Maryland attorney general releases report on decades of sex abuse by Catholic priests

BALTIMORE — The Maryland Attorney General's Office has publicly released a redacted version of an investigative report detailing sex abuse allegations against more than 150 Catholic priests and examining the Archdiocese of Baltimore's response.

 

The redacted findings were made public Wednesday afternoon, marking a significant development in an ongoing legal battle over its release and adding to growing evidence from parish es across the country as numerous similar revelations have rocked the Catholic Church in recent years.

 

Former Maryland Attorney General Brian Frosh launched the probe in 2019 and announced its completion in November, saying investigators had reviewed over 100,000 pages of documents dating back to the 1940s and interviewed hundreds of victims and witnesses. The report's contents weren't immediately released because they include information obtained from church officials via grand jury subpoenas, which are confidential proceedings in Maryland.

 

Lawyers for the state asked a court for permission to release the nearly 500-page document, which identifies 158 priests accused of abusing more than 600 victims over the past 80 years, and Baltimore Circuit Court Judge Robert Taylor ruled last month that a redacted version should be made public. Officials recently started making the necessary redactions, which included removing the names and titles of 37 people accused of wrongdoing....

 

 

State lawmakers are currently considering whether to end the state's statute of limitations for when civil lawsuits related to child sexual abuse can be filed against institutions. Similar proposals have failed in recent years, but the issue received renewed attention this session and the current proposal is nearing passage in Annapolis, where lawmakers have until midnight next Monday to give final approval and send the bill to Gov. Wes Moore, who has said he supports it. Currently, victims of child sex abuse in Maryland can't sue after they turn 38. The bill would eliminate the age limit and allow for retroactive lawsuits....

 

 

When Maryland prosecutors asked to release the findings of their recent investigation, they summarized some of the report's contents, which paint a damning picture. Sexual abuse was so pervasive, the filing said, that some parishes, congregations and schools had more than one abusive priest at the same time — including one congregation where 11 abusive priests practiced over 40 years. In some cases, victims ended up reporting abuse to priests who were abusive themselves, prosecutors wrote.

 

 

The investigation also revealed that the archdiocese failed to report many allegations of sexual abuse to authorities, conduct adequate investigations, remove abusers from the ministry or restrict their access to children.

 

"Instead, it went to great lengths to keep the abuse secret," the court filing said. "While the Archdiocese reported a large number of allegations to police, especially in later years, for decades it worked to ensure that the perpetrators would not face justice....

A mum has been arrested on suspicion of killing her eight-month-old baby in an horrific Satanic ritual.
Chilling footage shows the silhouette of a baby painted in black in the lounge of a home in central Mexico.
Authorities in the city of Chimalhuacan discovered the infant's mutilated corpse in the same building.
In the same room police found ritual materials including candles, a human skull, devil figurines and oils. It was not clear whether the skull was real.
The mum, named in Mexico as Leticia N, reportedly named her child Belcebu - a variant of Beelzebub, which is sometimes another name for the devil....
But during a search of the house officers found blood stains and then the baby's mutilated corpse.
A video that was shared on social networks shows the suspected scene of the alleged fatal ritual....

Her boyfriend, believed to have helped her during the ritual, was not found in the house and is being hunted by authorities.
Leticia was arrested and charged with homicide. She is being held in custody.

Australian circus school tied to sex abuse and ‘blood rituals,’ police say

....Australian law enforcement now alleges the circus school was not a venue for big top entertainment but a horror show.
Last Monday, investigators arrested seven individuals — two men and five women — affiliated with the school for allegedly sexually abusing three young boys between 2014 and 2016, according to a news release from the New South Wales Police Force.

Altogether the accused face 127 criminal counts, including rape, kidnapping, aggravated sexual assault of a child and making child abuse material. Citing police documents, the Australian newspaper reported the young victims were used in “blood rituals” on at least one occasion. Law enforcement has not detailed how the victims knew the defendants. The Australian Broadcasting Corporation reported the three boys were not students at the school....

Citing court documents, the Australian Broadcasting Corporation reported last week at least one of the assaults occurred on April 25, 2016 — Anzac Day, an Australian holiday honoring military veterans. According to the network, Therese Cook and Yyani Cook-Williams allegedly raped two boys that day. The victims were 4 and 7. Cook-Williams also allegedly forced the two boys to have sex together on the same occasion.

Paul Cook stands accused of filming the aggravated sexual assaults. Meredith is accused of raping one of the victims seven times.

Rob Porter, White House Aide, Resigns After Accusations of Abuse

WASHINGTON — As the White House staff secretary, Rob Porter is not a public figure, but he is responsible for paper flow to the president, a job of crucial importance in the Trump administration. He frequently travels with President Trump on Air Force One, and he helped write Mr. Trump’s first State of the Union address last month.

But despite initial support from John F. Kelly, the White House chief of staff, and other West Wing staff aides, Mr. Porter announced his resignation on Wednesday, a day after his two former wives accused him in interviews of physical abuse when they were married to him.
His troubles were not a complete secret at the White House: Two people close to the White House said that the allegations against him made by his former wives, Colbie Holderness and Jennifer Willoughby, had contributed to a delay in granting him a permanent security clearance.
In a statement, Mr. Porter said that “these allegations are simply false,” even as details of the alleged abuse and photographs of one of his former wives with a black eye that she said he had given her were widely circulated.....

Ms. Holderness, Mr. Porter’s first wife, described their relationship as “verbally, emotionally and physically abusive” in an interview with The Daily Mail. In photographs she gave to The Intercept, Ms. Holderness has a blackened right eye and a swollen cheekbone.

Former Wives of Top White House Aide Rob Porter Both Told FBI He Abused Them

As the FBI conducted a background check on an incoming senior White House official last year, the bureau learned of the man’s history of domestic abuse. Rob Porter, a top aide to President Donald Trump, physically assaulted both of his previous wives, according to the two women. Porter’s first wife said she was physically abused for years, providing a photograph she took of herself after she said Porter hit her while on vacation in Florence, Italy — a photo she also shared with the FBI.

During the background interviews for Porter’s security clearance related to his senior White House role, FBI agents interviewed the two women. The former wives told the FBI that Porter was abusive during their marriages, according to interviews with the women. For Porter, the FBI interviews marked a collision of his professional ascendancy and his sometimes violent private life.

Colbie Holderness, Porter’s first wife, provided her correspondence with the FBI to The Intercept. (The FBI did not respond to a request for comment, and the agent involved in the exchange declined to speak about the case.) In an interview, she said the pattern of violence in her marriage to Porter began on their honeymoon in the Canary Islands in 2003 and continued from there.  Photo was taken shortly after the alleged incident, in the hotel room in Florence.
“He only punched me once, in the eye,” Holderness said. It was during a vacation in Florence in 2005. She said, “He threw me down on the bed and punched me in the face. I think he was shocked that he had lost control to that extent.”....

“Up until then, he had always done it in a way that didn’t leave marks,” Holderness said. “I don’t know if that was conscious or not. He would get angry and throw me down on a soft surface — to his credit, it was always a soft surface like a couch or a bed — and he would lay on top of me shaking me, or rubbing an elbow or a knee into me. He graduated to choking me, not ever hard enough to make me pass out, or frankly to leave marks, but it was frightening and dehumanizing.”

The film An Open Secret died upon release in 2015, but is seeing a renewed interest online amid a cascade of allegations against Hollywood’s elite  Rory Carroll in Los Angeles Wednesday 1 November 2017

....“We got zero Hollywood offers to distribute the film. Not even one. Literally no offers for any price whatsoever,” said Gabe Hoffman, a Florida-based hedge fund manager who financed the film.

It did not seem to matter that it was directed by an Oscar-nominated director, Amy Berg, or that it uncovered damning evidence of the sexual abuse of teenage boys by figures in the film industry.

“There was nowhere to see it,” said Lorien Haynes, the film’s writer. “I don’t think it impacted at all. Nobody saw it. We released a film that didn’t [seem to] exist.”

Now, two years later, multiple “open secrets” of predatory behaviour are detonating across Hollywood and the documentary that blew the whistle is getting millions of viewers – but still no distribution deal.

Hoffman released the film for free on the video-sharing website Vimeo this month after reports about Harvey Weinstein’s alleged sexual assaults set off a chain-reaction, with James Toback, Tyler Grasham and Kevin Spacey among those accused of harassment and worse.

....Berg, the director, had earned an Oscar nomination for her film Deliver Us from Evil, about sex abuse in the Catholic church.

Her team obtained evidence of a paedophile ring in Hollywood – managers, agents, publicists and directors – that preyed on young boys and teenagers seeking entry to the industry.

Some hosted lavish parties where men allegedly plied the boys with alcohol and drugs and traded them for sex. Others spent years grooming victims, and winning the confidence of their families, before starting sexual assaults.

A handful were caught and served relatively brief jail sentences before returning to the industry. Brian Peck, an actor and acting coach who worked for Nickelodeon and the X-Men franchise, was convicted of two counts of lewd acts with a child. He is now working in the industry again.

The documentary features interviews with Evan Henzi, who was 11 years old when his manager, Martin Weiss, started assaulting him. Weiss pleaded no contest in 2012 to two counts of child molestation, and was sentenced to a year in jail and five years’ probation. He was freed immediately due to time served.

....Haynes, who wrote the script, said mid-ranking television executives seemed eager to buy the film, only to be overruled. “At the top of the food chain is where we got the ‘no’. It did feel that people were scared to run it. It is complete anathema to release a film about corruption in Hollywood in Hollywood.”

She acknowledged another factor: a harrowing film about child abuse was a tough sell. “You’re expecting a lot of an audience to sit through that.”

He prowled the streets of Manhattan looking for attractive young women, usually in their early 20s, sometimes college students, on occasion a high schooler. He approached them in Central Park, standing in line at a bank or drug store or at a copy center while they worked on their resumes.

His opening line had a few variations. One went: “My name’s James Toback. I’m a movie director. Have you ever seen ‘Black and White’ or ‘Two Girls and a Guy’?”

Probably not. So he’d start to drop names. He had an Oscar nomination for writing the Warren Beatty movie “Bugsy.” He directed Robert Downey Jr., in three movies. The actor, Toback claimed, was a close friend; he had “invented him.” If you didn’t believe him, he would pull out a business card or an article that had been written about him to prove he had some juice in Hollywood. That he could make you a star.

But first, he’d need to get to know you. Intimately. Trust him, he’d say. It’s all part of his process.

Then, in a hotel room, a movie trailer, a public park, meetings framed as interviews or auditions quickly turned sexual, according to 38 women who, in separate interviews told the Los Angeles Times of similar encounters they had with Toback.

During these meetings, many of the women said, Toback boasted of sexual conquests with the famous and then asked humiliating personal questions. How often do you masturbate? How much pubic hair do you have? He’d tell them, they said, that he couldn’t properly function unless he “jerked off” several times a day. And then he’d dry-hump them or masturbate in front of them, ejaculating into his pants or onto their bodies and then walk away. Meeting over.

The women’s accounts portray James Toback as a man who, for decades, sexually harassed women he hired, women looking for work and women he just saw on the street. The vast majority of these women — 31 of the 38 interviewed — spoke on the record. The Times also interviewed people that the women informed of the incidents when they occurred.

As is often the case, none of them contacted the police at the time. When contacted by The Times, Toback denied the allegations, saying that he had never met any of these women or, if he did, it “was for five minutes and have no recollection.” He also repeatedly claimed that for the last 22 years, it had been “biologically impossible” for him to engage in the behavior described by the women in this story, saying he had diabetes and a heart condition that required medication. Toback declined to offer further details.

The women interviewed during The Times’ investigation offered accounts that differed from Toback’s recollections.

“The way he presented it, it was like, ‘This is how things are done,’” actress Adrienne LaValley said of a 2008 hotel room encounter that ended with Toback trying to rub his crotch against her leg. When she recoiled, he stood up and ejaculated in his pants. “I felt like a prostitute, an utter disappointment to myself, my parents, my friends. And I deserved not to tell anyone.”....

....Director James Toback has been accused of sexual harassment by more than 30 women in a damning exposé published by the Los Angeles Times.

The Oscar nominee, 72, reportedly preyed upon young women who had dreams of stardom, promising to make them famous before their meetings and auditions turned sexual, according to the article published on Sunday, October 22. The paper interviewed 38 women, 31 of whom went on the record, claiming that not only did Toback make vulgar comments, but in some cases he had rubbed himself against them and even masturbated in front of them.

Veruca Salt vocalist and guitarist Louise Post recounted a harrowing experience with the Black and White director after meeting him while attending college in 1987: “He told me he’d love nothing more than to masturbate while looking into my eyes … Going to his apartment has been the source of shame for the past 30 years, that I allowed myself to be so gullible.” The band tweeted about Toback on Monday, October 17, with the #MeToo hashtag, calling him a “pig.”

Actress Adrienne LaValley told the Times that Toback once attempted to rub his privates against her leg before ejaculating in his pants, saying, “The way he presented it, it was like, ‘This is how things are done.’” Another woman alleged that the filmmaker — whose most recent film, The Private Life of a Modern Woman, starred Sienna Miller — berated her for not taking off her clothes, before forcing his groin against her. Former As the World Turns actress Teri Conn shared a similar story of Toback humping her leg after he approached her on the street....

In a story published by the Los Angeles Times on Sunday, October 22, more than 30 women accused the director of sexual harassment, which he denied. Several of the women said he approached them on the streets of NYC, offering them a part in an upcoming movie before making an unwanted sexual advance.

Penn State frat surveillance video from night of pledge's fatal injuries played in court

High-quality surveillance video that captured the final movements of Penn State pledge Timothy Piazza as he was fatally injured at the Beta Theta Pi fraternity house was played in court today, and the Piazza family attorney called the footage "gruesome."

Piazza, a 19-year-old sophomore and pledge at Beta Theta Pi, died on Feb. 4 after he fell down the stairs during a pledge ceremony at the house on the night of Feb. 2. Fraternity members did not call 911 until the morning of Feb. 3, about 12 hours after Piazza's fall, according to a report on the grand jury's investigation. Piazza's death "was the direct result of traumatic brain injuries," according to the forensic pathologist.

Eighteen Penn State students are facing charges: eight for involuntary manslaughter, aggravated assault, reckless endangerment, and hazing, among other charges; four for reckless endangerment and hazing, among other charges; and six for evidence tampering. The Beta Theta Pi fraternity -- which has since been barred from Penn State -- is facing charges including involuntary manslaughter and hazing. The students have not entered pleas.....

Neuroscience studies have shown that this mind-body therapy affects the brain in extraordinary ways. Clinical trials have demonstrated its effectiveness in treating anxiety, phobias, skin rashes, irritable-bowel syndrome and acute and chronic pain.

In France and Belgium, anesthesiologists are offering hypnosis combined with local anesthetic as an alternative to general anesthesia in surgery. In North America, medical centres such as the Mayo Clinic have added hypnosis to their pain-management tools.....

As with mindfulness meditation, hypnosis harnesses the brain’s natural abilities to regulate the body and control the random thoughts that ricochet through our minds, says Dr. David Patterson, a University of Washington psychologist who has studied hypnosis since the 1980s, in a series of clinical trials financed by the U.S. National Institutes of Health.

But, he adds, meditation can take weeks or months of practice before it helps patients dial down pain. With hypnosis, “the relief is just a lot quicker and more dramatic.”

Hypnosis reduces our awareness of what’s going on around us, even as it increases our attention and openness to new ideas. The brain’s command centre lets its guard down, allowing the therapist’s suggestions to embed themselves into the parts of our grey matter that regulate our thoughts, perceptions and physiology, Patterson says. “It’s as if you’re talking directly to the brain.”....

Hypnosis stimulates specific brain activity, according to a 2016 study from Stanford University. Researchers found three brain changes in adults who scored high in susceptibility to hypnosis and these changes occurred only while they were hypnotized.

Using a brain-imaging technique called fMRI, researchers found decreased activity in the brain’s salience network, the inner “air-traffic controller” that processes stimuli and preps us for action. Secondly, they saw greater connectivity between the brain’s executive-control network and the insula, a grape-sized region deeper in the brain that helps us “control what’s going on in the body, and process pain,” the study’s co-author, psychiatrist Dr. David Spiegel, says. Finally, the researchers observed reduced connections between the executive-control centre and the “default-mode” network, involved in self-reflection. This could lead to a disconnect between a person’s actions and their awareness of their actions, Spiegel says.

He describes hypnosis as a “very powerful means of changing the way we use our minds to control perception, and our bodies.”....

About 10 per cent to 15 per cent of adults are “highly hypnotizable,” meaning they can easily slip into a trance and act on hypnotic suggestions. The same percentage of adults do not respond to hypnosis at all, while the rest are somewhere in between. June 7 (UPI) -- Lee Kaplan, a self-proclaimed prophet of God who molested and then married several young girls in the same family, was found guilty of 17 counts of child sex abuse by a Pennsylvania jury.

The Bucks County jury deliberated for nine hours before finding Kaplan guilty on every count he faced, according to the Philadelphia Inquirer. At the time of his arrest in 2016, Kaplan was found to be living with nine sisters, their mother and two more children he fathered with the oldest sister, who is now 19-years-old. Kaplan considered six of the sisters, five of whom are underage, to be his wives.

Kaplan, 52, reportedly told police that the girls' parents, Daniel and Savilla Stoltzfus, had "gifted" their eldest daughter to him when she was just 14-years-old. And having convinced the formerly Amish Stoltzfus couple that he was their prophet, Kaplan told Stoltzfus to have all the daughters and even his wife move in with him....
Kaplan, meanwhile, maintains his innocence....

An elite all-girls boarding school in New York has released a report detailing nearly seven decades of sexual abuse and misconduct, with both male and female educators accused of engaging in improper relationships with students.

The 127-page report released Tuesday spans misconduct at the Emma Willard School in Troy from the late 1950s through the 2015-16 academic year, including instances of rape, sexual assault and harassment, as well as the “grooming” of young women for affairs.

In all, more than 75 people from the Emma Willard community participated in what the authors of the report called a candid and “sobering account of alumnae experiences.”....

The report comes just days after the results of a similar investigation was released by officials at Choate Rosemary Hall, a boarding school in Connecticut.

The report is a response, in part, to allegations made last year by former student Kat Sullivan, who said she had been raped by a male teacher, Scott Sargent, in 1998. Sargent, according to the Boston Globe, was fired after the incident but later found a job at a private school in Connecticut and did not face charges in the alleged rape.

Mhango was sentenced to 18 years imprisonment with hard labour on Wednesday last week, but shocked the court when he revealed that he was a member of a Satanic sex cult and that his under-dealings were a fulfillment of a covenant with the devil.

It was revealed in court that Mhango had been defiling the girl, who happen to be a relation, on several occasions between 2015 and 2016....

The victim's friend then reported to her grandmother and revealed that Mhango had been having cult sex sessions with her friend (the victim). When the victim was quizzed on the issue she admitted. The matter was reported to Luwinga Police who referred the victim to Mzuzu Central Hospital. Medical report indicated defilement has been taking place.
Mhango voluntarily pleaded guilty to the charge.

However, it was during mitigation that Mhango revealed that he had been defiling the victim in order to feed the spiritual demon which has been tormenting him since he was in standard five.

He said defiling children was a fulfillment of the covenant he made when he joined the Satanic Cult....

A second report has surfaced that late Penn State coach Joe Paterno was informed in the 1970s of former assistant coach Jerry Sandusky's sexual abuse of children.

In a CNN report released Friday, a man described as a troubled young kid in 1971 said he was raped by Sandusky in a Penn State bathroom. Then, he told CNN, Paterno ignored his complaint about it.

Also Friday, NBC Sports reported that “as many as six” Penn State assistant coaches witnessed abusive acts by Sandusky, dating to the 1970s.

The latest allegations come one day after PennLive reported that Paterno was allegedly told in 1976 about an accusation of child sexual abuse by Sandusky.

The PennLive report cites a court order connected to an insurance coverage case involving Penn State. The order includes a line that one of the school’s insurers has claimed “in 1976, a child allegedly reported to PSU’s Head Coach Joseph Paterno that he (the child) was sexually molested by Sandusky.” The filing also cites incidents of other assistant football coaches witnessing “inappropriate contact between Sandusky and unidentified children.”

Sandusky was convicted of 45 counts of child sex abuse in June 2012, five months after Paterno’s death, and is serving 30 to 60 years in prison. Lawyers for Sandusky, 72, have been in court this week attempting to overturn his conviction.

In CNN's report Friday, the accuser — who was 15 at the time of the alleged attack in 1971 — said he has never before spoken publicly about the abuse but that he did confide in a friend in the 1970s. That friend verified the story, CNN says....

After four years of feuding over the legacy of Joe Paterno, with a few vague details about what he may have known about allegations of sexual abuse by one of his coaches, it is becoming clear there may be much more.

There are now two allegations by men who say they were sexually abused by Jerry Sandusky, who also say they reported their abuse to the legendary coach in the 1970s.

One of those allegations was made public in a court order related to a lawsuit Penn State University filed against its former insurer over who should have to pay settlements to the more than 30 men who have come forward as victims of Sandusky. The victim was not identified, and the details come from a deposition that is sealed.

The other has spoken to CNN, in great detail, explaining how he was a troubled young kid in 1971 when he was raped in a Penn State bathroom by Jerry Sandusky. Then, he says, his complaint about it was ignored by Paterno....

Penn State’s legal settlements with Jerry Sandusky’s accusers cover alleged abuse dating to 1971, which was 40 years before his arrest, the university said Sunday, providing the first confirmation of the time frame of abuse claims that have led to big payouts.

The disclosure came as Penn State President Eric Barron decried newly revealed allegations that former football coach Joe Paterno was told in 1976 that Sandusky had sexually abused a child and that two assistant coaches witnessed either inappropriate or sexual contact in the late 1980s. Paterno, who died in 2012, had said the first time he had received a complaint against Sandusky was in 2001.

Barron said the accusations were unsubstantiated, and suggested that the university is being subjected unfairly to what he called rumor and innuendo.

Responding to questions about the president’s statement and claims against the school, university spokesman Lawrence Lokman told The Associated Press he could confirm that the earliest year of alleged abuse covered in Penn State’s settlements is 1971.

Sandusky graduated from Penn State in 1965 and returned as a full-time defensive coach in 1969.

The university has paid out more than $90 million to settle more than 30 civil claims involving Sandusky, now 72 and serving a lengthy prison sentence for the sexual abuse of 10 children. But few details have been provided on the payouts by either the school or lawyers for those who said they were Sandusky’s victims even before the period covered by the criminal investigation.

The allegations about Paterno and the assistant coaches were cited in a ruling last week by Philadelphia Judge Gary Glazer in litigation between an insurance company and Penn State over how much of the settlement costs the school must bear.

The insurers cited an allegation that a boy had told the longtime Penn State football coach in 1976 that he had been molested by Sandusky. The court document also cited statements, from those claiming they had been Sandusky’s victims, that two unidentified assistant coaches had said they witnessed inappropriate contact between Sandusky and children in the late 1980s....

A federal prosecutor may file a racketeering lawsuit against a Roman Catholic diocese where a state grand jury found two former bishops helped cover up the sexual abuse of hundreds of children by more than 50 clergy over a 40-year period.

The ongoing investigation of the Altoona-Johnstown Diocese grew out of the prosecution of the Rev. Joseph Maurizio Jr., U.S. Attorney David Hickton said Friday.

The 71-year-old Somerset County priest was convicted last year of molesting two street children during missionary trips to Honduras. He was sentenced to nearly 17 years in prison, fined $50,000 and forced to pay his victims $10,000 each.

Hickton said the ongoing investigation concerns whether diocesan officials engaged in a pattern of criminal activity that would fall under the Racketeer Influenced and Corrupt Organizations Act, commonly referred to as RICO.

The statute of limitations has lapsed on criminal racketeering charges, but there is no time limit for filing a RICO lawsuit, Hickton said. KDKA-TV first reported that Hickton was considering such a lawsuit. A diocesan spokesman didn't immediately comment.

"The remedy that would be available under a civil RICO would be some sort of injunctive relief," Hickton said. "If we were able to get a consent decree, that would be one route."

Injunctive relief is simply a court order requiring the diocese to do something. A former Lord's Resistance Army commander ordered his men to cook and eat the flesh of abducted civilians and used rape to turn children into sex slaves or soldiers, a court has heard.

Dominic Ongwen, himself a former child soldier who rose through the ranks of Joseph Kony's rebel group, is also accused of slaughtering locals in a campaign of terror across Uganda.

Surrendering last January after years on the run as one of the world's most wanted criminals, he faces 70 counts of war crimes and crimes against humanity at the International Criminal Court....

Prosecutor Ben Gumpert told judges Kony found children easiest to shape by a process of brutalisation into the fighters he needed....

Ongwen, by turns generous and cruel, played a role in this.

Mr Gumpert said: 'Witnesses tell of how he instructed his personal escorts to administer dreadful beatings and... even, on at least one occasion, to kill, cook and eat civilians who had been abducted in attacks.'....

'Nursing mothers whose babies slowed up the progress or who simply cried too loudly saw them killed or thrown into the bush and left behind,' Mr Gumpert said.

A video taken by Ugandan authorities showed thatched huts burned to the ground and abandoned corpses of children in shallow graves in the aftermath of an attack.

More than 130 people - many of them children and babies - died in these attacks and dozens of others were abducted, prosecutors said.

He added that Ongwen played a crucial role in transforming abducted children into soldiers, whom Kony saw as 'most easily molded into the ruthless killers he needed'.

They were forced to perform 'individual acts of torture and murder designed to convince recently abducted children that they were so steeped in blood that there could be no acceptance for them back in civilian society,' Mr Gumpert said....

The LRA is accused of slaughtering more than 100,000 people and abducting 60,000 children in its bloody rebellion against Kampala.

It first emerged in northern Uganda in 1986, where it claimed to fight in the name of the Acholi ethnic group against the government of Ugandan President Yoweri Museveni.

But over the years it has moved freely across porous regional borders, shifting from Uganda to sow terror in southern Sudan before heading into northeastern Democratic Republic of Congo, and finally crossing into southeastern Central African Republic in March 2008.

Combining religious mysticism with a bent for astute guerrilla tactics and bloodthirsty ruthlessness, Kony has turned scores of young girls into his personal sex slaves while claiming to be fighting to impose the Bible's Ten Commandments....

Police drop Kids Company 'sex abuse' investigation

A police investigation into allegations of physical and sexual abuse linked to failed charity Kids Company has been dropped.

Detectives found no evidence to justify any charges after studying 32 pieces of information or intelligence, Scotland Yard announced.

A spokesman for the Met added: "Nor have we identified any failings by the charity in respect of them carrying out their duty to safeguard children or vulnerable adults."

The Met launched an inquiry into reports of alleged physical and sexual abuse in July "following the receipt of information from a journalist"....

These reports concerned allegations or information relating to children and staff based at the charity, the force said, adding: "However, the majority were third-party reports which were vague in detail."

Officers carried out "detailed and extensive inquiries" to establish the veracity of the information, speaking to a number of individuals connected to the charity. No-one was arrested or interviewed under caution in connection with the investigation.

An incident which had previously been investigated by police and resulted in a "male adult service user" of the charity receiving a three-month suspended sentence for assaulting a member of staff was included within the reports.

The Met spokesman added: "Aside from this case, to date the Met has identified no evidence of criminality within the 32 reports which would reach the threshold to justify a referral to the Crown Prosecution Service....

YORKVILLE, Ill. — As an enthusiastic young teacher and wrestling coach at the high school here, former House Speaker J. Dennis Hastert reliably had one student at his side, former classmates say. Stephen Reinboldt, a smart, slender, likable student who rose to become class president, was the wrestling team’s equipment manager. For four years, he arrived at practice early and stayed late, traveled with Mr. Hastert to overnight tournaments, even when only one wrestler was competing, and went for long rides in the coach’s sports car, sometimes driving it.

On Friday, Mr. Reinboldt’s younger sister, Jolene Burdge, said her brother, who died in 1995, was also sexually abused by Mr. Hastert, but hid the fact for years because he thought no one would believe him.

“Mr. Hastert had plenty of opportunities to be alone with Steve because he was there before the meets,” Ms. Burdge said on ABC’s “Good Morning America.” “He was there after everything because he did the laundry, the uniforms.”

The allegation comes a week after Mr. Hastert, who served for eight years as House speaker, was indicted on charges of making cash withdrawals, totaling $1.7 million, to evade detection by the authorities and lying to investigators.

Two people briefed on the F.B.I. investigation told The New York Times that Mr. Hastert was using the money to pay a former student hundreds of thousands of dollars to hide the fact that Mr. Hastert sexually abused him decades ago....

Ms. Burdge said she tried for years to get news organizations, including ABC News, and advocacy groups to pursue the story. She began in 2006 after it was revealed that Mr. Hastert had covered up claims that Representative Mark Foley, a Florida Republican, had sent sexually explicit emails to congressional pages.

She said she had given up on exposing Mr. Hastert. Then, two weeks ago, just before Mr. Hastert was indicted, she was contacted by the F.B.I....

Dennis Hastert, who served for eight years as speaker of the House of Representatives, was paying a former student hundreds of thousands of dollars to not say publicly that Mr. Hastert had sexually abused him decades ago, according to two people briefed on the evidence uncovered in an F.B.I. investigation.

Federal prosecutors on Thursday announced the indictment of Mr. Hastert, 73, on allegations that he made cash withdrawals, totaling $1.7 million, to evade detection by banks. The federal authorities also charged him with lying to them about the purpose of the withdrawals.

The former student — who was not identified in court papers — told the F.B.I. that he had been inappropriately touched by Mr. Hastert when the former speaker was a high school teacher and wrestling coach, the two people said Friday. The people briefed on the investigation spoke on the condition of anonymity because they did not want to be identified discussing a federal investigation.

It was not clear when the suspected behavior, which was first reported by The Los Angeles Times, occurred. Dennis Hastert, the former speaker of the House of Representatives, has been charged with lying to the F.B.I. and making cash withdrawals from banks in a way that was designed to hide that he was paying $3.5 million to someone for his “misconduct” from years ago, a federal indictment released on Thursday said.

Mr. Hastert, 73, the longest-serving Republican speaker, had worked as a lobbyist since leaving office. The indictment, announced by the United States attorney for the Northern District of Illinois, said Mr. Hastert, who was once a high school teacher and wrestling coach in Yorkville, Ill., had so far paid $1.7 million to the person, who had lived in Yorkville and had known Mr. Hastert for most of his or her life. Catholic Archdiocese in Minnesota Charged Over Sex Abuse by Priest

CHICAGO — Prosecutors in Minnesota filed criminal charges on Friday against the Roman Catholic Archdiocese of St. Paul and Minneapolis, accusing church leaders of mishandling repeated complaints of sexual misconduct against a priest and failing to follow through on pledges to protect children and root out pedophile clergymen.

The charges and accompanying civil petition, announced by the Ramsey County prosecutor, John J. Choi, stem from accusations by three male victims who say that from 2008 to 2010, when they were under age, a local priest, Curtis Wehmeyer, gave them alcohol and drugs before sexually assaulting them.

The criminal case amounts to a sweeping condemnation of the archdiocese and how its leaders have handled the abuse allegations — even after reforms were put in place by church leaders to increase accountability — and the charges are among the most severe actions taken by American authorities against a Catholic diocese.

“Today, we are alleging a disturbing institutional and systemic pattern of behavior committed by the highest levels of leadership of the Archdiocese of St. Paul and Minneapolis over the course of decades,” Mr. Choi said in a statement....

The charging documents also say that archdiocese officials knew that Mr. Wehmeyer used a boys’ bathroom at a parish elementary school instead of the staff restroom; tried to give an elementary-age boy a tour of the rectory in violation of policy; and took camping trips with boys where some of the sexual abuse was said to have occurred.

The archdiocese placed Mr. Wehmeyer in a monitoring program for priests facing complaints of abuse or other problems, but prosecutors said in court documents that the supervision and follow-through was “lax or nonexistent.”....

An Ohio judge in 2003 convicted the Archdiocese of Cincinnati of failing to report sexually abusive priests in the 1970s and ’80s. The judge fined the archdiocese $10,000, the maximum allowed, after the archbishop entered a no-contest plea....

James Vivenzio says he thought pledging a fraternity at Pennsylvania State University would mean brotherhood and honor.

Instead, the 21-year-old from Great Falls, Va., says, he was force-fed buckets of liquor mixed with urine, vomit, and hot sauce; made to guzzle hard alcohol until he vomited; burned on the chest with a cigarette; and once was beaten by a member of Kappa Delta Rho after he failed to participate in a ritual.

And the university, he contends in a lawsuit filed Monday in Philadelphia Common Pleas Court, failed to act after he reported the abuse more than a year ago, including his telling the school about the existence of private Facebook pages fraternity members allegedly used to post revealing photos of females who may have been aware they were being photographed.

"It is not an understatement to say that I was afraid somebody could die unless the abuse, the Facebook . . . and all that was going on, were shut down permanently," Vivenzio said Monday, reading from a statement at a news conference in his lawyer's office in Center City. "I'm no hero and I'm certainly no martyr."

The filing came the same day that Kappa Delta Rho's national office announced it had expelled 38 of the 100 or so members of its Penn State chapter and put the rest on alumni status. Penn State last month suspended the chapter for three years after a university investigation found evidence of hazing, underage drinking, and sexual harassment.

The lawsuit seeks compensatory and punitive damages and names the university, the fraternity, and the fraternity's national office as defendants....

French prosecutors have ordered a criminal investigation into allegations that French peacekeeping soldiers raped children and demanded sex for food in the Central African Republic.

The decision follows revelations in the Guardian more than a week ago that a senior United Nations official had been suspended for leaking details of the alleged abuse to the French government.

The Paris prosecutor’s office said on Thursday it had decided to launch criminal proceedings after receiving a reply to its request for information from the UN about the accusations of sexual abuse by French soldiers serving with the peacekeeping operation Sangaris.

It said the investigation concerned “the rape of minors under 15 years old by persons who had abused the authority conferred upon them by their roles, and complicity in this crime”....

Kompass, director of field operations, was suspended last month and faces an internal disciplinary disciplinary hearing for breaching UN protocols.

On Wednesday an appeal tribunal found that the suspension of Kompass was unlawful and ordered his reinstatement while an internal management review continues....

An appeal tribunal has ordered the United Nations to immediately lift the suspension of a whistleblower who disclosed the alleged sexual abuse of children by peacekeeping troops in Africa to the French authorities.

A judge said on Wednesday the decision to suspend Anders Kompass, the director of field operations for the Office of the High Commissioner for Human Rights, was “prima facie unlawful”. He ordered his employers in the UN to lift his suspension immediately to prevent further damage to his reputation.

The decision is a blow to senior UN officials who have repeatedly defended their treatment of Kompass, claiming he breached strict protocols about the passing on of confidential information to outside authorities....

Senior members of South Yorkshire police were warned twice of the serious child abuse being carried out in Rotherham around a decade before it was discovered 1,400 children had been raped, trafficked and groomed over a period of 16 years – but no action was taken at the time.

The Sheffield Star has obtained reports from 2003 and 2006 detailing the organised child sexual exploitation being carried out in Rotherham and Sheffield.

Dr Angie Heal, the author of the reports, stated at the time it was “very evident” that “significant abuse” was taking place in Sheffield and Rotherham, in 2003, and in 2006 found that that the perpetrators of sexual abuse had been able to “carry on with impunity”.

The reports were sent to both South Yorkshire Police district commanders, chief superintendents and CID and community safety superintendents at the time, but no action was taken. The newspaper obtained the documents through a Freedom of Information request.

As the news of the warnings emerge, South Yorkshire’s current police and crime commissioner has claimed that  “it all went wrong” in Rotherham because police had not understood what grooming was, nor recognised the abuse, and had instead seen the girls as prostitutes....

Many of the child sex abuse scandals that have shocked Britain in recent years involve victims who were supposed to be under the protection of the state—children identified as at risk by child protective services and in the care of local authorities.

Many in Britain have characterized the abuses as a thing of the past. Surely such horrors could never happen today. But an analysis of the most recent official data shows that each year the government loses track of around 2,000 vulnerable children in care, even as reports of human trafficking inside the country are on the rise....

Bad record-keeping has been a feature of the abuse scandals. Last autumn, a review by the U.K.’s National Society for the Prevention of Cruelty to Children found that between 1979 and 1999, the U.K. Home Office had “lost or destroyed” 114 files relating to reported child abuse by high-ranking people, including senior politicians. The review came after a report last year from Rotherham, South Yorkshire, revealed that at least 1,400 minors were subjected to widespread, organized child-sex abuse from 1997 to 2013, including many who were in care....

The U.K.’s Human Trafficking Centre’s latest assessment shows a total of 2,744 people, including 602 children, reported as trafficked for exploitation in the U.K. in 2013, up 22 percent from 2012. The organization stresses that the numbers reflect only what’s been reported and are rough figures. Not all reports indicate confirmed trafficking, but, at the same time, the totals could be much higher, as not all incidents are reported. Victims were forced to work in brothels, hotels, private homes or on the street as sex workers, and also forced into domestic servitude or to work on building sites or in farms and factories....

A council worker who wrote a series of increasingly exasperated emails warning of child abuse by Asian men in Oxfordshire was silenced after an official complaint by senior officials about his attitude, it has emerged.

Details came to light in a report published yesterday revealing that 373 girls were likely to have been victims of grooming, rape and trafficking after police and social services failed to take victims and their own staff seriously.

The worker, an ex-detective, raised repeated concerns with the director of children’s services and other officials at the county council in 2007 after seeing a 13-year-old in bed with an adult. He also reported a stream of men going into a flat every night and emerging in the early hours.

But instead of dealing with his complaints, a senior council official complained about his behaviour and his manager made an unreserved apology for the “unprofessional way” in which he had acted....

The serious case review, produced by Dr Alan Bedford, found that children as young as 12 were treated by police as “wayward girls”, complicit in their own abuse, despite being groomed by adults who had ensnared them through drink, drugs and menace.

One detective reported that a 14-year-old girl had initiated sex with two adult men, and reports used the term “boyfriend” for men in their 30s seen with girls as young as 13....

The report said the victims’ accounts were often ignored or seen as exaggerated when they did come forward to authorities....

In one incident, a girl told of how she turned up at a police station after 2am covered in blood after a sex attack. “They dismissed me as being naughty, a nuisance. I was bruised and bloody,” she told the report.

New lawsuit alleges sexual abuse in Fort Worth Catholic Diocese By Elizabeth Campbell 03/05/2015
FORT WORTH

A man who lives near Spokane, Wash., is suing the Fort Worth Roman Catholic Diocese saying he was sexually assaulted in the 1990s by a priest who was his seventh-grade history teacher at a Catholic school in Wichita Falls.

The victim, identified in court documents as John Doe 117, also named Fort Worth Bishop Michael Olson in the suit filed this week in Tarrant County district court.

The victim is seeking over $1 million in damages for emotional anguish, medical expenses and diminished earning capacity because of what is described in the suit as a “sadistic ritual of sexual abuse” by the late priest John Sutton.

Sutton, who died in 2004, told the student that if he told anyone of their encounters that “I have the power to ruin your life,” according to the suit....

Manny Waks: I'm the 'troublemaker' who blew the whistle on Jewish abuse scandal

Manny Waks is still living with the impact of years of abuse inside Australia’s Yeshivah centres. Before he can reclaim his life, he says, more people must resign in the wake of the child sex abuse royal commission

When he was 18 years old, Manny Waks turned his back on life within the Orthodox sect of Judaism known as Chabad. But the effects on his life remain profound.

Now 38, Waks is still unable to read a novel, so dictated was his childhood by religious texts. Until the age of about 29, he believed rubbing his eyes with his fingers after waking up in the morning would cause him to go blind unless he carried out a religious washing ceremony first.

But the most damage has been caused by the repeated sexual abuse he suffered within the umbrella organisation for the movement in Australia, known as Yeshivah....

Since Waks first spoke publicly in 2011 about the abuse he suffered, he has helped to expose the centres, and the schools, synagogues and activities attached to them, as communities within which child sex abuse was covered-up, denied or ignored.

The rabbinic law of mesirah – the prohibition of a Jew informing on a fellow Jew to secular authorities – was used by leaders to keep victims silent, the commission heard. When victims did go to police, they were labelled mosers, or “informers”, a charge so serious they were threatened with exclusion so severe it was akin to being excommunication, which would mean being ripped away from a culture, identity, religion and community. It meant everything from marriage prospects to opportunities for religious honours would be forever taken away....

It does not matter that peak Jewish bodies have publicly said the concept of mesirah does not, and should never, apply to cases of child sexual abuse. Even today, Waks says, victims remain fearful of being shunned.

“The fact that to this day I am the only victim who has been willing to be named should say plenty,” Waks says.

“It is easier for me than for other victims, because I am no longer in that world. Most child sex abuse victims prefer anonymity because of a range of taboos and stigmas attached to them. It’s very sensitive.

“But within the Yeshivah community, those issues and barriers are multiplied tenfold, and by speaking out against them, your life will potentially be over. You will feel the consequences, you will be damaged goods.”

In 1988, when he was 11 years old, Waks was abused by a member of the Yeshivah centre known only to the commission as AVP because he left the country before he could be charged.

The man abused Waks multiple times....

Waks confided in a classmate at the Yeshivah college, who told other children. Soon, Waks felt like everyone knew about what was happening to him, and he faced daily taunts and bullying – including being called “gay” because he had been abused by a man....

Waks says Chabad has “all the hallmarks” of a cult – “every waking moment was dictated for us”, he said. He still has difficulty reading books or watching movies for pleasure, so heavily was his studying of religious texts and documentaries. He did not know what his secular birthday was until he was 15. His relationship with his father, who used a disciplinary approach to ensure his children adhered to Yeshivah values, is fractured....

Manny Waks believes the past two weeks of evidence means resignations now need to happen. Some of the rabbis were involved in malicious attacks against him and his family, it was revealed. They were so brutal that Waks relocated his wife and three children to Europe.

“Where was anyone at the time we were being abused, when we were going to the police?” he asks. Waks is now establishing a global organisation to investigate child sex abuse within the Jewish community.

“These leaders, these people, are the ones who are the biggest miscarriages of justice. They will do anything to protect themselves, their reputation and their institution, and that’s what’s so astounding and so offensive to the core....

Brutal slaying leads to protests over violence against women in Turkey

The slaying of a young Turkish woman during an alleged attempted rape has prompted angry street protests across Turkey and demands that the government do more to combat violence against women.

Police on Friday discovered the charred corpse of Ozgecan Aslan, a 20-year-old psychology student, in a riverbed in southern Mersin province. She was killed while fighting back a sexual assault by the driver of a minibus she took to go home, authorities say.

Three people have been arrested in connection with the slaying, including the driver, authorities told local media. Protesters took to streets of major cities in Turkey on Saturday, as the victim was buried in her hometown.

Women’s rights activists argue that the Islamist ruling party, the Justice and Development Party, or AKP, is not doing enough to halt such violence—or to ensure those guilty of crimes against women receive adequate punishment. Many argue that Turkey’s judicial system is sympathetic to perpetrators of such crimes.

The number of gender-related homicides of Turkish women has soared in recent years. Authorities reported fewer than 100 in 2002, compared to almost 300 in 2014....

A former radio DJ raped a 15-year-old girl "acting together" with Jimmy Savile, a court has been told.

Ray Teret, 72, from Altrincham, Greater Manchester, was a flatmate of Savile's and worked for him as his chauffeur.

Mr Teret is facing more than 30 charges of sex abuse dating to the 1960s, including 18 counts of rape, all of which he denies.

He is on trial with two other men, William Harper and Alan Ledger, who also deny the charges against them.

The two defendants were described at Manchester Minshull Street Crown Court as "friends and associates" of Mr Teret.

'Used celebrity'

Mr Teret had worked as a DJ for pirate station Radio Caroline and Piccadilly Radio in Manchester.

The charges against him include rape, attempted rape and indecent assault....

Council sent abused girl back home to rapist father

Bradford Metropolitan Council has paid £160,000 to a woman who was sent from a care home back to live with the father who had already raped her.

Sarah* gave evidence against her father in court about the rapes, which took place from the age of ten, but he was acquitted.

She was then sent back to live with him, where she was repeatedly raped, fell pregnant and gave birth to his child.

He was eventually imprisoned, but Sarah, now 25, said her torment would "never end" because her baby was fathered by the man who made her life "miserable".

Bradford Metropolitan Council said they were "deeply sorry for not doing enough" to keep Sarah safe, and agreed a settlement of £160,000 for her "terrible ordeal"....

More than 600 suspected paedophiles, including doctors and teachers, have been arrested across Britain after a six-month investigation led by the National Crime Agency.

The agency, dubbed Britain's FBI, announced on Wednesday it had arrested 660 suspected child abusers and taken more than 400 children into care in the first nationwide investigation of its kind.

Of the 660 arrested, 39 were registered sex offenders but the vast majority of suspected paedophiles were off the police's radar. Those arrested include doctors, teachers, scout leaders, care workers and former police officers.

The operation, which had remained secret until Wednesday, targeted people accessing indecent images of children online....

One of those arrested and subsequently charged was a doctor who allegedly kept more than 1m images of child abuse on his computers and had arranged to meet boys....

A senior detective investigating sex abuse claims against Cyril Smith told the force there was prima facie evidence of the late MP's guilt in 1970 – but this claim was overruled, newly released documents show.

The detective's report in 1970 to the chief constable of Lancashire said the Liberal MP would have been "at the mercy of a competent counsel".

The 14-page report also revealed "veiled threats" from a friend of Smith, thought to be a fellow senior Liberal. The director of public prosecution later advised against prosecuting. Smith died in 2010 aged 82.

The documents were released on Wednesday night by the Crown Prosecution Service following a ruling by the information rights tribunal.

Simon Danczuk, the Rochdale Labour MP, who first named Smith as a child abuser, said that the documents were another indication of the cover-up that had protected Smith from being disclosed as a paedophile.

"This shows that police officers were certain of his guilt," Danczuk said. "If they had been allowed to do their job they would have saved many more boys from being abused. We know that Cyril went on to abuse many more boys at Knowl View residential school, Elm guest house, and other places, during the 70s and 80s."....

Santa Rosa diocese pays $3.5 million to settle sex abuse case

The Roman Catholic Diocese of Santa Rosa has paid $3.5 million to a teenager who was molested by a Lakeport priest, one of the largest settlements paid out by the North Coast diocese in a series of sexual abuse cases that spanned more than two decades.

An attorney for the victim attributed the settlement’s size partly to the church’s failure to protect children from the Rev. Ted Oswald, even though it was aware he had abused others. Oswald molested the boy, then 12, in 2010, the same year the priest died, with some of the incidents taking place in the Lakeport parish church.

“But for the diocese’s actions, it is entirely possible that this 12-year-old boy would never have been molested,” said Skye Daley, the victim’s attorney.

Bishop Robert F. Vasa, who has led the diocese since 2011, was on vacation Tuesday and unavailable for comment. Diocese spokesman Brian O’Neel rejected Daley’s assertion.

“When the diocese became aware of this most recent allegation, they removed Father Oswald from ministry and reported the situation to civil authorities,” O’Neel said. “The diocese could not do more than the civil authorities could.”....

In a statement, Vasa apologized to the boy and other victims who suffered at the hands of pedophiles in the church.

“I humbly apologize to this young person on behalf of the Church that failed to protect them. I also take this occasion to apologize to all victims for the harm done to them. This perversity, though prevalent in all parts of society, was allowed to persist in the Church for too long,” Vasa said.

The diocese, which serves about 160,000 Catholics from Petaluma to the Oregon border, has paid about $25 million to sex abuse victims since 1990....
