson combined his version of Scientology auditing with post-hypnotic techniques he had learned in prison, with geographical isolation and subliminal motivation, with sing-along sessions and encounter games, with LSD and mescaline, with transactional analysis and brainwashing rituals, with verbal probing and sexual longevity that he had practiced upon himself for all those years in the privacy of his cell. He was also raped by fellow inmates.

Ultimately, in August 1969, he sent his well-programmed “family” off to slay actress Sharon Tate, some friends, and her unborn baby. Tate's husband, film director Roman Polanski, was in London at the time. A few months later, when the family members were captured and charged with homicides, Manson was portrayed by the media as a hippie cult leader, and the counterculture became a dangerous enemy. Hitchhikers were shunned. Communes were raided. In the public's mind, flower children had grown poisonous thorns. But Manson was never really a hippie.

He had grown up behind bars. His real family included con artists, pimps, drug dealers, thieves, muggers, rapists, and murderers. He had known only power relationships in an army of control junkies....

The news from YouTube’s CEO, Susan Wojcicki, followed a steady stream of negative press surrounding the site’s role in spreading harassing videos, misinformation, hate speech and content that is harmful to children....

In 1953 bacteriologist Frank Olson plunged to his death from a hotel window after being unknowingly dosed with LSD by the CIA. The headline-grabbing story seemed sinister enough until a decades-long investigation revealed that the actual truth behind his death might be something much more nefarious: a government-order execution to get rid of a political liability.

Peter Sarsgaard brings the last days of Olson’s life to light in the new Errol Morris miniseries Wormwood, a 258-minute odyssey that is one part detective story and one part a history of government deception. The period flashbacks are contrasted with present-day interviews with Frank Olson’s introspective son Eric, who has spent his life trying to uncover the mystery of his dissident father’s death....

Do you share your character's paranoia and questioning of the government?
I don’t have paranoia of the government because I know that it’s up to no good a lot of the time. They advertise it now; they don’t hide it. So at least my paranoia is gone. I’ve never trusted completely any government; I don’t think you are supposed to. Like at a certain point you are supposed to see your parents as people, not as mom and dad and be able to deal with them as people. I think a lot of people treat the government as parents that they aren’t allowed to criticize in any way....

What’s the solution?

Turkey should reject child abuse law shielding men who marry from punishment: U.N.

LONDON (Thomson Reuters Foundation) - A bill that could allow men accused of sexually abusing girls in Turkey to avoid punishment if they marry their victim would create a climate of impunity for child abuse in the country, U.N. agencies warned on Monday.

The Turkish parliament gave preliminary backing to the controversial proposal put forward by the ruling AK Party last week.

MPs are due resume the debate on Tuesday before a second and final vote.

Several U.N. agencies criticized the legislation, which they said was akin to an amnesty for child abusers and could expose victims to further suffering at the hands of their abusers.

"Any forms of sexual violence against children are crimes which should be punished as such," the U.N. children's agency UNICEF, the United Nations Population Fund, UNFPA, U.N. Women and the U.N. Development Programme in Turkey said in a joint statement on Monday.

"We call on all Members of the Turkish Grand National Assembly to do their utmost in ensuring that all girls and boys in Turkey are better protected from all forms of sexual abuse."...

Thousands have taken to the streets of Istanbul and other cities in Turkey to protest against a bill that would allow child rapists to walk free if they marry their victims.

The country’s government insists the law would help resolve legal challenges caused by widespread child marriage in the country, yet critics argue the bill legitimises rape.

In Istanbul, protesters clapped and chanted: “We will not shut up. We will not obey. Withdraw the bill immediately.”

About 3,000 people gathered in Istanbul’s Kadikoy square, many waving placards that said: “Rape cannot be legitimised,” and “AKP, take your hands off my body” – in reference to the ruling Justice and Development Party (AKP) that proposed the bill.

Similar demonstrations were held in other cities, including Ankara, Izmir and Trabzon.

If the law passes, men who sexually abuse girls under 18 without “force, threat or any restriction on consent” and marry them could have their convictions quashed or avoid prosecution....

The proposed change would apply to cases between 2005 and 16 November 2016.

Anne Hamilton-Byrne...leader of The Family, the Australian doomsday cult she founded in the 1960s, she claimed to be Jesus reborn as a woman.

....One of the few female cult leaders in history – and apparently one of the cruellest – Hamilton-Byrne operated in almost total secrecy over two decades. Hidden away in the countryside outside Melbourne, The Family’s motto was “Unseen, unknown, unheard”. The police, acting on information from two child escapees, raided the cult in 1987. It emerged that over the years Hamilton-Byrne had collected 28 children through bogus adoptions and “gifts” from followers, dressing them in identical clothes and bleaching their hair platinum. To keep her eerie brood under her control, they say she subjected them to vicious beatings, starvation and emotional torture.

“Anne wasn’t giving love,” says Parker, whose young son was one of Hamilton-Byrne’s victims. “She was offering it and then taking it back. She broke people’s spirit.”

The glamorous guru used the same tactic on her adult followers, handpicking them from Melbourne’s wealthy professional elite with promises of spiritual fulfilment in the 1960s and 70s when new age seeking was all the rage. “I’ve been waiting for you,” she’d say on first meeting a potential recruit. “You are special

Preaching a mishmash of Christianity, eastern mysticism and apocalyptic prophecy, she allegedly forced followers, including children, to take dangerous amounts of LSD and other hallucinogenics as part of prolonged initiation rites. Once they had submitted, she’d dictate every aspect of their lives. “There was only one rule: do absolutely everything she said,” says David Whitaker, a former child survivor. “That included what to think, what to wear, what to eat, who to marry, who not to marry. Total obedience.” 
    The children were initiated with ‘huge, relentless doses of LSD’ in trips that lasted for days...

By the time of the police raid, Hamilton-Byrne had broken up families, destroyed marriages and left her child victims with lifelong psychological scars. A number of followers tried to kill themselves, either during their time in The Family or after they escaped. Tragically, some succeeded. The cult leader amassed an estimated AU$150m (£90m) through property, land and cash donated by followers. She hid overseas and was eventually arrested in 1993 on relatively minor fraud charges....
