The infant's mutilated corpse was discovered inside a home in central Mexico, and authorities found the mutilated body in the same building

A mum has been arrested on suspicion of killing her eight-month-old baby in an horrific Satanic ritual.
Chilling footage shows the silhouette of a baby painted in black in the lounge of a home in central Mexico.
Authorities in the city of Chimalhuacan discovered the infant's mutilated corpse in the same building.
In the same room police found ritual materials including candles, a human skull, devil figurines and oils. It was not clear whether the skull was real.
The mum, named in Mexico as Leticia N, reportedly named her child Belcebu - a variant of Beelzebub, which is sometimes another name for the devil....
But during a search of the house officers found blood stains and then the baby's mutilated corpse.
A video that was shared on social networks shows the suspected scene of the alleged fatal ritual....
Her boyfriend, believed to have helped her during the ritual, was not found in the house and is being hunted by authorities.
Leticia was arrested and charged with homicide. She is being held in custody.

Australian circus school tied to sex abuse and ‘blood rituals,’ police say

....Australian law enforcement now alleges the circus school was not a venue for big top entertainment but a horror show.
Last Monday, investigators arrested seven individuals — two men and five women — affiliated with the school for allegedly sexually abusing three young boys between 2014 and 2016, according to a news release from the New South Wales Police Force.
Altogether the accused face 127 criminal counts, including rape, kidnapping, aggravated sexual assault of a child and making child abuse material. Citing police documents, the Australian newspaper reported the young victims were used in “blood rituals” on at least one occasion. Law enforcement has not detailed how the victims knew the defendants. The Australian Broadcasting Corporation reported the three boys were not students at the school....
Citing court documents, the Australian Broadcasting Corporation reported last week at least one of the assaults occurred on April 25, 2016 — Anzac Day, an Australian holiday honoring military veterans. According to the network, Therese Cook and Yyani Cook-Williams allegedly raped two boys that day. The victims were 4 and 7. Cook-Williams also allegedly forced the two boys to have sex together on the same occasion.
Paul Cook stands accused of filming the aggravated sexual assaults. Meredith is accused of raping one of the victims seven times.
ABC also reported police say the victims were subjected to a “blood ritual” where they were forced to drink their own blood....

WASHINGTON — As the White House staff secretary, Rob Porter is not a public figure, but he is responsible for paper flow to the president, a job of crucial importance in the Trump administration. He frequently travels with President Trump on Air Force One, and he helped write Mr. Trump’s first State of the Union address last month.
But despite initial support from John F. Kelly, the White House chief of staff, and other West Wing staff aides, Mr. Porter announced his resignation on Wednesday, a day after his two former wives accused him in interviews of physical abuse when they were married to him.
His troubles were not a complete secret at the White House: Two people close to the White House said that the allegations against him made by his former wives, Colbie Holderness and Jennifer Willoughby, had contributed to a delay in granting him a permanent security clearance.
In a statement, Mr. Porter said that “these allegations are simply false,” even as details of the alleged abuse and photographs of one of his former wives with a black eye that she said he had given her were widely circulated.....
Ms. Holderness, Mr. Porter’s first wife, described their relationship as “verbally, emotionally and physically abusive” in an interview with The Daily Mail. In photographs she gave to The Intercept, Ms. Holderness has a blackened right eye and a swollen cheekbone.
In his statement, Mr. Porter said the pictures of Ms. Holderness were misleading....

As the FBI conducted a background check on an incoming senior White House official last year, the bureau learned of the man’s history of domestic abuse. Rob Porter, a top aide to President Donald Trump, physically assaulted both of his previous wives, according to the two women. Porter’s first wife said she was physically abused for years, providing a photograph she took of herself after she said Porter hit her while on vacation in Florence, Italy — a photo she also shared with the FBI.
During the background interviews for Porter’s security clearance related to his senior White House role, FBI agents interviewed the two women. The former wives told the FBI that Porter was abusive during their marriages, according to interviews with the women. For Porter, the FBI interviews marked a collision of his professional ascendancy and his sometimes violent private life.
Colbie Holderness, Porter’s first wife, provided her correspondence with the FBI to The Intercept. (The FBI did not respond to a request for comment, and the agent involved in the exchange declined to speak about the case.) In an interview, she said the pattern of violence in her marriage to Porter began on their honeymoon in the Canary Islands in 2003 and continued from there. Photo was taken shortly after the alleged incident, in the hotel room in Florence.
“He only punched me once, in the eye,” Holderness said. It was during a vacation in Florence in 2005. She said, “He threw me down on the bed and punched me in the face. I think he was shocked that he had lost control to that extent.”....
“Up until then, he had always done it in a way that didn’t leave marks,” Holderness said. “I don’t know if that was conscious or not. He would get angry and throw me down on a soft surface — to his credit, it was always a soft surface like a couch or a bed — and he would lay on top of me shaking me, or rubbing an elbow or a knee into me. He graduated to choking me, not ever hard enough to make me pass out, or frankly to leave marks, but it was frightening and dehumanizing.”

LIVINGSTON PARISH, LA (WAFB) -
Two stars of the now canceled reality show "Sons of Guns" have been arrested on child abuse charges.
Warrants were issued Thursday by the Livingston Parish Sheriff's Office for the arrest of Kristafor Ford and his wife Stephanie Hayden. According to the arrest warrant from Livingston Parish, Kristafor is accused of hitting a 9-year-old with a leather belt on the child's lower, right thigh. Reports say there was a large bruise on the child's thigh and buttocks area.
Ford was arrested Friday afternoon and charged with cruelty to a juvenile.
Stephanie Hayden was arrested Friday and charged with principal to cruelty to a juvenile because she was allegedly in the room when the incident happened....
Investigators are looking into criminal cases against Will Hayden. He is accused of raping and molesting a number of young women.
Hayden's daughter Stephanie claimed her father touched her inappropriately when she was 12 years old. He has not been charged in that case.
Hayden has been arrested and charged with three counts of aggravated rape and one count of indecent behavior with a juvenile, all separate victims. Two of the rape charges are in East Baton Rouge Parish, the other rape charge and indecent behavior charge is out of Livingston Parish....

Deputies with the East Baton Rouge Sheriff's Office have added a charge of forcible rape to the list of charges against the founder of Red Jacket Firearms, 49-year-old William Hayden. The new charge is for the alleged rape of a 12-year-old female that happened about 22 years ago in East Baton Rouge Parish....

Rotherham child abuse was raised 'at highest level' 26 October 2014
Child abuse in Rotherham was raised "at the highest level" as far back as 2002 but officials apparently pressured a researcher to change her report.
The then chief constable Mike Hedges and the council's director of education Di Billups were among those said to have been warned by the researcher.
Documents detailing her concerns, shown to the home affairs select committee in private, have been seen by the BBC.
The researcher said it was "a tragedy" her evidence was not looked at in 2002.
In her report to the committee the researcher, initially employed by the council to investigate prostitution, said she was pressured to present her findings in a way that presented services in Rotherham in "a better light".
Scale of abuse
The researcher claimed she had "repeatedly" tried to raise concerns at senior levels "in the police force, social care and education".
The scale of child abuse in Rotherham was not revealed until this year when Professor Alexis Jay's report found at least 1400 children had been exploited....
Still concerned that children were being abused on a "daily" basis, the researcher submitted some of her evidence to Home Office evaluators.
That evidence is now missing. The researcher claimed there was a "raid" on her office the weekend after she submitted the evidence.
On coming into work, she claimed she found that all of the data relating to the Home Office work had been removed from filing cabinets. Documents on the office computer had been deleted, while others were created detailing the minutes of meetings....

Child abuse has been 'rampant' in the Church of England and other British institutions, the Archbishop of Canterbury has said.
Justin Welby also said there is a 'significant legacy' of cases of child abuse within the church which have been ignored and that its failure to hold abusers to account is 'inexcusable'.
Archbishop Welby made the admissions in a private letter to a mother of three boys who were abused at a Church of England school, reports Exaro, the investigative website.

....Lindley’s story was reported in a Buzzfeed news investigation which exposed the dangerous outcomes of these “failure to protect” laws. Buzzfeed found 28 mothers and domestic violence victims in 11 states who were sent to prison for at least 10 years for failing to protect their children from abuse:
"Almost half, 13 mothers, were given 20 years or more. In one case, the mother was given a life sentence for failing to protect her son, just like the man who murdered the infant boy. In another, the sentences were effectively the same: The killer got life, and the mother got75 years, of which she must serve at least 63 years and nine months. In yet another, the mother got a longer sentence than the man who raped her son. In one more, a father fractured an infant girl’s toe, femur, and seven ribs and was sentenced to two years; for failing to intervene, the mother got 30."
Buzzfeed found that at least 29 states have failure-to-protect laws, such as injury to a child “by omission,” by “permitting child abuse” or “enabling child abuse.” Nineteen other states have laws that could also be used to prosecute parents, such as “criminal negligence in the care of a child.” Maximum prison sentences for breaking these laws vary from one year to life. And in some states, they carry the same sentence as child abuse itself.
While these laws are designed to both hold mother and father responsible for protecting their children, the law isn’t applied equally. Buzzfeed found a total 73 cases against mothers, yet only four against fathers. Women commit 34 percent of serious or fatal cases of child abuse.
“Mothers are held to a very different standard,” law professor Kris McDaniel-Miccio said. ...

His decision this year to order an investigation into a landmark government apology to the so-called “comfort women” might have helped end the controversy. SAYREVILLE, N.J. — The crunching sound of football cleats on hallway floors became the drone of dread for freshman at a New Jersey high school. As they marched into the locker room, an ugly hazing ritual allegedly awaited them.
Upperclassmen howled as they flipped off the lights then sexually abused their younger classmates at Sayreville High School, parents and players say.
Authorities are investigating, and the school’s superintendent has canceled the successful team’s football season.
The coach and officials won’t comment on details of the abuse, but it may have gone on for a year. A Sports Illustrated article indicated that it likely did not involve intercourse.
“There were incidents of harassment, intimidation that took place on a pervasive level, in which the players knew, tolerated and in general accepted,” says Superintendent Richard Labbe....

“While we are legally restricted from speaking about individual students, it would be fair to say that any student arrested in connection with the matter involving the football program is suspended from Sayreville War Memorial High School, and we are in the process of arranging for an alternative education pending further investigation,” Busch said in the statement.
The announcement came an hour before a vigil was to be held in town for the victims of the alleged hazing ritual....
A joint statement from county prosecutor Andrew C. Carey and Sayreville Police Chief John Zebrowski on Saturday said “seven juveniles have been charged with juvenile delinquency arising from the attacks upon four victims in four separate incidents at Sayreville War Memorial High School.”
The statement said “three of the juveniles were charged with aggravated sexual assault, aggravated criminal sexual contact, conspiracy to commit aggravated criminal sexual contact, criminal restraint and hazing for engaging in an act of sexual penetration upon one of the juvenile victims.”....

One in seven respondents had experienced some form of serious physical or sexual assault, the report stated, and more than two-thirds had experienced some kind of verbal or nonverbal harassment in or around university. Being groped, having someone put their hand up your skirt at a club and sexual comments were so ubiquitous, the NUS concluded, they were almost a fact of life.
A report last year, by the Ministry of Justice, the Home Office and the Office for National Statistics, stated that female students in full-time education are at higher risk of sexual violence than the general female population. A particularly hazardous time, experts believe, is freshers’ week, when newcomers are invited to a raft of social events. “They are extremely vulnerable,” says Dr Alison Phipps, director of gender studies at Sussex University and coauthor of That’s What She Said, a 2013 report on women students’ experience in higher education. “Some of them are away from home for the first time, are trying to make friends and don’t know the campus, don’t know the city.”....

Welcome to Hidden Marks, the first ever nationwide report into women students’ experience of harassment, stalking, violence and sexual assault. We decided to undertake this research because women aged 16–24 have a higher risk of experiencing domestic violence, but there appeared to be little awareness of this amongst students. We wanted to find out from women students themselves about their experiences. We wanted to understand what was happening on campus, in halls of residences, and in
students' unions, and we wanted to hear how women students felt about it.
In this report we provide a snapshot of the harassment and violence that a national sample of women students have faced whilst they have been at their current institution. The picture that we have revealed is disturbing. 14 per cent have experienced serious physical or sexual assault. 68 per cent have been subject to verbal or physical sexual harassment. NUS President, Toni Pearce today called on UK universities to join NUS in its work on tackling lad culture on UK campuses. The call comes as new research reveals that one in four students (26 per cent) have suffered unwelcome sexual advances, defined as inappropriate touching and groping.
More than a third of women students (37 per cent) said they had faced unwelcome sexual advances.
In the survey of over 2,000 men and women students almost one third of respondents said they endure unwanted sexual comments about their body (12 per cent of men, 37 per cent of women).
Two thirds of respondents said they have seen students put up with unwanted sexual comments, with just under one third bearing witness to verbal harassment based on a student’s gender.

A social worker on St Helena who claims she was forced to resign after authorities failed to tackle ‘appalling’ child sexual abuse on the island will have her shocking allegations probed by an independent investigation, Mail Online can reveal.
The social services manager, who has asked not to be named, said she was shocked when she arrived on the British overseas territory by the sheer volume of sexual abuse allegations.
But she claims she was harassed and threatened when she blew the whistle on the alleged failure of police to properly investigate such crimes.
Now the Foreign and Commonwealth Office has promised an independent investigation will be launched into her claims.
The probe comes after Mail Online revealed that a report by UK child protection charity The Lucy Faithfull Foundation found St Helena was rife with child sexual abuse, domestic violence and sexual exploitation.
The charity was sent to the remote South Atlantic island by the British government, although the report was never released.
A spokeswoman for the FCO said: ‘These are extremely worrying allegations which we take very seriously....
‘Paedophiles were found to be private foster carers. Staff were allowed to have sexual relationships with vulnerable adults. Reported rapes were not dealt with.
‘Paedophilia was not being tackled if it involved public officials or connected people. They were not being investigated or charged.’
She claims that she was constructively dismissed on 8 July 2014.
The manager said she had ‘no choice’ but to resign because she had been targeted by officials ever since whistleblowing to the Department for International Development (DFID) and the Foreign and Commonwealth Office (FCO) in March.
She was also threatened with perjury charges in relation to an adoption case – something she believes was done to ensure she would leave the island....

....Too often, we see the horrific results of the mistreatment of women and children on the evening news and in crime statistics. Every 15 seconds, a woman is abused by her partner. Nearly three out of every four Americans knows someone personally who is or has been a victim of domestic violence. Sex trafficking -- especially of young children -- is increasing at alarming rates across our country. And while we stand tall and proud with those men and women who have served and continue to serve in our military, we have seen even those institutions shaken by the scourge of sexual assault -- 26,000 members of the Armed Forces were sexually assaulted in just one year.
....It has been estimated that as many as 10 million children witness assaults by one parent against another each year. We recognize that domestic violence places children, as well as women, in harm's way. Our determined efforts continue across the country, most notably in Connecticut and Nevada, where visionary leaders and everyday citizens are coming together to advance effective strategies, legislation and solutions that work, and that matter.
For all of these reasons, I support a new initiative called NO MORE. It aims to get men talking about these serious issues. New data from a NO MORE survey, sponsored by the Avon Foundation for Women, shows that on this subject, fathers have been virtually silent. Three out of four men nationwide say they have not talked about domestic violence or sexual assault with their children. And so, as fathers, we can wait no more. We must all begin the conversation, close to home, with each of our children. As fathers, we must continue the conversation with leaders in business and our government. And, as fathers, we must fully engage with our educational system so boys can be taught in the developmental stages that you can never be a real man and be violent with a woman....

She told a Spanish TV show: “She knew I hadn’t given up looking because she had seen me on television.

In just the last few days, we’ve seen a series of news stories involving violence against women. The violence comes in different forms—physical, psychological, financial—and from different quarters—a former school-bus driver in Cleveland, the NRA convention in Houston, the military, Congress—and so it’s not surprising that the media, as usual, are delivering these stories as unrelated incidents. But arriving almost simultaneously, these tales of misogyny should jolt us all to connect the dots and to shine an unblinking light on the violence against women that’s always there, just below the surface....
When I first saw the photo of a freed Amanda Berry with her sister and daughter, and tried to imagine the women’s unimaginable captivity, I couldn’t get another set of images out of my mind—that of “The Ex,” a target mannequin that squirts blood when you shoot her. “The Ex” (variously called “The Ex-Girlfriend” and “Alexa”) is a large-breasted white woman, her clothes party ripped off, blood dripping from her mouth down her cleavage, and she was sold with other “bleeding zombie targets” at the NRA convention in Houston last weekend. A target mannequin that looks like Obama painted green (one happy customer calls him “Barry” in a video that has been removed) also made the news. Buzzfeed reported that the NRA asked the vendor, Zombie Industries, to remove it from display, but it continued to be sold, a reminder of the racism that fuels the pro-gun paranoia. But the NRA didn’t object to displaying “The Ex,” and she still appears on the company’s website....
Tim Murphy of Mother Jones cites other shelters and domestic violence programs that are being reduced or completely eliminated in Louisiana, Kentucky, Rhode Island, Oregon and other states. “The projections are bleak,” he writes.
Sen. Tom Harkin’s (D-Iowa) office estimates that 70,120 fewer domestic violence victims will have access to recovery programs and shelters; 35,900 fewer people will get help obtaining non-shelter services such as restraining orders and sexual assault treatment. Cuts to programs related to the Victims Against Crime Act will hurt another 310,574 people....
And you know that big-shock Pentagon report released Tuesday that estimates 26,000 sexual assaults took place in the armed forces in 2012, a 37 percent increase over 2010? The report that also said fewer than 10 percent of the sex-assault cases end with a conviction at court-martial, while 62 percent of victims who dare to report an assault are rewarded with retaliation?....
In the Pentagon report above, an estimated 13,900 of the 1.2 million active duty men said they had experienced some form of sexual assault in the past year (a far smaller portion than the active duty women). About a quarter of the victims of non-family child abductions are boys. And from 1994 to 2010, about four in five victims of intimate partner violence were female, according to the Bureau of Justice stats. ....Ariel Castro terrorized his wife. He has a history of domestic violence and restraining orders.
What he’s accused of doing to three other women is not classified as domestic violence, said Linda Dooley, who is the CEO of the Domestic Violence and Child Advocacy Center in Cleveland, but his alleged tactics of power and control are classic traits of a domestic violence offender.
“He clearly isolated the victims, manipulated them — that’s how he wound up getting them to his house — and abused them both physically and emotionally.”
Domestic violence offenders are masters at manipulation, Ms. Dooley added.
“I think the emotional mind-set is really a big part of this [Cleveland case], especially when you hear that he [Castro] intentionally left the door open and if they [victims] came out, he would beat them,” she said.
Emotional abuse takes a toll.
“When you’re in this day after day, year after year, and no one’s rescuing you, no one’s hearing you, many times victims give up.”
But contrary to common belief, Ms. Dolley added, victims of ritual abuse are anything but passive.
“Every day, they’re actively looking at how to survive," Ms. Dooley said. “Escaping is secondary. But the NRA didn’t object to displaying “The Ex,” and she still appears on the company’s website....
Tim Murphy of Mother Jones cites other shelters and domestic violence programs that are being reduced or completely eliminated in Louisiana, Kentucky, Rhode Island, Oregon and other states. “The projections are bleak,” he writes.
Sen. Tom Harkin’s (D-Iowa) office estimates that 70,120 fewer domestic violence victims will have access to recovery programs and shelters; 35,900 fewer people will get help obtaining non-shelter services such as restraining orders and sexual assault treatment. Cuts to programs related to the Victims Against Crime Act will hurt another 310,574 people....
And you know that big-shock Pentagon report released Tuesday that estimates 26,000 sexual assaults took place in the armed forces in 2012, a 37 percent increase over 2010? The report that also said fewer than 10 percent of the sex-assault cases end with a conviction at court-martial, while 62 percent of victims who dare to report an assault are rewarded with retaliation?....
In the Pentagon report above, an estimated 13,900 of the 1.2 million active duty men said they had experienced some form of sexual assault in the past year (a far smaller portion than the active duty women). About a quarter of the victims of non-family child abductions are boys. And from 1994 to 2010, about four in five victims of intimate partner violence were female, according to the Bureau of Justice stats. Emotional and physical abuse brought into the light in Cleveland

....Ariel Castro terrorized his wife. He has a history of domestic violence and restraining orders.
What he’s accused of doing to three other women is not classified as domestic violence, said Linda Dooley, who is the CEO of the Domestic Violence and Child Advocacy Center in Cleveland, but his alleged tactics of power and control are classic traits of a domestic violence offender.
“He clearly isolated the victims, manipulated them — that’s how he wound up getting them to his house — and abused them both physically and emotionally.”
Domestic violence offenders are masters at manipulation, Ms. Dooley added.
“I think the emotional mind-set is really a big part of this [Cleveland case], especially when you hear that he [Castro] intentionally left the door open and if they [victims] came out, he would beat them,” she said.
Emotional abuse takes a toll.
“When you’re in this day after day, year after year, and no one’s rescuing you, no one’s hearing you, many times victims give up.”
But contrary to common belief, Ms. Dolley added, victims of ritual abuse are anything but passive.
“Every day, they’re actively looking at how to survive," Ms. Dooley said. “Escaping is secondary. CLEVELAND -- Chains and ropes have been removed from the home where three women were rescued on Monday after being held captive as long as 11 years....
Speaking on NBC's "Today" show, the police chief confirmed reports that the victims -- Amanda Berry, Gina DeJesus, and Michelle Knight -- had been physically bound in the Castro home.
“They were released out in the backyard once in a while, I believe,” he told Savannah Guthrie.
That could bolster some neighbors' claims Tuesday that they had seen at least one naked woman in Castro's backyard a couple of years ago. Police have said they have no record of calls reporting such a sighting, but neighbors have said their attempts to alert police were dismissed.
Ariel Castro’s first cousin, 45-year-old Maria Castro Montes, a hospital administrator, expressed shock and disbelief at her cousin’s alleged actions as she stood Wednesday outside his small white house in a downtrodden area about two miles from downtown Cleveland.
“He was a normal man. He was a loving cousin, a loving father a loving grandfather,” she said. “Just like any other member of a family that you think you know.”....

When three young women emerged from a Cleveland home Monday evening after being held captive for about a decade, neighbors were thunderstruck. Ariel Castro, 52, who owns the home and who faces kidnapping and rape charges, was known as a sunny face, someone who was good with children.
The neighborhood was shocked. But Fernando Colon wasn’t.
"The first thing I said was, 'I knew it, I knew it,' " Colon told the Los Angeles Times on Wednesday, adding: "He's a monster. He's the opposite of what people thought he was."
As the case gained worldwide attention, details were trickling out about the dungeon-like conditions in which Amanda Berry, 27, Gina DeJesus, about 23, and Michelle Knight, 32, were purportedly imprisoned and abused.
A dark portrait of Castro also was emerging. Interviews and court documents detailed long-term, repeated allegations of manipulation and domestic abuse....
According to court records and interviews, allegations of abuse against Ariel Castro began in the early 1990s. Castro had three daughters and a son with Grimilda Figueroa between 1981 and 1990. The pair never married. In 1993, Figueroa would say later, Castro attacked her at their home on Seymour Avenue in Cleveland.
Figueroa, who died last year, suffered a broken nose, broken ribs, a blood clot in her brain and two dislocated shoulders, in addition to losing a tooth, according to a court petition she filed against him.
In 1994, a Cuyahoga County grand jury was to hear the abuse allegations, but Figueroa failed to testify. In a sworn statement she gave a decade later – in connection with the child abuse charges against Colon – Figueroa said Castro saw her on the day she was to testify and offered her money and a car if she didn’t tell the grand jury about his beatings.
"He also told me, 'You know what will happen to you if you do testify,' " Figueroa said in the statement. "I knew that he would find me and assault me again. … I was unable to offer my testimony before the grand jury. I did not tell anyone about the threats."
The case against Castro was dropped....

THE BATTLES over child custody that unfold in courtrooms across the United States don’t get much attention. If a celebrity is involved, there might be headlines, but publicity is generally shunned out of the not-unreasonable urge to protect the privacy of children. Unfortunately, though, that has tended to shroud problems in how these critical decisions are made. That’s why a conference focusing attention this week on systemic issues in family court is so important.
The Battered Mothers Custody Conference started Friday at George Washington University Law School and concludes Sunday with a vigil at the White House. It brings together victims of domestic abuse, advocates and experts in an effort to reform a system they say doesn’t do enough to protect children. Too often, said organizers of the event, which is now in its 10th year, custody or access in contested cases where domestic violence has been alleged is given to abusive fathers because of a misguided emphasis on parental rights that discounts or disbelieves the concerns of women who have been battered. Victimized parents, often suffering from trauma caused by the abuse, are bankrupted and punished for fighting for their children.
“Cascading disasters and shattered lives are predictable and inevitable,” said Eileen King, executive director of Child Justice in the District and a speaker at the conference. She pointed to the case of 15-month-old Prince McLeod Rams, allegedly drowned by his father after his mother unsuccessfully tried to block unsupervised visits, and the infamous deaths in 2008 of Amy Castillo’s young children by a father she warned was dangerous....

Police force admits mistakes that let Jimmy Savile escape justice

A police force today denied a cover-up of Jimmy Savile’s five-decade reign of sex crimes but admitted to “mistakes” and missed opportunities which allowed the DJ to escape justice.
According to a new review, the disgraced entertainer was rumoured to be a “pervert” and officers were passed on information about his possible sex offending while he was alive.
One officer even commented on the late DJ getting “so many of these type of complaints”.
Despite this, he was left free to sexually assault 68 victims in his hometown of Leeds, including eight under the age of nine, and one as young as five.
The inquiry, dubbed Operation Newgreen, examined the history of the TV presenter’s relationship with West Yorkshire Police, including how officers attended his well-known Friday Morning Club at his Leeds flat.
But although the force admitted there was an “over-reliance on personal friendships” between the Jim’ll Fix It host and officers who socialised with him, it found he was not shielded or protected from arrest.

(Reuters) - In hindsight, there were signs of a darker side to Ariel Castro, the Cleveland man suspected of abducting three girls and holding them captive for around a decade.
Divorced years ago and never seen in the company of women, Castro suddenly started showing up in the largely Latino, working-class neighborhood with a 6-year-old girl. It was his girlfriend's child, he told neighbors.
Castro, 52, was believed to have lived alone, yet on his lunch break would bring home enough bags of fast food and beverages for several people.
He was a school bus driver given mostly "excellent" marks on his performance appraisals, but was repeatedly disciplined, including for one incident when he was accused of calling a young student a "bitch" and leaving the child alone on a bus. These incidents eventually caught up with him, and he was fired last November....
"Ariel was in my garage probably five or six years ago. We were recording a song, an idea we had - a little hard rock with some Latin," said Joe Popow, 45, a father of six who said he has known the Castro brothers since childhood.
"And - you're going to laugh - he said he was in the CIA. And I don't know if he was joking or not, but it's the way he said it, how serious he said it. I didn't know what he was capable of. That just put me on defense, and I just started stepping away," Popow said....

A Cleveland man allegedly confessed years ago in writing to taking the three women he's accused of raping and holding captive and said that he was abused as a child and raped by an uncle, CBS News senior investigative producer Pat Milton reports.
According to a law enforcement source, Ariel Castro apparently contemplated committing suicide in the lengthy, handwritten note discovered in his house from which the women - Amanda Berry, 27, Gina DeJesus, 23, and Michelle Knight, 32 - escaped Monday.
According to the source, Castro wrote about his whole life, saying that he was abused by his parents as a child and that he was raped by an uncle.
Castro also provided details about taking each of his alleged victims, who went missing in their teens and early 20s. The note was discovered by FBI agents searching his house this week.
CBS News correspondent Dean Reynolds reports Castro called himself a "sexual predator" and blamed the women for their own kidnappings, but he asks for whatever money he has to be donated to his victims after his death.
Investigators inferred from the 2004-dated note that Castro was going to commit suicide. He asked in the note that all of his money be provided to each of his victims....

CLEVELAND -- One of the men suspected of imprisoning and abusing three recently freed young women was earlier accused of a series of violent acts against the mother of four of his children and was ordered to complete domestic violence and substance abuse counseling.
Grimilda Figueroa, who in various court documents filed in 2005 said she had four children with Ariel Castro, told authorities that Castro broke her nose twice, knocked out her tooth and threatened to kill her and her daughters several times.
"Ariel Castro and I were never married. During our relationship, he was very abusive," Figueroa said, according to an affidavit filed in Cuyahoga County in 2005.

CLEVELAND – Ariel Castro, the former school bus driver who is a suspect in the kidnapping of three women who escaped years of incarceration, was a friendly man who befriended area children and gave no hint of what was happening behind the locked doors of his Seymour Avenue house, his neighbors say.
“If a kid didn’t have a father, they would look up to him. There was no flaw,” said Juan Perez, 27, who lives two doors down from the house from where the three abducted women escaped on Monday. “I guess he had a great mask to cover a monster.”
Castro was known for giving children rides in his four-wheeler. He attended neighborhood parties and would have a beer....
Hector Lugo, 31, who lives on the same street, said he still can’t believe the friendly guy who would give his nieces rides was allegedly the perpetrator behind kidnappings that have baffled this city for a decade.
“He used to drive my nieces on his four-wheeler. That’s what threw me off,” Lugo said. “They always thought of him as a cool person -- a cool person to kick it with. He was an outgoing person, he never messed with anyone. He was always cool.”....

Pentagon estimates 26,000 sexual assaults; Obama vows crackdown

CLEVELAND -- One of the men suspected of imprisoning and abusing three recently freed young women was earlier accused of a series of violent acts against the mother of four of his children and was ordered to complete domestic violence and substance abuse counseling.
Grimilda Figueroa, who in various court documents filed in 2005 said she had four children with Ariel Castro, told authorities that Castro broke her nose twice, knocked out her tooth and threatened to kill her and her daughters several times.
"Ariel Castro and I were never married. During our relationship, he was very abusive," Figueroa said, according to an affidavit filed in Cuyahoga County in 2005.

CLEVELAND – Ariel Castro, the former school bus driver who is a suspect in the kidnapping of three women who escaped years of incarceration, was a friendly man who befriended area children and gave no hint of what was happening behind the locked doors of his Seymour Avenue house, his neighbors say.
“If a kid didn’t have a father, they would look up to him. There was no flaw,” said Juan Perez, 27, who lives two doors down from the house from where the three abducted women escaped on Monday. “I guess he had a great mask to cover a monster.”
Castro was known for giving children rides in his four-wheeler. He attended neighborhood parties and would have a beer....
Hector Lugo, 31, who lives on the same street, said he still can’t believe the friendly guy who would give his nieces rides was allegedly the perpetrator behind kidnappings that have baffled this city for a decade.
“He used to drive my nieces on his four-wheeler. That’s what threw me off,” Lugo said. “They always thought of him as a cool person -- a cool person to kick it with. He was an outgoing person, he never messed with anyone. He was always cool.”....

"We have confirmation that they were bound and there was chains and ropes in the home," Police Chief Michael McGrath said Wednesday morning on the "Today" show. He also said they were "very rarely" permitted in suspect Ariel Castro's backyard.

CLEVELAND (AP) — Kidnapping and rape charges were filed Wednesday against a man arrested after three women missing for about a decade were found alive at his home.
Homeowner Ariel Castro was charged while his brothers, Pedro and Onil Castro, were held but faced no immediate charges.
The men were in custody and couldn’t be reached for comment. Their brother-in-law has said the family is ‘‘shocked’’ after hearing about the women at the home.
The three women were subjected to prolonged sexual and psychological abuse and suffered miscarriages, a city councilman briefed on the case said Wednesday.
Councilman Brian Cummins said that many details remain unclear, including the number of pregnancies and the conditions under which the miscarriages occurred. He also said the women were kept in the basement for some time without having access to the rest of the house. Police said they were apparently bound with ropes and chains.
The horrific allegations came out as police built a case.
‘‘We know that the victims have confirmed miscarriages, but with who, how many and what conditions we don’t know,’’ Cummins said. He added: ‘‘It sounds pretty gruesome.’’....
A 2005 domestic-violence filing in Cuyahoga County Domestic Relations Court accused Ariel Castro of twice breaking the nose of his children’s mother, knocking out a tooth, dislocating each shoulder and threatening to kill her and her daughters three or four times in a year.
The filing for a protective order by Grimilda Figueroa also said that Castro frequently abducted her daughters and kept them from her.

Eric Toth, accused of child pornography, evaded authorities for 5 years

Eric Toth was on the FBI’s Ten Most Wanted list and had been featured on “America’s Most Wanted,” but last fall, one of the most notorious fugitives in America may have been set to take a stage.
He appeared to be booked to speak at a Las Vegas tech conference.
Colleagues knew the speaker under a different name as an Austin-based tech writer and computer technician they described as brilliant and friendly. But they now suspect that he is the same man who is accused of filming a sex act with a child while he was a teacher at the District’s exclusive Beauvoir school in 2007 or 2008.
They realized the night before the October speech that the tech writer had vanished. Calls and e-mails went unreturned. His Facebook page went dormant. They never saw him again.
His whereabouts remained a mystery until Toth, 31, was arrested in Nicaragua in April. Three people who saw arrest photos of the lanky man with long brown hair said he was the same person they knew from Austin. FBI officials declined to confirm their account. Toth’s attorney did not return a call for comment.
“My reaction was shock,” said Joel Stewart, one of the man’s former bosses at a computer repair store. “This was not an unlikable person. I think a lot of us came to think of him as something of a friend.”
During Toth’s five years on the run, the pattern played out again and again as the man the FBI says is an expert in social engineering and computers was able to invent fresh personas, allegedly obtain fraudulent documents and win the trust of unsuspecting people. When it appeared that he might be discovered, he would simply melt away.
All the while, the man, who authorities warned would not stop molesting children until he was caught, had contact with kids. The Washington Post has been able to reconstruct his time in hiding from the District to the Southwest to Latin America.
“It’s a case study in you never know who you are standing next to,” said Chris Bangs, who worked with the tech writer....

The Crown Prosecution Service has come a long way in dealing with cases involving violence against women and girls. In the last year (2011-12) we have seen the conviction rate rise to 73%, delivering the lowest attrition rates ever recorded. The CPS has now published a trailblazing report on so-called "false allegations" of rape or domestic violence....
This report outlines the key findings from the review of those cases and the steps that we plan to take. Importantly, what it shows is that charges brought for perverting the course of justice or wasting police time for such "false" allegations need to be considered in the context of the total number of prosecutions brought for those offences. In the period of the review, there were 5,651 prosecutions for rape and 111,891 for domestic violence. During the same period there were 35 prosecutions for making false allegations of rape, six for making false allegation of domestic violence and three for making false allegations of both rape and domestic violence.
Furthermore, the report shows that a significant number of these cases involved young, often vulnerable people. About half of the cases involved people aged 21 years old and under, and some involved people with mental health difficulties. POPE Francis must commit to handing over secret Vatican files about child sex abuse in Australia, an advocacy group for people abused by priests says.
Nicky Davis, of the Survivors Network for those Abused by Priests (SNAP), called on the new Pope on Thursday to show that the church is serious about tackling child sexual abuse.
She said the Catholic Church had never voluntarily handed over incriminating documents or cooperated with law enforcement or official inquiries into the issue.

LA has agreed to pay out 10 million dollars (7.7 million euros) to settle four cases of sexual abuse by Father Michael Baker. Recently-released church files show Cardinal Roger Mahony knew that Baker, and others, had abused minors – but he allowed them to stay in the ministry. A Lawyer for the archdiocese, Michael Hennigan, denied a church cover-up, although he said Mahony admitted he made "serious mistakes" with Baker. An international lawyer says that the Roman Catholic Church and Pope can be sued in the International Court of Justice over hundreds of filed sexual abuses cases.
The comments come as the leader of Catholic church Pope Benedict XVI has officially resigned, ending an eight-year pontificate shaped by struggles to move the church past sex abuse scandals. Meanwhile international lawyers are looking into former Pope Benedict XVI’s legal status to see whether the former pontiff is liable to a legal action over failing to stop child sex abuse by church priests....
Corrigan: Well, if it goes to the International Court of Justice I think certainly the Roman Catholic Church can be sued.
Priests, bishops, archbishops, all along the hierarchy have been sued successfully in the past and there are a number, maybe even hundreds of sexual abuse cases which have been filed against the church, many of which have been upheld and sometimes they are dealt with internally through Canon law and internal secrecy which is supposed to protect the victim but also certainly has the appearance of protecting the church and sort of hiding this problem which needs to be brought up in the open and there have been numerous priests and other religious figures who have been convicted of sexual abuse of children and women and others.
So certainly the church can be sued....

As one of the cardinal electors for the next pope, O'Brien, who later apologized for sexual misconduct with other clergy, could have had a say in the next pope. Technically, he could have become the next pontiff.
But in an exclusive interview with the Tribune before the American cardinals' moratorium, Chicago's Cardinal Francis George said there are attempts to vet candidates to avoid surprises. He also said ties to anyone guilty of sexual misconduct — whether intended or unintended — could put a man's candidacy in question if it could distract from his spiritual mission.
David Clohessy, executive director of the Chicago-based Survivors Network of Those Abused by Priests, also known as SNAP, said that kind of vetting should have been taking place for decades. On Wednesday, Clohessy's group issued a list of a dozen cardinals whose selection as pope would cause further offense to victims of sex abuse by priests....

I am reading a fascinating book by Lynn Sacco, an assistant professor of history at the University of Tennessee, Knoxville, entitled Unspeakable: Father-Daughter Incest in American History.
Unspeakable
Unspeakable is an excellent book which explains how cultural mores and political needs distorted attitudes toward and medical knowledge of patriarchal sexual abuse at a time when the nation was committed to the familial power of white fathers and the idealized white family.
For much of the nineteenth century, father-daughter incest was understood to take place among all classes and legal and extra-legal attempts to deal with it tended to be swift and severe. But public understanding changed markedly during the Progressive Era, when accusations of incest began to be directed exclusively toward immigrants, blacks, and the lower socioeconomic classes. Focusing on early twentieth-century reform movements, Sacco argues that middle- and upper-class white males, too, molested female children in their households, even as official records of their acts declined dramatically.
One of the most interesting chapters in Unspeakable discusses the revolution in medicine in the early 20th century when doctors were first able to diagnose gonorrhea vulvovaginitis. Guess what they discovered?
When physicians began to use the new technology, however, they were shocked to discover that gonorrhea vulvovaginitis was widespread among American girls.…But though condemning child prostitution among the working class was one thing, explaining how girls from good families had become infected with a sexually transmitted disease was another. On the cusp of moving from the margins to the center of American health care, doctors used their professional authority, if not their medical skills, to twist the etiology of girls’ infections into existing narratives that fit more seamlessly with what doctors believed than with what they had discovered. In the process, doctors attributed fewer infections in girls to sexual assault.
Over the next ten years, doctors diagnosed gonorrhea vulvovaginitis so often that by 1904 an epidemiologist writing in the Journal of Infectious Diseases declared it an "epidemic" among girls. In 1909, Dr. Flora Pollack, who treated girls at the Johns Hopkins Hospital Dispensary, estimated that at least a thousand girls in Baltimore became newly infected each year, and she visited police stations and met with community groups to press for more aggressive prosecution of their assailants....
In terms of child pornography, it is not possible to provide an exact number of people trading child pornography across the world. UNICEF and the United Nations have provided some estimates. UNICEF estimates that there are more than four million websites featuring sexually exploited minors. Further, the number of child pornography websites is growing: 480,000 sites were identified in 2004 compared to 261,653 in 2001. More than 200 new images are circulated daily, and UNICEF estimates that the production and distribution of child pornographic images generates in between 3 and 20 billion dollars a year.
The United Nations released a report in July 2009 asserting that there are approximately 750,000 sexual predators using the Internet to try to make contact with children for the purpose of sexually exploiting them....

A new analysis of 56 mass shootings across America since 2009 finds women and family members are the most frequent victims, and that the shooter almost always acquired his guns legally, in cases where the gun source is known.
“In at least 32 of the cases (57 percent), the shooter killed a current or former spouse or intimate partner or other family member, and at least eight of those shooters had a prior domestic violence charge,” the Mayors Against Illegal Guns report on mass shootings said, suggesting that the problem of gun violence is far more related to violence against women in homes than rampages in public settings such as schools and theaters.
The study also found that in the cases where the source of the guns was known, almost all were acquired legally: only two examples were given of mass killings with a stolen or illegal gun. That finding runs counter to the gun lobby’s oft-cited rhetoric that only criminals abuse guns.
“We had sufficient evidence to judge whether the shooter was a prohibited gun possessor in 42 of the 56 incidents,” the report said, referring to laws barring ex-felons, mentally ill people, drug addicts and other categories of people from owning guns. “Of those 42 incidents, 15 (36 percent) involved a prohibited possessor and 27 (64 percent) did not.”
MAIG's analysis should help focus the national debate about curbing gun violence, whether the most horrific mass shootings or ongoing violence where 33 Americans are killed daily from guns (not counting suicides). The report strongly suggests that better background checks before buying guns are needed, as well as far more discussion of domestic violence and violence against women....
“Assault weapons or high-capacity magazines were used in at least 13 of the incidents (32 percent),” the report said. “These incidents resulted in an average of 14.8 total people shot—135 percent more people shot than in other incidents (6.8)—and 8.0 deaths.”

A monstrous case of abuse in Saudi Arabia shakes the kingdom and strengthens the cause of Saudi women activists.
The torture and murder of 5-year-old Lama Al Ghamdi could hardly have been more horrific—and news of it, repeated in countless Twitter feeds, has enflamed opinion around the world. But the fact that this story of one little girl’s death and one father’s monstrosity went public is also a sign of just how hard women in Saudi Arabia are working to fight the cruel misogyny embedded in the kingdom’s version of Islamic law. And among those women is a daughter of the king....
Fayhan Al Ghamdi, a self-styled Islamic preacher who appears occasionally on local TV shows pontificating about morality, was arrested last year and charged with murder. He told authorities that he had suspected his 5-year old daughter was not a virgin. He had even taken her to a doctor to check. But apparently that had not satisfied him....
Saudi law claims to follow a clear path (sharia) laid out in the Quran, but in practice it’s based on a maze of sayings and traditions (hadith) with as many baffling contradictions as the codes used by lawyers anywhere. According to one reading, a father cannot be held fully accountable for the death of his children; their loss is a punishment for him. So the question arose in the proceedings whether Al Ghamdi could simply pay the mother “blood money” for the loss of her daughter and walk free....
The mother has said she will not accept payment. She has asked that the stepmother be investigated as well, and she has told her advocates that she wants to see her ex-husband executed, which in Saudi Arabia means beheading.
Before the middle of the last decade, domestic violence and child abuse in Saudi Arabia were treated mainly as family affairs. Nobody wanted to talk about them, and if police did bother to investigate suspected crimes, which was rare, they found proof very hard to come by.
But it’s important to remember Saudi Arabia is not the only country where domestic abuse is a hidden crime. Indeed, the United States has the worst record in the industrialized world. According to the U.S. Department of Health and Human Services, almost five children a day die from neglect or abuse, but according to the U.S. Government Accountability Office, those numbers almost certainly are understated....

Here in the United States, where there is a reported rape every 6.2 minutes, and one in five women will be raped in her lifetime, the rape and gruesome murder of a young woman on a bus in New Delhi on December 16th was treated as an exceptional incident. The story of the alleged rape of an unconscious teenager by members of the Steubenville High School football team was still unfolding, and gang rapes aren’t that unusual here either. Take your pick: some of the 20 men who gang-raped an 11-year-old in Cleveland, Texas, were sentenced in November, while the instigator of the gang rape of a 16-year-old in Richmond, California, was sentenced in October, and four men who gang-raped a 15-year-old near New Orleans were sentenced in April, though the six men who gang-raped a 14-year-old in Chicago last fall are still at large. Not that I actually went out looking for incidents: they’re everywhere in the news, though no one adds them up and indicates that there might actually be a pattern....
A woman is beaten every nine seconds in this country. Just to be clear: not nine minutes, but nine seconds. It’s the number-one cause of injury to American women; of the two million injured annually, more than half a million of those injuries require medical attention while about 145,000 require overnight hospitalizations, according to the Center for Disease Control, and you don’t want to know about the dentistry needed afterwards. Spouses are also the leading cause of death for pregnant women in the U.S.
“Women worldwide ages 15 through 44 are more likely to die or be maimed because of male violence than because of cancer, malaria, war and traffic accidents combined,” writes Nicholas D. Kristof, one of the few prominent figures to address the issue regularly.....
Increasingly men are becoming good allies -- and there always have been some. Kindness and gentleness never had a gender, and neither did empathy. Domestic violence statistics are down significantly from earlier decades (even though they’re still shockingly high), and a lot of men are at work crafting new ideas and ideals about masculinity and power.

The detective spread out the photographs on the kitchen table, in front of Nicole, on a December morning in 2006. She was 17, but in the pictures, she saw the face of her 10-year-old self, a half-grown girl wearing make-up. The bodies in the images were broken up by pixelation, but Nicole could see the outline of her father, forcing himself on her. Her mother, sitting next to her, burst into sobs.
The detective spoke gently, but he had brutal news: the pictures had been downloaded onto thousands of computers via file-sharing services around the world. They were among the most widely circulated child pornography on the Internet. Also online were video clips, similarly notorious, in which Nicole spoke words her father had scripted for her, sometimes at the behest of other men. For years, investigators in the United States, Canada and Europe had been trying to identify the girl in the images....
When she was 16, Nicole told her mother, in a burst of tears, what had been going on at her father’s house. Her father was arrested for child rape. The police asked Nicole whether he took pictures. She said yes, but that she didn’t think he showed them to anyone. A few months later, while her father was out on bail, Nicole was using a computer he gave her to work on a presentation for Spanish class when she came across a file with a vulgar name that she couldn’t open. She showed it to her mother and stepfather, and they brought the computer to the police.
A search detected five deleted video files of child pornography, two of them showing Nicole and her father. In the spring of 2006, he was charged with a new crime — producing the videos — and he fled the country. At this point, the police didn’t realize that Nicole’s father had also distributed the images.
Months later, the police said they had no leads on her father, so Nicole went on television to ask the public for any tips that might help them find him. A police officer in Toronto involved in tracking child pornography around the world saw the broadcast and recognized Nicole as an older version of the girl in the notorious videos. The Toronto officer set off an alert that reached the police in Nicole’s hometown, informing them that she was the victim in a major pornography-distribution case....
Precise numbers of child-pornography viewers are hard to come by. Unicef estimates that there are at least hundreds of thousands of Web sites with child pornography worldwide. Child-pornography consumers are even more likely to swap with one another via hidden networks. Using a tool developed at the University of Massachusetts, Amherst, in 2009, police have logged close to 22 million public I.P. addresses offering child-pornography pictures or videos via peer-to-peer file sharing, which allows users to download content from one computer to another; almost 10 million of the I.P. addresses were located in the United States. Many of the users shared only a single illegal image, perhaps downloaded inadvertently, but others offered collections of hundreds or thousands of pictures.

Bishop, McGeehan announce reintroduction of child sex abuse bills

HARRISBURG, Jan. 23 – Saying the move is long overdue andflanked by high-profile reform advocates, state Reps. Louise Williams Bishop and Michael P. McGeehan, both D-Phila.,today announced a renewed push to update archaic statute-of-limitations laws in child sexual abuse cases at a Capitol Rotunda news conference.
Bishop and McGeehan said their respective bills are patterned after ones they introduced in the last two-year legislative session but died after being inexplicably bottled up in the committee process.
Bishop has reintroduced her legislation, now known as H.B. 237, which would abolish the statute of limitations on criminal charges and civil lawsuits in cases of child sexual abuse.
“Child sexual abuse victims are slowly beginning to break the barriers of silence; however, they still face a daunting procedural obstacle -- the statute of limitations,” said Bishop, who came out last year as a victim of child sexual abuse. “Instead of suppressing legislation that would lift the statute of limitations, we should be voting these game-changing bills out of committee and the House, so more victims can seek justice.”
McGeehan has introduced H.B. 238 that would suspend any expired statute of limitations for two years in child sex abuse cases, providing a window of opportunity for those victims to file a civil lawsuit. His bill also would seek to make child sexual abuse an exception to the sovereign immunity defense that shields public officials from being sued.
“The effects of child sex abuse are felt everywhere,” McGeehan said. “We are all victims. The scandals which have rocked school districts and dioceses across the country, Penn State, the Boy Scouts -- the problem clearly is not going away.

Precise numbers of child-pornography viewers are hard to come by. Unicef estimates that there are at least hundreds of thousands of Web sites with child pornography worldwide. Child-pornography consumers are even more likely to swap with one another via hidden networks. Using a tool developed at the University of Massachusetts, Amherst, in 2009, police have logged close to 22 million public I.P. addresses offering child-pornography pictures or videos via peer-to-peer file sharing, which allows users to download content from one computer to another; almost 10 million of the I.P. addresses were located in the United States. Many of the users shared only a single illegal image, perhaps downloaded inadvertently, but others offered collections of hundreds or thousands of pictures.

Bishop, McGeehan announce reintroduction of child sex abuse bills

HARRISBURG, Jan. 23 – Saying the move is long overdue andflanked by high-profile reform advocates, state Reps. Louise Williams Bishop and Michael P. McGeehan, both D-Phila.,today announced a renewed push to update archaic statute-of-limitations laws in child sexual abuse cases at a Capitol Rotunda news conference.
Bishop and McGeehan said their respective bills are patterned after ones they introduced in the last two-year legislative session but died after being inexplicably bottled up in the committee process.
Bishop has reintroduced her legislation, now known as H.B. 237, which would abolish the statute of limitations on criminal charges and civil lawsuits in cases of child sexual abuse.
“Child sexual abuse victims are slowly beginning to break the barriers of silence; however, they still face a daunting procedural obstacle -- the statute of limitations,” said Bishop, who came out last year as a victim of child sexual abuse. “Instead of suppressing legislation that would lift the statute of limitations, we should be voting these game-changing bills out of committee and the House, so more victims can seek justice.”
McGeehan has introduced H.B. 238 that would suspend any expired statute of limitations for two years in child sex abuse cases, providing a window of opportunity for those victims to file a civil lawsuit. His bill also would seek to make child sexual abuse an exception to the sovereign immunity defense that shields public officials from being sued.
“The effects of child sex abuse are felt everywhere,” McGeehan said. “We are all victims. The scandals which have rocked school districts and dioceses across the country, Penn State, the Boy Scouts -- the problem clearly is not going away.

A string of Twitter accounts have been closed after they were revealed to contain disturbing images of child abuse.
The graphic pictures were apparently made public late last night after hacking groups claimed to have broken into the private accounts to expose their indecent content, the NSPCC said.
The charity said it received a 'flurry' of reports overnight relating to at least half a dozen Twitter accounts which were later disabled.
They will now be investigated in the US, where the micro-blogging site is based.
An NSPCC spokesman said: 'Apparently these were pretty disturbing images of child abuse.
"We understand the authorities in the US are now looking at the accounts.'
The Child Exploitation and Online Protection Centre (Ceop) said it had also received around 30 reports, relating to at least four accounts.

An Italian priest found himself embroiled in a national controversy this week after a Christmas bulletin he posted in his church went viral.
Perio Corsi's flier, entitled “Women and femicide – healthy self-criticism. How often do they provoke?” claimed that women in Italy may be to blame for a spate of domestic violence attacks, Raw Story notes. Members of the priest's congregation then posted the text on the Internet:
How often do we see girls and mature women going around scantily dressed and in provocative clothes?
They provoke the worst instincts, which end in violence or sexual abuse. They should search their consciences and ask: did we bring this on ourselves?
The flier went on to decry "increasingly provocative," "arrogant" and "self-sufficient" women who abandon their children, don't clean their houses and serve cold meals.
Corsi is the leader of a church in the small parish of San Terenzo in northwest Italy, according to The Journal.
The Daily Beast's Barbie Latza Nadeau notes that this year 120 women have been killed in domestic disputes in the European nation, "a third more than last year." In fact, the problem has even caught the attention of the United Nations Human Rights Council, which urged the country to take action last June.
As calls for the priest to resign intensified, Euronews reported that Corsi issued an apology, only to quickly take it back. He also used an anti-gay slur when debating a reporter from Rai Radio, L'Huffington Post reports.
Meanwhile, local officials have been quick to distance themselves from the church leader's comments....

Belgium To Prosecute Scientology As Criminal Organization; Church Faces Charges Of Extortion, Fraud

Federal public prosecutors in Belgium will institute legal proceedings against the church of Scientology in that country and seek to recognize it as a criminal organization.
The church of Scientology -- which is not recognized as a faith in Belgium -- and several of its top-ranking members face charges including extortion, fraud, illegal practice of medicine and violation of privacy laws, according to Flanders News.
The complaint stems from an investigation of fraudulent labor contracts issued by the church of Scientology in an effort to recruit new volunteers and members. A judge ordered raids on Scientology offices in 2008 that allegedly uncovered a "wealth of evidence" that the organization had spied on and extorted money from its members, according to De Standaard.
An estimated 500 people belong to the church of Scientology in Belgium. The organization's European headquarters are located in Brussels.
Belgium is not the only European country in which Scientology has faced criticism and legal action.
Scientology came under fire in France in 2009 when it was convicted of fraud for "[pressuring] members into paying large sums for questionable remedies," according to the Associated Press. That conviction was upheld in a French appeals court in February 2012.

A secret graveyard tucked behind a Florida reform school is home to 31 cross-shaped grave markers, but nearly 50 unidentified bodies.
The small cemetery dates back to the early 1900s. Some former students at the Florida Industrial School for Boys in Marianna now say victims of abusive school administrators are buried there, CNN reported.
When the Florida Department of Law Enforcement investigated in 2009, it found that 31 boys buried in the woods behind the school died either from the flu or in a fire.
But University of South Florida anthropologist Dr. Erin Kimmerle found 18 more bodies buried without markers.
"We found burials within the current marked cemetery, and then we found burials that extend beyond that,” she said. “These are children who came here and died, for one reason or another, and have just been lost in the woods.”....
A group of men came forward in 2008 and said the “White House” — a small concrete building on school grounds — was the site of brutal beatings and whippings in the 1960s.
Former administrator Troy Tidwell downplayed their claims, saying only that “spankings” took place.
Another former student said a boy named Owen Smith was killed by rifle fire as they tried to run away from the school.

In 1996, Holly Collins and her children became the first Americans to be granted asylum by the government of the Netherlands due to domestic violence. She fled the United States after losing custody of her children in Family Court to her ex-husband, who abused Holly and their two young children. Her remarkable story was featured in the 87- minute documentary “No Way Out But One,” by the Boston- based journalist/filmmaking team of Garland Waller and Barry Nolan. The film will be shown on the Documentary Channel at the end of October, which is national Domestic Violence Awareness month.
Filmmaker Garland Waller spoke with The Crime Report’s Managing Editor Cara Tabachnick about Parental Alienation Syndrome (PAS), bringing attention to abuse in contested custody cases, and the “Alice in Wonderland” state of the U.S. Family Court System.
The Crime Report: Why did you decide to make this film?
Garland Waller: There is little justice in American family court. The issues of domestic violence and sexual abuse that take place inside the courtroom get little to no recognition. It is hard to get enough traction with these issues. (We hoped) to get some acknowledgement or recognition in a bigger way.
Holly Collins had tons of creditable medical evidence and legal documents to support what she said. And her children were old enough, and had faith enough, to testify or to speak to us on camera about their experience. This took it out of the space of ‘he said, she said’ that normally happens when people think of a custody or divorce case....
TCR: Explain the issues facing abused women and children in family court.
GW: We know from research and statistics that a batterer is more likely than a non- batterer to get custody in family court today. That should be most shocking to people. What most people don’t understand is that most divorces and custody cases never end up in a family court. Even if the couple hates each other, they figure out what to for the (kids’ best interests). (But) when domestic violence is involved, everything changes. It’s Alice in Wonderland. Family courts are kingdoms; they are not like civil courts or criminal courts, and t judges could do anything they want.
When a battered person goes to court, usually she doesn’t look good. She’s nervous, she’s shaky, she’s scared, and maybe she’s been living in a shelter. She is certainly stressed when she goes to court and says ‘my husband beat me, my husband beats the children’ or ‘my husband is sexually abusing the children.’ One would think the court would help. But what usually happens is the woman is either not believed, or the court believes she is exaggerating.
The batterers are usually more charming. The whole family court system is really set up to challenge people who bring up sexual abuse and physical abuse of children. It is not a place where protected parents can go to court and expect support....
