Scale of child abuse survey 'needed every 10 years' 3/25/18
Thousands of children should be surveyed to build a true picture of sexual exploitation, experts have said.
 
The government says it does not know how many girls have been groomed in the wake of questions about sexual exploitation in Telford.
But the Centre of Expertise for Child Sexual Abuse is designing a survey of children to run every 10 years to assess the scale of the problem.
 
Authorities raised 18,800 concerns of children at risk in 2016-17.
This was equivalent to 51 every day.
And there were 29,600 assessments of children by social services in England about other sexual abuse because of concerns raised by teachers, social workers and health services.
 
That works out at 16 assessments of whether children were at risk of child sexual exploitation (CSE) and 25 for sexual abuse for every 10,000 under 18s....

They often fled their homelands to escape sexual abuse - but for many asylum seekers, it continues in the UK. Fear of deportation often means they don't tell police, but one effect of the Harvey Weinstein revelations is that they have now begun to talk about their experiences among themselves.
 
At the age of 37, Grace has never had consensual sex.
"I am not the only one. There are many more women like me," she says, hunched over and looking down at the table. She indicates to the wall that separates the small meeting room from her friends in the adjacent room.
 
"We are the most destitute and vulnerable women in the UK."....
Grace and her sister were subjected to continuous physical, verbal and sexual abuse by their husband. They were also made to take part in superstitious ritual ceremonies that he believed would advance his political career - including drinking animal blood, she says with a shudder.
 
The young women relied on each other for support, afraid that if they spoke out their family would be harmed.
"Our husband was a powerful man," Grace says.....
"The asylum process is flawed and works against a victim of sexual harassment or abuse at many stages," says Girma.
"If you don't have legal status you are not considered a person in the eyes of the law. You are not really a human being.
 
"These women have endured a prolonged and continual cycle of abuse - fleeing sexual violence and walking straight into a life of abuse while in the UK."
The situation is worst for those who are living in the country without having applied for asylum.
"Currently there is data-sharing between police and UK immigration officers and we have heard of cases where women go to report abuse and are held in detention centres or even deported back to the countries they came from, and the deadly situations they were trying to escape. The current system prevents these women from reporting sexual violence and the predators know this," Girma says.....
 
 
 
Multiple arrests made Friday in possible animal ritual sacrifice in West Bexar County

A gruesome scene unfolded Friday night as Bexar County Sheriff's deputies discovered dead and dismembered animals in a West Bexar County home after receiving calls that animals were being sacrificed.
 
Deputies responded to an animal cruelty call in the 11400 block of Bronze Sand Road about 7 p.m.
When deputies arrived, they saw more than a dozen people inside the garage of a residence where a woman was cutting up "animal parts," while another person was draining the blood of a chicken into a container, according to Sgt. Elizabeth Gonzalez.
"It appears that they were having some sort of unknown ritual," Gonzalez said. "They were speaking a different language the officer did not recognize." Gonzalez explained the responding deputy is fluent in English and Spanish.
 
During the investigation deputies found multiple dead and mutilated animals inside the residence as well, including "goat heads" and more chickens, Gonzalez said....
 

Jehovah's Witnesses accused of silencing victims of child abuse
Scores of alleged victims come forward and describe culture of cover-up in religious group in UK

More than 100 people have contacted the Guardian with allegations of child sexual abuse and other mistreatment in Jehovah’s Witness communities across the UK.
Former and current members, including 41 alleged victims of child sexual abuse, described a culture of cover-ups and lies, with senior members of the organisation, known as elders, discouraging victims from coming forward for fear of bringing “reproach on Jehovah” and being exiled from the congregation and their families.
 
A Guardian investigation also heard from 48 people who experienced other forms of abuse, including physical violence when they were children, and 35 who witnessed or heard about others who were victims of child grooming and abuse.
The stories told to the Guardian ranged from events decades ago to more recent, and many of those who came forward have now contacted the police.
 
They told the Guardian about:
An organisation that polices itself and teaches members to avoid interaction with outside authorities.
A rule set by the main governing body of the religion that means for child sexual abuse to be taken seriously there must be two witnesses to it.
Alleged child sex abuse victims claiming they were forced to recount allegations in front of their abuser.
Young girls who engage in sexual activity before marriage being forced to describe it in detail in front of male elders.
 
A solicitor representing some of the alleged victims said she believed there were thousands of complainants in the UK and that the people who have contacted the Guardian were “just the tip of the iceberg”.
 
One alleged victim, Rachel Evans, who has waived her right to anonymity, claimed there was a paedophile ring active in the 1970s, although details of the case cannot be divulged due to a current investigation.
“Within the Jehovah’s Witnesses there is an actual silencing and also a network where if someone went to the elders and said ‘there is a problem with this’ and they believe you, the whole thing will be dealt with in-house. But often these people are not dealt with, they are either moved to another congregation or told to keep their head down for a few years,” she said....

Suspected member of European slavery network arrested in Manchester

A woman suspected of being a key member of an organised crime group that trafficked women from Nigeria to Europe and forced them into sex work has been arrested by National Crime Agency officers.
The Spanish national was apprehended on 2 February 2018 on a European Arrest Warrant after NCA investigators tracked her down to a house in Miles Platting, Manchester.
With support from Greater Manchester Police, NCA officers also detained two Nigerian men at the address aged 39 and 34 on suspicion of drugs and immigration offences.
A further 11 suspected members of the criminal network were arrested in the same week in Spain and four victims were safeguarded as part of a multi-agency operation led by the Spanish National Police with support from Europol and Nigeria’s National Agency for the Prohibition of Trafficking in Persons (NAPTIP).
Spanish authorities believe the network recruited female victims in Benin, Nigeria, under false promises of a better life, before trafficking them to Spain. Once there, they were forced into prostitution to pay off their ‘debt’.
Investigators believe the victims were coerced using voodoo rituals and controlled this way through fear that if they did not comply, they or their family would be killed. As part of the rituals, they would be forced to eat raw chicken hearts and had their fingernails and pubic hair pulled out.
Liam Vernon from the NCA’s Modern Slavery and Human Trafficking Unit, said: “Through close cooperation with the Spanish authorities and Greater Manchester Police, we have located and arrested a woman believed to be a key member of a network that trafficked and forced vulnerable women into prostitution against their will.
“Criminals involved in modern slavery seek out and exploit vulnerable individuals. They treat their victims as a commodity that can generate income over and over again....

Spanish police made 11 arrests while National Crime Agency officers made another one in Manchester

Twelve people have been arrested in Spain and the UK after police smashed a gang accused of trafficking women to work as prostitutes in Europe using horrific voodoo rituals.
The women were made to eat raw chicken hearts in sickening rituals, while some had their nails yanked off and hair pulled out, detectives said.
Spanish police made 11 arrests in Alicante, Cantabria and Vizcaya and National Crime Agency officers made another one in Manchester.
Detectives say the victims were captured in poor parts of Nigeria and terrorised using voodoo rituals to “break their will”, before being smuggled into Europe to work using fake travel documents.
Most ended up in brothels in Spain after time in Italy....
Claiming the network had a “strong structure” in countries like Nigeria, Spain, the UK and Italy, the spokesman added: “The rituals were used to guarantee the submission of the victims and thanks to them, the organisation achieved their aim of control with a simple telephone call without the need for madams in the same place the exploited women were.
“The victims committed through the rituals to paying the debt they’d built up with their journey to Spain and promised not to report the people exploiting them to police.
“They were warned that if they did raise the alarm, they and their families in Nigeria would come to great harm.”

Grooming gangs abused more than 700 women and girls around Newcastle with “arrogant persistence” after police appeared to punish victims while letting the perpetrators walk free, a case review has found.
The report into the response by authorities to child sexual exploitation found that before a large-scale police operation was launched in 2014, officers’ actions were sending an “unhelpful” message to perpetrators.
It warned that abusers are still preying on girls across the UK, and called for urgent action from the Government....

The United Nations has been grappling with so many sexual abuse allegations involving its peacekeepers that Secretary-General Ban Ki Moon recently called them "a cancer in our system."

Now, officials have learned about what appears to be a fresh scandal. Investigators discovered this month that at least four UN peacekeepers in the Central African Republic allegedly paid young girls as little as 50 cents in exchange for sex.

The case is the latest to plague the UN mission in the Central African Republic, whose employees have been accused of 22 other incidents of alleged sexual abuse or sexual exploitation in the past 14 months. The most recent accusations come in the wake of Ban’s efforts to implement a "zero tolerance" policy for such offenses....

The most recent allegations involve at least four peacekeepers who are accused of paying girls as young as 13 for sex at a camp for the internally displaced next to the international airport in Bangui, the capital. The site, known as M’Poko camp, is home to 20,000 people, mostly Christians. It is a vast agglomeration of white tents surrounding old, decaying airplanes, just yards from the airport runway.

The United Nations has not publicly released the nationalities of the acccused troops, or provided details of the alleged abuse. But in interviews, UN officials said the peacekeepers were from Gabon, Morocco, Burundi and France. The prostitution ring they allegedly used was run by boys and young men who offered up girls "for anywhere from 50 cents to three dollars," according to one official, who like others spoke on the condition of anonymity because they were not authorized to discuss the ongoing investigation....

Human Rights Watch documented nine cases of sexual violence between September and December in and around the displacement camp. In several instances, Christian women were raped by members of the mostly Christian "anti-balaka" militia after being accused of interacting with Muslims. Across Bangui, the conflict has fallen largely along religious lines.

"M'Poko is a lawless zone run by anti-balaka thugs a few hundred meters away from the international airport. The camp is not being protected, and women are being raped," said Lewis Mudge, Human Rights Watch's Central Africa Republic researcher....

FBI hacked into 'dark web' to bust up largest ever child abuse network

The FBI used an unprecedented technique to hack into the protected bulletin board

The Federal Bureau of Investigation has reportedly interrupted and shut down a massive online child abuse network after hacking into the so-called dark web in an operation that may lead to 1,500 prosecutions.

Vice Motherboard reported that federal investigators used an unprecedented approach to hack into the dark web bulletin board site named Playpen. The bulletin board was launched in August 2014 and within one year had 215,000 accounts with 11,000 unique visitors each week.

The report said that the FBI seized the North Carolina-based server running the board in February 2015 but did not shut it down immediately. Rather, the investigators ran the site via its own servers and deployed a hacking tool known, or network investigative technique (NIT), to identify the IP addresses of those visitors to the site.

The dark web is a section of the internet not discoverable by conventional means, such as through a server search or by directly entering a website URL.

Playpen was apparently the largest child abuse site discovered to date. It enabled users to sign up and then upload any images they liked. According to court documents, the website’s primary purpose was to advertise and distribute child pornography....

The Smithsonian's National Museum of African Art in Washington will post a sign Wednesday telling visitors an exhibition that includes art owned by Bill Cosby and his wife, Camille, is "fundamentally about the artworks and the artists who created them, not Mr. Cosby," representatives for the Smithsonian Institution say.

The sign, which will be posted at 10 a.m., comes amid allegations of sexual misconduct directed against Cosby by more than two dozen women. Some of them say he drugged and raped them. Cosby has not been charged in any of the alleged assaults.

Last week it emerged that the comedian testified in 2005 he obtained the sedative Quaalude with the intent of giving the drug to women with whom he wanted to have sex, and he acknowledged giving it to at least one woman. The Los Angeles Police Department says it is conducting at least one current criminal investigation into allegations of sexual assault against Cosby....

Alexis Jay officially retired two years ago – not that you’d notice. In 2013 she stepped down from her role as Scotland’s chief social work adviser, shortly after being awarded an OBE. But rather than tending to her garden she ended up digging up horrific claims of child sexual exploitation in Rotherham. That job done, the scalps of many officials taken, she moved on to sort out Northern Ireland’s safeguarding children boards.

But last week the 66-year-old began her biggest task yet, when she joined the panel of what has been described as Britain’s most complicated and wide-reaching statutory inquiry ever. The independent inquiry into child sex abuse (IICSA) is expected to take five years investigating claims of abuse in faith and religious organisations, the criminal justice system, local authorities and national institutions such as the BBC, NHS and Ministry of Defence....

“By victims we are not talking about children who were at risk of sexual exploitation, who were friendly with victims or who moved in the same circle,” she told the journalists. “The 1,400 victims are those who had actually experienced sexual exploitation.” Determined that no one could bat away her findings, she had produced a 153-page report that spelled out in plain language the appalling abuse suffered by children aged 10-16 in the South Yorkshire town (Rotherham) between 1997 and 2013....

Consensual sex and sexual abuse were both common at the Haut de la Garenne children's home in the 1980s, a care inquiry has heard.

Witness D, now in his 40s, told the Independent Jersey Care Inquiry he was too scared to report the abuse he suffered to the authorities.

He was in the home from 1981 until he left care in 1984.

His testimony suggested there was widespread abuse of residents by other residents....

'Beast of Jersey' claims heard by abuse inquiry 18 February 2015

The Jersey Care Inquiry is examining historical abuse in the care system
A notorious sex offender dubbed the "Beast of Jersey" would sit girls on his knees and abuse them, the island's care inquiry has heard.

In a statement, Witness 205, a female former resident of La Preference children's home in St Martin, said Edward Paisnel was a regular visitor.

She said he encouraged young female residents to call him "Uncle Ted".

The Independent Jersey Care Inquiry is investigating child abuse in Jersey's care system dating back to 1945....

Former Haut de la Garenne resident tells of abuse  16 January 2015
A former resident of the Haut de la Garenne children's home was abused by a member of staff and residents in the 1960s and '70s, an inquiry heard.

A witness known as Mr K, aged 50, gave evidence to the Independent Jersey Care Inquiry (ICJI) by video link from the UK.

Mr K said he was at the home for 13 years, and described the time as "horrific".

He told the inquiry he felt he missed out on his childhood completely....

Mr K said corporal punishment at the home was excessive, that he had been given three or six lashes with a cane for misbehaving, and then put in a detention cell.

"Staff went overboard and I actually think some of them enjoyed it; one time I was hit so much that the cane broke on me," he said....

Jersey care inquiry: Police told of Savile abuse   15 January 2015

A Jersey care home resident told police in 2009 that he had been abused by Jimmy Savile, an inquiry has heard.

Savile, who died in 2011, was never prosecuted over the allegations, the Independent Jersey Care Inquiry (IJCI) has already been told.

The abuse happened at Haut de la Garenne in 1976, the victim told police as part of their investigation into alleged offences at the home.

Police have said there was insufficient evidence for investigating Savile.

The victim's interview with police investigating abuse at the care home was read to the inquiry in Jersey.

Savile, a Radio 1 DJ who also presented the BBC's Top Of The Pops and Jim'll Fix It, died aged 84 - a year before allegations that he had sexually abused children were broadcast in an ITV documentary.

He is now believed to be one of Britain's most prolific sex abusers and is thought to have assaulted hundreds of people between the ages of five and 75.

But was never charged with any offence.

The DJ was a regular visitor to Jersey and was Mr Battle of Flowers at the island's annual parade three times, the last time in 2002....

Three arrested over child abuse in Rotherham and Sheffield    25 February 2015
...The trio, aged 21, 23 and 28, were held on suspicion of committing child sexual exploitation offences against underage girls between 2005 and 2009.

At least 1,400 children were subjected to appalling sexual exploitation in Rotherham between 1997 and 2013, a report published in August found.

Children as young as 11 were raped by multiple perpetrators, abducted, trafficked to other English cities, beaten and intimidated, the Jay report said.

Bombshell files which revealed the scale of child sex abuse in Rotherham over a decade ago have disappeared from council offices, a town hall chief has revealed.

Rotherham Council’s chief executive Martin Kimber told MPs he cannot locate three vital reports into child sex abuse despite “extensive” searches.

“I still have not seen the 2002 report, even though I made extensive inquiries,” he told the Commons local government committee.

“The 2003 report I have never seen at all. I made extensive inquiries. The 2006 report I saw for the first time on Sunday evening.

“They are not in the council’s archives.”

The revelation files have gone missing will add to MPs’ fears that the scale of abuse in Rotherham was covered up by council and police officials.

Last month’s damning investigation by Professor Alexis Jay, which revealed at least 1,400 girls were abused over 15 years, told how the key reports had been repeatedly ignored by the council....

‘Rotherham-style’ child abuse in Scotland probed

POLICE are investigating the sexual exploitation of vulnerable children in Scotland by men from ethnic minorities in ­cases that bear striking ­similarities to the organised abuse of youngsters in Rotherham, Scotland on ­Sunday can reveal.

Detectives have launched two operations into the abuse of vulnerable teenagers, some of whom absconded from children’s homes, in Glasgow.

The first, Operation Cotswold, set up in 2011, focused on a group of Middle Eastern asylum seekers in the north of the city. At least 26 potential victims were identified and files were sent to the procurator-fiscal, but no prosecutions were brought.

It is understood vulnerable young girls were found in the home of one or more suspects, but many identified as at risk did not see themselves as victims and were reluctant to co-operate, making it difficult to gather evidence and get the case to court....

West Midlands child abuse cases to have 'no secrets' review  11 September 2014
A review of child sexual exploitation cases in the West Midlands has been called by the new Police and Crime Commissioner.

David Jamieson said it would look for evidence of agencies missing abuse, as seen in Rotherham....

West Midlands Police currently has underway:

    57 live child sexual exploitation legal proceedings
    130 cases where child sexual exploitation is suspected
    67 investigations involving online sexual offences against children...

Agencies in the West Midlands have also been strongly criticised in recent years for their protection of children, following high profile cases such as the deaths of Keanu Williams and Daniel Pelka.

However, Mr Jamieson said there was no evidence of "wide scale abuse and widespread cover-up" in the West Midlands....

LONDON — A report released on Tuesday on accusations of widespread sexual abuse in the northern England city of Rotherham found that about 1,400 minors — some as young as 11 years old — were beaten, raped and trafficked from 1997 to 2013 as the local authorities ignored a series of red flags.

Some children were doused in gasoline and threatened with being set on fire if they reported their abusers, the report said, and others were forced to watch rapes and threatened with the same fate. In more than a third of the cases, the victims appear to have been known to child protection agencies, but the police and local government officials failed to act....

Alexis Jay, the author of the report and a former chief inspector of social work, said that vulnerable girls as young as 11 and largely from disadvantaged backgrounds had been brutalized by groups of men.

“They were raped by multiple perpetrators, trafficked to other towns and cities in the north of England, abducted, beaten and intimidated,” she wrote.

The report described the failures of the political and police leadership as blatant. Even as social workers reported that the sexual exploitation of children was becoming a serious problem in Rotherham, senior managers in the local authority and South Yorkshire police ignored them. When victims came forward, Ms. Jay said, the police often regarded them “with contempt.”

Three earlier reports, published from 2002 to 2006, detailed the abuse, and according to Ms. Jay, “could not have been clearer in the description of the situation in Rotherham.” But the first one was “effectively suppressed” and the other two “ignored,” she said....

Key findings of the report
    Children as young as 11 were raped by multiple attackers, trafficked to other towns and cities in the north of England, abducted, beaten and intimidated.

    The "collective failures" of political, police and social care leadership were "blatant" over the first 12 years covered by the inquiry.

    Police were said to have given child sex exploitation no priority, regarding many child victims "with contempt" and failing to act on their abuse as a crime.

    The majority of those behind the abuse were described as Asian, while the majority of the reported victims were young white girls. The inquiry team noted fears among council staff of being labelled "racist" if they focused on victims' descriptions of the majority of abusers as "Asian" men.

A social worker on St Helena who claims she was forced to resign after authorities failed to tackle ‘appalling’ child sexual abuse on the island will have her shocking allegations probed by an independent investigation, Mail Online can reveal.
The social services manager, who has asked not to be named, said she was shocked when she arrived on the British overseas territory by the sheer volume of sexual abuse allegations.

But she claims she was harassed and threatened when she blew the whistle on the alleged failure of police to properly investigate such crimes.
Now the Foreign and Commonwealth Office has promised an independent investigation will be launched into her claims.
The probe comes after Mail Online revealed that a report by UK child protection charity The Lucy Faithfull Foundation found St Helena was rife with child sexual abuse, domestic violence and sexual exploitation.

The charity was sent to the remote South Atlantic island by the British government, although the report was never released.
A spokeswoman for the FCO said: ‘These are extremely worrying allegations which we take very seriously....
‘Paedophiles were found to be private foster carers. Staff were allowed to have sexual relationships with vulnerable adults. Reported rapes were not dealt with.

‘Paedophilia was not being tackled if it involved public officials or connected people. They were not being investigated or charged.’
She claims that she was constructively dismissed on 8 July 2014.
The manager said she had ‘no choice’ but to resign because she had been targeted by officials ever since whistleblowing to the Department for International Development (DFID) and the Foreign and Commonwealth Office (FCO) in March.
She was also threatened with perjury charges in relation to an adoption case – something she believes was done to ensure she would leave the island....

Finally, there would be justice for teenager Kirsty Theologo. A life sentence for Lindon Wagner. Twenty years for his accomplice cousin, Robin Harwood.

....It was on October 21, 2011, when Wagner, Harwood and two other friends lured Theologo and her best friend, then 14, to a koppie behind a swimming club in Linmeyer, south of Joburg.

There they bound Theologo, smashed her head with a rock, doused her with petrol and set her alight as a sacrificial offering to the devil. They also set her friend alight. Theologo died a week later from severe burns.

Wagner was handed a life sentence for the murder and a further 18 years for trying to murder her friend. Harwood was sentenced to 20 years for being an accomplice....

India's top court has stopped an inhuman practice of "dedicating" young girls to the goddess in a southern Indian temple, a ritual that eventually pushes victims into life-long sex slavery.

The court intervention came even as the fate of hundreds of helpless girls was being decided by the "holy men" who fancied that the children should be ceremonially dedicated to the goddess as "Devadasis", or temple prostitutes, on the full-moon night of 14 February.

Young women are dedicated to the goddess when they are about five years old and are forced to become sex slaves when they reach puberty.

The Devadasi system is a form of public prostitution traditionally authorised by the custodians of religion until it was banned in the country in 1988.

Devadasis "serving" in temples are auctioned to priests, rich men or landowners, and then they become the "property" of the village, often ending up in brothels.

Every year, young girls from poor and Dalit (lower class) families are sexually exploited for the rest of their lives after being forced to "marry" temple deities in a rite commemorated publicly in Davangere district in the state of Karnataka whose capital is Bangalore, the information technology hub of India....

Quoting a report by the NCW, the bench noted that the practice continues in many rural areas of India, and that an estimated 250,000 lower-caste women are living as Devadasis, after being forced into a barbarous life of prostitution in the guise of custom.

"Even though outlawed, the Devadasi system persists, forcing women into a life time of sexual exploitation," the court noted.

Dalit women have traditionally been more vulnerable to being sold as Devadasis by priests and village elders who play the religion card to justify such institutions....

Adolfo Constanzo biography

Born on November 1, 1962, Adolfo Constanzo was a serial killer in the 1980s, whose religious cult performed ritual murders. In 1983, Constanzo traveled to Mexico City, where recruited his first disciples. After multiple killings, he managed to evade police by hiding out at his Mexico City ranch until a 1989 raid, during which he asked his fellow cult member to shoot him dead.

Free to worship as he wished, Adolfo started an apprenticeship with a Haitian priest, who taught him the skills he needed to "profit from evil." Constanzo, now in his teens, cruised gay bars committing petty crimes and robbing graves to stock his priest's cauldron. By 1976, Constanzo believed he was developing psychic powers, supposedly predicting the 1981 shooting of President Ronald Reagan.

In early 1983, Constanzo pledged himself to Kadiempembe, his religion's version of Satan....

During this time, police believe Constanzo began to feed his cauldron with human offerings. According to their records, authorities say he and his cult were responsible for at least 23 ritual murders around Mexico City....

Constanzo scheduled another ritual killing for March 13, 1989, in order to ensure the safe passage of a shipment of illegal drugs. The victim's suffering, however, wasn't sufficient for Constanzo. "They must die screaming," he insisted, telling the cult members that he wanted an American student for his next ritual. The group lured 21-year-old Mark Kilroy, an affluent American student, to their van. When the young man tried to escape, the group bludgeoned him in the back of the head with a machete. The group was elated by the sacrifice. Kilroy's death, however, would turn out to be a fatal error for Adolfo Constanzo....

A witness testifying at the trial of Eric Dejaeger in Iqaluit told the court on Wednesday that the accused sexually assaulted her after she sought food at the church.

The 41-year-old woman said her family in Igloolik, Nunavut, was sometimes hungry for days at a time between 1978 and 1982, the years when Eric Dejaeger was the priest in the remote community.

The Roman Catholic priest, 66, is on trial for dozens of sexual abuse charges, relating to incidents alleged to have occurred while Dejaeger was in Igloolik....

The witness this morning testified that she was sexually assaulted numerous times by Dejaeger. She told the court how her grandmother, who was raising her, often sent her to the church for a meal.

The witness said that after one such meal, when she was eight years old, Dejaeger took her upstairs and raped her.

She says she was bleeding after the assault....

The witness says she told her grandmother about the assault, but she says the woman didn't believe her and beat her.

She says she stopped going to school after the assault so she didn't have to face Dejaeger during after-class Bible study....

Retired minister from Cambridge found guilty of sexual offences

A retired Anglican priest from Cambridge was found guilty Tuesday of sex offences dating back almost 30 years.

Rev. George Ferris, 66, was convicted of two counts of sexual assault and one count of sexual exploitation in connection with offences that took place in Brant County between 1983 and 1989, when he served at St. James' Anglican Church in Paris, Ont.

Ferris also faces three other charges of sexual assault against three other complainants, in a second trial scheduled to go ahead in Brantford on Nov. 28....

TORONTO — At least 386 children have been rescued from sexual exploitation and hundreds of suspects arrested in a sweeping child pornography investigation that began with a Toronto man, police revealed Thursday.

“It’s a first for the magnitude of the victims saved,” said Insp Joanna Beaven-Desjardins, of the force’s Sex Crimes Unit. “The amount of arrests internationally, also a first.”

At least 348 people were arrested around the world as part of Project Spade, including 50 in Ontario and 58 from other parts of Canada....

School teachers, doctors, nurses, pastors and foster parents are among those facing charges in the wide-ranging operation that can be traced back to a business operating out of Toronto’s west end, police said.

“Its success has been extraordinary,” Beaven-Desjardins said of the investigation which spanned more than 50 countries....

Police allege Brian Way, 42, had been running an “exploitation movie, production and distribution company” called Azov Films since 2005, and had made more than $4-million from the business....

Through his company, the man would allegedly contract people to create child porn videos involving kids, largely boys, between the ages of five and 12. Many of those videos were allegedly shot in Ukraine and Romania in apartments, dingy saunas and backyards.

Police allege the videos were then distributed from Toronto — through the mail and the Internet — to customers around the world....

Police say the sheer amount of images and videos seized in their investigation — 45 terabytes worth — was staggering....

“Officers located hundreds of thousands of images and videos detailing horrific sexual acts against very young children, some of the worst that they have ever viewed.”

Turlock Couple Who Ran Daycare Accused Of Child Pornography, Recording Children   November 13, 2013

TURLOCK (CBS13) — A couple who ran a Turlock daycare is accused of possessing child porn, and the wife is accused of secretly recording children.

Investigators are looking for children who were in the Ceres home of Angele and Adam Henry.

Adam Henry was arrested by Ceres Police in September, but on Wednesday, the FBI came knocking. He’s accused of receiving and distributing child pornography.

His wife Angele Henry was also arrested for child pornography, as well as allegedly using a hidden camera to record an “underage person’s body in a private room.”

The couple’s Burman Drive home is listed on Angie’s List as not just a home, but the Turlock Early Enrichment Center.

The sudden resignation of the most senior Roman Catholic cardinal in Britain, who stepped aside on Monday in the face of accusations that he made unwanted sexual advances toward priests years ago, showed that the taint of scandal could force a cardinal from participating in the selection of a new pope.

His exit came as at least a dozen other cardinals tarnished with accusations that they had failed to remove priests accused of sexually abusing minors were among those gathering in Rome to prepare for the conclave to select a successor to Pope Benedict XVI. There was no sign that the church’s promise to confront the sexual abuse scandal had led to direct pressure on those cardinals to exempt themselves from the conclave....

Today the National Center for Youth Law released a new report, Ending Commercial Sexual Exploitation of Children: A Call for Multi-System Collaboration in California.

Report author Kate Walker, an Equal Justice Works Fellow and Attorney at the Center, commented that "Every day, the unthinkable happens: thousands of America's children are coerced into performing sex for hire. Exploitation can start as young as age ten. Some exploited children are brutally beaten and raped. Others are isolated, drugged, and starved until they become "willing" participants. Yet, these children are regularly arrested and held in juvenile detention facilities even though they are victims of crime."

Worldwide, human trafficking is a $32 billion industry, involving 100,000 children in the U.S. The FBI has determined that three of the nation's thirteen High Intensity Child Prostitution areas are located in California.

Studies estimate that between 50 and 80 percent of commercially sexually exploited children (CSEC) are or were formally involved with the child welfare system....

LONDON – Incoming BBC director-general Tony Hall has said a reckless approach to creative risk-taking led the BBC into crisis amid the fallout of the Jimmy Savile sex abuse scandal last year in an interview with The Guardian newspaper....

And Hall identified a rift between BBC executives and journalists as one of the underlying reasons for the failure to get the Newsnight investigation into Savile to air in December 2011.

The fallout from the Savile sexual abuse scandal rocked the broadcaster to the core and contributed in a large part to the resignation of the previous director general George Entwistle.

In Britain, the sexual abuse allegations against television personality Jimmy Savile have now implicated glam rocker Gary Glitter and comedian Freddie Starr. Police have intimated that other high-profile arrests are forthcoming.

These developments have finally given credence to the accounts of many victims – who over the years have maintained that Savile was part of an organised group of men who shared his sexual interest in minors....

Victims can find it very difficult finding someone to take them seriously. An independent 2010 report into child protection in Britain, which was not made public but was quoted in the UK print media, found child victims of sexually abusive groups were often ignored by the authorities. One victim complained:

    The authorities did not understand what was happening to us, either because they did not believe us or because they could not comprehend that something as serious as this was possible.

Until his death in 2011, Savile was a much-loved British media personality. Now, he is the subject of allegations of sexual abuse from at least 300 victims dating back decades. Questions have been raised about how much friends and colleagues knew about, and potentially colluded in, these crimes....

Accounts of organised abuse have circled around Savile for some years. They have not been acted upon until now. Investigations into Savile’s involvement in the abuse of children at the Haut de la Garenne children’s home in Jersey, dismissed in 2008 for “lack of evidence”, have now been reopened. New evidence has not emerged. Simply put, there is new pressure on the relevant authorities to be seen to be taking these allegations seriously....

Rochdale police and council 'repeatedly warned' about sex abuse risk in town

Social workers and police in a town where nine men were found guilty of running a child sexual exploitation ring had been warned dozens of times that local girls were at risk of abuse in the years before charges were brought in that case, the Guardian can reveal.

Figures obtained under the Freedom of Information Act show that an NHS team providing sexual health services to vulnerable young people made 83 referrals to Rochdale borough council about girls they thought were either being sexually exploited, or were at risk of exploitation, between 2004 and the end of 2010.

Staff on the crisis intervention team (CIT) also made 44 referrals to Greater Manchester police in the same period.

The revelations come as Rochdale's safeguarding children board (SCB) publishes a review concluding there were "many missed opportunities" over the past five years to safeguard children and young people affected by sexual exploitation. A working group set up by the SCB in 2007 identified in its first year 50 young people affected by, or at risk of, exploitation, the report reveals.

At a Liverpool crown court trial this year, nine men were found to have "shared" five girls in Rochdale, plying them with fast food, drink and drugs so they could "pass them around" and use them for sex.

The victims, were raped, physically assaulted and forced to have sex with several men in a day, several times a week....

Rochdale MP Simon Danczuk said: "The Guardian's investigation shows without any doubt that police and social services ignored an endemic problem of abuse.

"Time and again, the local authority were alerted to the fact these girls were being abused and they failed to do anything. We now need to know what action is being taken against these people that turned a blind eye to abuse and ignored numerous cries for help from young, vulnerable girls."

The father of the victim referred to in the review said he believed that social workers were incompetent: "Case files show that social workers in Rochdale believed girls who were being systematically abused were 'making their own choices'. By their neglect, they were complicit in prolonging the abuse. If they had being doing their job, they could have stopped this abuse years ago."....

The head of Rochdale council will be questioned by MPs over why his social workers "missed opportunities" to stop the sexual exploitation of young girls, it has emerged, as a lawyer for some of the victims said it was "very likely" they would take legal action against the local authority....

It revealed that, in 2007, a working group set up by the RBSCB had identified 50 young people – most aged between 10 and 17 – whom it believed to be affected by or at risk of exploitation.

Figures obtained separately by the Guardian showed social workers and police had made dozens of referrals concerning girls considered either to be victims or potential victims.....

Victims of a child sex ring may take legal action against the authorities for failing to protect them after a damning report laid bare the extent of their failings.

Social workers, police and prosecutors "missed opportunities" to stop a child exploitation ring abusing young girls, a report into the scandal revealed today.

"Deficiencies" in the way children's social care responded to the victims' needs in Rochdale, Greater Manchester, were caused by "patchy" training of frontline staff, the Rochdale Borough Safeguarding Children Board (RBSCB) said in its 29-page report into child sexual exploitation (CSE)....

The picture which emerges from the report is one of vulnerable young girls, some as young as 10, who were being targeted for sexual abuse, being written off by those in authority who believed the girls were "making their own choices" and "engaging in consensual sexual activity".

In reality, girls were being raped and often violently beaten.

The judge who sentenced the nine men said they treated their victims "as though they were worthless and beyond any respect".

Richard Scorer, a solicitor for some of the abused girls, said it was "very likely" they would be taking legal action against the authorities for failing to protect them....

The gang of nine men received jail sentences of between four and 19 years in May.

The offences happened in and around Rochdale in 2008 and 2009.

The five girls - aged between 13 and 15 - were given alcohol, food and money in return for sex but there were times when violence was used.

Police said the victims were from "chaotic", "council estate" backgrounds and as many as 50 girls could have been victims of the gang.

A chance to stop the gang was missed in 2008 and both the police and the CPS were forced to apologise for their failings....

The owner of an Internet service provider in Indiana has been charged with blackmailing children into performing sexually explicit acts over webcams, authorities said Monday.

Richard Leon Finkbiner, age 39, of Brazil, Ind., about 50 miles southwest of Indianapolis, was charged in a federal complaint last week with sexual exploitation of children. The allegations involve two 14-year-old boys, but the FBI said in court documents that it found thousands of sexually explicit images and videos on Finkbiner's computer that suggest "several hundred" other victims.

Authorities said the "sextortion" scheme worked this way:

Using the pseudonym "Josh Swaim," Finkbiner would befriend young boys on social media and capture sexually explicit video of them they had uploaded on what they thought was an anonymous video chat site, the complaint alleges.

He would then tell them that if they didn't record more sexually explicit videos, he would release the clips online or send them to their friends, it says....

"Analysis of FINKBINER's computer and other digital media uncovered thousands of video files depicting hundreds of individuals on various states of undress or engaged in sexually explicit conduct," the FBI said in court documents. GENEVA, 26 March 2012 - Disasters and climate related catastrophes are increasing the dangers facing children today such as child trafficking, according to a recent report by Najat Maalla M'jid, the UN Special Rapporteur on the sale of children, child prostitution and child pornography.

"Children's vulnerability is significantly increased when they are separated from their families, unaccompanied, orphaned or displaced following humanitarian crisis," warned M'jid at a review of the report at the 19th Session of the Human Rights Council which ended on Friday.

"Some people exploit the chaotic environment that follows a natural disaster to engage in criminal activities, such as selling children for the purpose of illegal adoption, forced labour or sexual exploitation", stated the report.

"The situation enables them to circumvent national and international standards and remove children from their communities or national territory. Furthermore, the collapse or absence of a State system during and after an emergency results in a protection vacuum for children who may become separated from their families", the report said.

6/23/11 GEORGETOWN, Del.

A Delaware pediatrician was found guilty Thursday of raping and abusing his child patients.

Earl Bradley, 58, accused of raping or assaulting more than 100 girls he treated, was convicted of all 24 counts of rape, assault and sexual exploitation that he faced in Sussex Superior Court here.

The verdict was expected: Evidence of the attacks included videos that he recorded and Bradley's lawyers did not mount any defense. Instead, they are expected to appeal an earlier ruling from Judge William Carpenter Jr. that 13 hours of videos seized from Bradley's office was admissible.

A state police detective who viewed the videos said during the trial that Bradley used mouth-to-mouth resuscitation on a few girls who were "ashen gray" from choking and suffocation after he forced them to perform oral sex on him.

The videos also show children in diapers screaming as they attempt in vain to escape from their doctor before he rapes them in an outbuilding at his office where he took children for candy and toys. In one case at his home, a video shows Bradley using nitrous oxide to keep a sleeping 7-year-old girl sedate during his attack, police testified.

On Wednesday, the House Committee on the Judiciary held a hearing on DOMESTIC child sex trafficking.
At the hearing, former Congresswoman Linda Smith testified that more than 100,000 children are exploited in the sex trade in the United States every year:
"Domestic minor sex trafficking is the name we have given to the sexual exploitation of U.S. citizen children through prostitution, pornography and sexual entertainment," she said. "The name reflects the fact that this exploitation is human trafficking as defined in the federal Trafficking Victims Protection Act of 2000. The crime therefore is a federal crime of trafficking and the victims should receive the full range of protections, services and rights outlined in the TVPA."
