In his mid-20s, future crime kingpin Whitey Bulger spent time in the Atlanta Federal Penitentiary for hijacking and armed robbery. While there, he volunteered to be part of a drug experiment that sought to find a cure for schizophrenia.

Or so he was told.

 

In reality, the experiment sought to determine how much LSD the human mind could take before it snapped. Bulger was fed large doses of the drug nearly every day for 15 months without being told what it was.

He later wrote of the horrors he experienced during this time.

 

“Hallucinating. Hours of paranoia and feeling violent. We experienced horrible periods of living nightmares and even blood coming out of the walls. Guys turning to skeletons in front of me. I saw a camera change into the head of a dog. I felt like I was going insane.”

When Bulger asked to be released from the experiment, he was refused since, he was told, “We are close to finding the cure.”

 

Bulger, who was later convicted of 11 murders, may be an unsympathetic victim, but these same experiments were being conducted on unsuspecting civilians at the behest of one power-mad CIA official.

Born in The Bronx in 1918, Gottlieb received a doctorate in biochemistry and after working several research jobs for the government, was recruited by the CIA in 1951 by Deputy Director Allen Dulles, who would later lead the agency.

Dulles believed that there were undiscovered methods for controlling the human mind, and that these processes could help the US win wars. He hired Gottlieb to lead the effort into mind-control research, which he named “Artichoke,” by any means necessary.

 

Many in the intelligence community were convinced that the Soviet Union and China had made great advancements in brainwashing, and they sought to perfect the technique themselves. Hypnosis and electroshock were among the methods tested, but Gottlieb became obsessed with the potential of LSD.

 

After sampling the drug himself and feeling “as though I am in a kind of transparent sausage skin that covers my whole body,” he began testing it on military volunteers. Soon after, he stopped caring whether people had volunteered and began administering the drug to unwitting subjects, including CIA trainees.

 

Gottlieb and many around him truly believed that LSD held the secret to controlling minds.

 

“CIA employees were given LSD and then induced to violate oaths and promises,” Kinzer writes. “In one [mock interrogation], a military officer swore never to reveal a secret, revealed it under the influence of LSD, and afterward forgot the entire episode . . . Gottlieb came to believe that [LSD] could be the key to mind control. He was the first acid visionary.”....

 

Gottlieb, given free rein by the CIA, authorized and funded “experiments” like this across the country, victimizing countless innocent people who simply sought relief for medical and psychological issues.

 

“Under Gottlieb’s direction, with Dulles’ encouragement . . . Artichoke had became one of the most violently abusive projects ever sponsored by an agency of the United States government,” Kinzer writes.

 

The eventual breadth of the program, which was rechristened MK-ULTRA and given an even larger budget, was stunning....

 

In time, Gottlieb was running similar safe houses around the world, and his experiments became even more audacious and cruel. When he decided to try to learn just how much LSD the human mind could take, he recruited prison doctors around the country. While Bulger was one victim, most were African American.

 

He also got more doctors and hospitals around the country involved, funneling the money through front groups to hide the CIA’s involvement.

 

At the Boston Psychopathic Hospital, “hundreds of students from Harvard, Emerson and MIT were paid $15 to drink a little vial of a clear, colorless, odorless liquid that might produce an altered state.” It was later found that “none of those involved in the experiments had the proper training or understanding to guide participants . . . [and] several [students] had negative reactions. One hanged herself in a clinic bathroom.”

 

In experiments conducted by a New York allergist named Harold Abramson, who received $85,000 from Gottlieb, Kinzer writes that “12 ‘pre-puberty’ boys were fed psilocybin, and 14 children between the ages of 6 and 11, diagnosed as schizophrenic, were given 100 micrograms of LSD each day for six weeks.”....

 

Gottlieb continued on at the CIA, working on more conventional spy-craft devices like rocket launchers and bomb sensors to help the Vietnam War effort.

He retired in 1973 after 22 years with the agency, destroying all the MK-ULTRA files (or so he thought) before he left.

 

When another secret CIA program was exposed by reporter Seymour Hersh in 1974, it ignited a slew of investigations into the CIA, and Gottlieb’s name was made public in regard to the LSD experiments in 1975. He eventually testified before Congress several times, but only after being granted immunity from prosecution.

 

By the end of his life, he was working as a speech pathologist for children. He died in 1999, and never paid for his cruelty....

Today, it’s a cutting-edge lab. In the 1950s and 1960s, it was the center of the U.S. government’s darkest experiments.

In 1954, a prison doctor in Kentucky isolated seven black inmates and fed them “double, triple and quadruple” doses of LSD for 77 days straight. No one knows what became of the victims. They may have died without knowing they were part of the CIA’s highly secretive program to develop ways to control minds—a program based out of a little-known Army base with a dark past, Fort Detrick.

 

Suburban sprawl has engulfed Fort Detrick, an Army base 50 miles from Washington in the Maryland town of Frederick. Seventy-six years ago, however, when the Army selected Detrick as the place to develop its super-secret plans to wage germ warfare, the area around the base looked much different. In fact, it was chosen for its isolation. That’s because Detrick, still thriving today as the Army’s principal base for biological research and now encompassing nearly 600 buildings on 13,000 acres, was for years the nerve center of the CIA’s hidden chemical and mind control empire.

 

....For decades, though, much of what went on at the base was a closely held secret. Directors of the CIA mind control program MK-ULTRA, which used Detrick as a key base, destroyed most of their records in 1973. Some of its secrets have been revealed in declassified documents, through interviews and as a result of congressional investigations. Together, those sources reveal Detrick’s central role in MK-ULTRA and in the manufacture of poisons intended to kill foreign leaders....

 

Allen Dulles, who ran the CIA’s covert-operations directorate and would soon be promoted to direct the agency, considered his mind control project—first named Bluebird, then Artichoke, then MK-ULTRA—to be of supreme importance, the difference between the survival and extinction of the United States.

 

In 1951, Dulles hired a chemist to design and oversee a systematic search for the key to mind control. The man he chose, Sidney Gottlieb, was not part of the silver-spoon aristocracy from which most officers of the early CIA were recruited....

 

Gottlieb searched relentlessly for a way to blast away human minds so new ones could be implanted in their place. He tested an astonishing variety of drug combinations, often in conjunction with other torments like electroshock or sensory deprivation. In the United States, his victims were unwitting subjects at jails and hospitals, including a federal prison in Atlanta and an addiction research center in Lexington, Kentucky.

 

In Europe and East Asia, Gottlieb’s victims were prisoners in secret detention centers. One of those centers, built in the basement of a former villa in the German town of Kronberg, might have been the first secret CIA prison. While CIA scientists and their former Nazi comrades sat before a stone fireplace discussing the techniques of mind control, prisoners in basement cells were being prepared as subjects in brutal and sometimes fatal experiments.

These were the most gruesome experiments the U.S. government ever conducted on human beings. In one of the them, seven prisoners in Lexington, Kentucky, were given multiple doses of LSD for 77 days straight. In another, captured North Koreans were given depressant drugs, then dosed with potent stimulants and exposed to intense heat and electroshock while they were in the weakened state of transition. These experiments destroyed many minds and caused an unknown number of deaths. Many of the potions, pills and aerosols administered to victims were created at Detrick.

 

One of the most well-known victims of the MK-ULTRA experiments was Frank Olson. Olson was a CIA officer who had spent his entire career at Detrick and knew its deepest secrets. When he began musing about quitting the CIA, his comrades saw a security threat. Gottlieb summoned the team to a retreat and arranged for Olson to be drugged with LSD. A week later, Olson died in a plunge from a hotel window in New York. The CIA called it suicide. Olson’s family believes he was thrown from the window to prevent him from revealing what was brewing inside Camp Detrick....

Not only was it roughly based on those experiments, but the CIA actually hired the vivisectionists and the torturers who had worked in Japan and in Nazi concentration camps to come and explain what they had found out so that we could build on their research.

 

For example, Nazi doctors had conducted extensive experiments with mescaline at the Dachau concentration camp, and the CIA was very interested in figuring out whether mescaline could be the key to mind control that was one of their big avenues of investigation. Another thing the Nazis provided was information about poison gases like sarin, which is still being used. Nazi doctors came to America to Fort Detrick in Maryland, which was the center of this project, to lecture to CIA officers to tell them how long it took for people to die from sarin.

....In Errol Morris’s new series, Wormwood, which blends documentary with dramatic reconstructions, he sets out to explore an episode in the history of US intelligence that is irresistibly sensational, the CIA’s cold war “mind control” program of the 1950s and 1960s. Code-named MK-ULTRA, the program involved agents experimenting with methods for gaining full control of a person’s thoughts and behavior using LSD, hypnosis, electric shocks, and other bizarre means—the films The Ipcress File (1965) and The Parallax View (1974) show cool, stylized versions. The thesis offered by Wormwood’s principal subjects is that, during the same period, the CIA ran an authorized, extrajudicial execution program of dissenting agents who were active in the agency’s secret operations.

 

....The six-part series focuses on the death of Frank Olson, an army scientist who worked on biological weapons research at Camp Detrick, a US army camp in Maryland, but who subsequently became a CIA operative involved in Project ARTICHOKE, a predecessor to MK-ULTRA that focused, with brutal rigor, on interrogation methods. When the Rockefeller Commission (established by President Gerald Ford in 1975 to investigate potentially illegal CIA programs, and led by Vice President Nelson Rockefeller) examined records of his death, which occurred in November 1953, it reported that Olson had been secretly dosed with LSD by the CIA several days beforehand. The existing CIA documents (many had been destroyed) created the impression that Olson had then sunk into a severe depression before jumping not just out of, but directly through, his New York hotel room’s thirteenth-floor window, smashing its glass pane.

 

....Surprisingly, though, the most jarring and psychologically revealing interviews are not with Olson’s son, but with Hersh. More than forty years after Hersh broke the story, Eric Olson confronted him in 2016 (the year before Morris made the documentary) with fresh evidence, including a new autopsy report that, he claimed, demonstrated the suicide story was false; it was a murder. Eric also insisted that Hersh had been taken in, by the CIA, that he had “swallowed the cover story” about LSD, when, in fact, his father was silenced because of his involvement in Project ARTICHOKE and in bioweapons research, about which he had loudly expressed serious moral qualms. After initially dismissing Olson’s theory, Hersh went back to a CIA source, someone he describes as a trusted friend, to investigate further.

....To date, the Senate’s Church Committee reports and the White House’s Rockefeller Commission report on the US intelligence agencies have been by far the most comprehensive studies holding these agencies to account that have yet been made public; they came out now more than forty years ago. The House Committee that investigated the same affairs, chaired by the Long Island Democrat Otis Pike, didn’t release its report because of congressional opposition. The published reports contained lurid and shocking information, including CIA drug experiments and assassination plots, FBI harassment of dissidents, the deliberate incitement of violence (including murder) in the black community, and the manipulation of elections in democratic countries. These were dark times for the agencies. The story of Frank Olson’s supposedly LSD-induced suicide was one of the episodes that dominated coverage, shedding light on the sinister mind-control program, which captured the public imagination. But if Wormwood’s claims are true, this public reckoning was itself tainted by lies, elaborately concocted cover stories, and forged documents.

 

The forces that had been set in motion after the war by the new Central Intelligence Agency (established in 1947) could not entirely be reined in. Nelson Rockefeller already had some experience of this independent momentum. He had been an early proponent of psychological operations, targeting Latin American populations that were subjected to Nazi propaganda during World War II. Serving under Eisenhower as Special Assistant to the President for Foreign Affairs, he tried to establish institutions for coordinating security policies—and this was broadly understood to mean psychological operations—from the White House, by creating boards that included representatives from the State Department, the Pentagon, and the CIA. But Rockefeller couldn’t secure the cooperation of either John Foster Dulles, then secretary of state, or Allen Dulles, the CIA director.

 

....Allen Dulles was unrestrained in his cultivation of behavioral science initiatives that would assist in the manipulation of individuals and societies. The dramatic term “brainwashing” became popular in describing this attempt to discover fundamental mechanisms through which human thought and behavior could be controlled. Many of America’s most distinguished behavioral scientists, who had served in the OSS (forerunner to the CIA) during the war, competing with the Nazis to develop techniques of manipulation, then transitioned seamlessly into this new cold war effort. (The Americans prosecuted Dachau’s doctors at Nuremberg—but not before they had plundered Dachau for the results of the Nazis’ studies on the use of mescaline and other drugs for mind control.)

 

 

In a 1949 study for the US Air Force, Yale’s Irving Janis claimed that the Soviets were using hypnosis, drugs, electroshock, and other means to extract false confessions. He thereby helped to lay out the program followed in the CIA’s mind-control research. This program was funded primarily via the Office of Naval Research and the National Science Foundation, and, under various pretexts, the most prominent social psychologists at America’s Ivy League universities experimented very freely with those methods.

 

....But mind-control research was not confined to the attempted manufacture of “Manchurian candidate” obedient spies and the spread of propaganda in Communist countries. The cold war, it was thought, could be won abroad through the capturing of hearts and minds, but it could equally be lost at home if the American people lacked commitment or resilience. There was a great deal of concern within the national security community that Americans were not as psychologically resilient as the Soviets and would therefore be less able to cope with the threat of a nuclear strike, or to absorb a first strike by the USSR. Janis authored an important RAND report on this topic, entitled Air War and Emotional Stress: Psychological Studies of Bombing and Civilian Defense, in which he used data collected from interviews conducted after air attacks during World War II in order to outline research proposals addressing “the problem of providing adequate psychological preparation for the American population so as to prevent inappropriate and disruptive behavior.” The study of large-scale psychological manipulation was intended to find ways of producing conformity to norms of “appropriate” behavior during a thermonuclear war.

 

The precise extent to which active deception was necessary to acclimate the American public to the horrifying absurdities of the cold war is still unknown. In Wormwood, we are told that Frank Olson came to believe that the American public was being elaborately deceived about the US use of biological weapons in the Korean War. Morris shows footage of articulate but apparently “brainwashed” prisoners making “false confessions” to using germ warfare.

 

....We do know that the cold war bequeathed a branch of behavioral science built around the desire to discover universal psychological mechanisms through which human beings could be manipulated. The most famous experiments of mind-control research from the era are the shock experiments conducted by Stanley Milgram at Yale in 1961–1962. (Peter Sarsgaard, as it happens, played Milgram in a 2015 movie about these tests called Experimenter.) Milgram led his subjects to believe that they were administering electric shocks to a man in an adjacent room whenever he got an answer wrong on a quiz, but the man apparently screaming in pain was a hired actor. In one study, 65 percent of the subjects were prepared to turn the shocks up to the maximum level, labeled “Danger. Severe Shock.” Both the Office of Naval Research and the National Science foundation were interested in funding this research into “action conformity” in which Milgram aimed to compel people to act “in violation of deeply rooted standards of behavior.” His research proposal claimed that he would shed light on the techniques used by “the red Chinese in trying to extract compliance from our troops in POW camps” (later, in the press, he would represent the experiments to the public as attempts to understand obedience to the Nazis).

 

In Experimenter, and in Milgram’s own films of the experiments, we can watch in horror and fascination as the duped subjects, anxious and perspiring, obey. Sarsgaard’s Milgram keeps a very straight face (Milgram himself confessed to being inspired in his experimental designs by the TV show Candid Camera), but we can smirk as we watch. The real secret Milgram hid, though, was that his work was intended to confer on America’s intelligence community superior knowledge of how to control people’s minds. He was part of a profession that claimed to know us better than we know ourselves.....

Adelaide Archbishop Philip Wilson has been put on notice that he could expect a jail term after he was found guilty on Tuesday of concealing historical child abuse allegations against another priest.

In a landmark decision that could have wide-reaching implications for other high-ranking clergy members, Magistrate Robert Stone found Archbishop Wilson had been told by a 15-year-old boy in 1976 that he had been indecently assaulted by notorious Hunter paedophile priest Father James Fletcher, but chose not to go to the authorities despite believing the allegations were true.

Las Vegas mogul Steve Wynn has been accused of a decades-long pattern of sexual harassment and abuse toward workers at his casinos, according to an investigation by The Wall Street Journal.

Dozens of current and former employees at Wynn’s gambling establishments told the Journal they had experienced or witnessed chronic abuse by the billionaire, who was named finance chairman for the Republican National Convention last year.

The allegations range from lewd comments and inappropriate touching to soliciting sex acts from women who worked as manicurists and massage therapists at Wynn’s Las Vegas casinos.

One former employee at Wynn Las Vegas said the mogul pressured her into having unwanted sex with him after she gave him a manicure in 2005. Wynn later agreed to pay the woman a $7.5 million settlement after she filed a report.

“The idea that I ever assaulted any woman is preposterous,” Wynn said in a statement shared with HuffPost. “We find ourselves in a world where people can make allegations, regardless of the truth, and a person is left with the choice of weathering insulting publicity or engaging in multi-year lawsuits. It is deplorable for anyone to find themselves in this situation.”....

Current and former employees who spoke with the Journal said they were nervous about coming forward due to Wynn’s influence in the casino industry. Wynn is worth over $3.5 billion, by Forbes’ estimate. He owns two sprawling Las Vegas casinos ― the Wynn and Encore resorts ― as well as two other complexes in Macau. Another $2.4 billion Wynn casino is in construction in the Boston area.

His power and influence, like those of other prominent men who have been accused of recurrent sexual abuse, may have led him to feel invincible in his own domain.

Current and former employees told the Journal that Wynn would frequently walk around in short shorts with no underwear, exposing his genitals when he sat to receive a pedicure. He would proposition female employees in his private office and even allegedly asked a former executive to get him the phone numbers of casino cocktail waitresses.

“Everybody was petrified,” said Jorgen Nielsen, a former artistic director at the resort’s on-site salon, who told the Journal that female employees would hide in bathrooms and back closets when they heard Wynn was approaching....

Truman published a National Security Committee paper that essentially legitimised the doctrine of "plausible deniability" for the CIA, specifying its role in covert operations with effect that "any US government responsibility for them is not evident to unauthorised persons and that if uncovered the US government can plausibly disclaim any responsibility for them". This gave the CIA (and any other parties involved in such covert operations) broad licence to deceive Americans.

Social psychologists also studied mind control on a societal scale. Propaganda researchers naturally continued to receive lavish CIA funding afterwards.

Hadley Cantril's Institute for International Social Research at Princeton, for example, received at least $US1 million from the CIA via the Rockefeller Foundation (Cantril's reports on the social psychology of the Soviets were sent directly to Eisenhower).

Harvard's Herbert Kelman described his work as part of a social-psychological effort to develop "general principles of social influence and socially induced behaviour change", inspired, in his own case, by Chinese Communist methods of "thought reform".....

Morris shows footage of articulate but apparently "brainwashed" prisoners making "false confessions" to using germ warfare. Eric Olson feels certain that his father, who had worked in the bioweapons program at Camp Detrick, discovered that these weapons actually were being used in Korea and that this discovery instigated his outspoken dissent.

In his view, the CIA claims of brainwashing were part of a cover story invented to discredit what were, in fact, true confessions. No evidence has been found that the American prisoners of war were subjected to any special methods of psychological manipulation, such as hypnosis, drugs, or shocks.

Equally, though, no evidence that is not circumstantial has been found to corroborate the Korean claims about air-drops of infected insects used to spread deadly pathogens.

Behavioural science

We do know that the cold war bequeathed a branch of behavioural science built around the desire to discover universal psychological mechanisms through which human beings could be manipulated.

The most famous experiments of mind-control research from the era are the shock experiments conducted by Stanley Milgram at Yale in 1961-1962. (Peter Sarsgaard, as it happens, played Milgram in a 2015 movie about these tests called Experimenter.)

Milgram led his subjects to believe that they were administering electric shocks to a man in an adjacent room whenever he got an answer wrong on a quiz, but the man apparently screaming in pain was a hired actor.

In one study, 65 per cent of the subjects were prepared to turn the shocks up to the maximum level, labelled "Danger. Severe Shock". Both the Office of Naval Research and the National Science foundation were interested in funding this research into "action conformity" in which Milgram aimed to compel people to act "in violation of deeply rooted standards of behaviour"....

When Charles Manson was a prison inmate, he got introduced to Scientology by fellow prisoners, and his ability to psych out people was intensified so that he could zero in on their weaknesses and fears. In 1967, he was released and went to the Scientology Center in San Francisco. A friend who accompanied him there told me, “Charlie said to them, 'I'm Clear – what do I do now?'”

But they expected him to sweep the floor – shit, he had done that in jail. However, in Los Angeles, he went to the Scientology Celebrity Center. Now this was more like it – there he could mingle with the elite. I was able to obtain a copy of the original log entry: “7/31/68, new name, Charlie Manson, Devt. No address. In for processing = Ethics = Type III.” The receptionist – who, by Type III, meant “psychotic” – sent him to the Ethics office but he never showed up.

At the Spahn Ranch, Manson combined his version of Scientology auditing with post-hypnotic techniques he had learned in prison, with geographical isolation and subliminal motivation, with sing-along sessions and encounter games, with LSD and mescaline, with transactional analysis and brainwashing rituals, with verbal probing and sexual longevity that he had practiced upon himself for all those years in the privacy of his cell. He was also raped by fellow inmates.

Ultimately, in August 1969, he sent his well-programmed “family” off to slay actress Sharon Tate, some friends, and her unborn baby. Tate's husband, film director Roman Polanski, was in London at the time. A few months later, when the family members were captured and charged with homicides, Manson was portrayed by the media as a hippie cult leader, and the counterculture became a dangerous enemy. Hitchhikers were shunned. Communes were raided. In the public's mind, flower children had grown poisonous thorns. But Manson was never really a hippie.

He had grown up behind bars. His real family included con artists, pimps, drug dealers, thieves, muggers, rapists, and murderers. He had known only power relationships in an army of control junkies....

The headline-grabbing story seemed sinister enough until a decades-long investigation revealed that the actual truth behind his death might be something much more nefarious: a government-order execution to get rid of a political liability.

Peter Sarsgaard brings the last days of Olson’s life to light in the new Errol Morris miniseries Wormwood, a 258-minute odyssey that is one part detective story and one part a history of government deception. I don’t have paranoia of the government because I know that it’s up to no good a lot of the time. They advertise it now; they don’t hide it. So at least my paranoia is gone. I’ve never trusted completely any government; I don’t think you are supposed to. Like at a certain point you are supposed to see your parents as people, not as mom and dad and be able to deal with them as people. I think a lot of people treat the government as parents that they aren’t allowed to criticize in any way....

What’s the solution?
I think education. I actually think that real autonomous education, free from any government input is what helps....

Frank Olson's sons claimed that the CIA murdered their father by pushing him from a 13th-story window of a New York hotel – and that he didn't jump to his death, as the agency contends.

But Judge James Boasberg cited the statute of limitations and a prior settlement agreement, among other things, in dismissing the suit Wednesday.

ANNE Hamilton-Byrne, the former head of the Family cult, has made a secret out-of-court settlement with one of her alleged victims, who claimed he was routinely injected with LSD at her behest.  Ms Hamilton-Bryne, who bleached the hair of children in the sect, and kept them hidden from the world, agreed to the settlement on Monday.

Supreme Court documents show at least five former cult members in the past four years have sued the self-appointed mystic for treatment they claimed to have suffered at her hands or under her direction.

It is believed Ms Hamilton-Byrne, who has dementia that her lawyers say renders her unable to remember the past, has settled at least two other actions and paid an undisclosed amount to shut down the legal actions....

In this week's settlement, Robert Rosanove, now aged 59, claimed he was regularly abused between 1961 and 1974, when he was raised as a member of the Family in a range of locations in Victoria, including Ferny Creek.

Mr Rosanove's statement of claim accuses Ms Hamilton-Byrne or her followers of subjecting him to abuse, including:

FORCIBLY administering psychoactive and hallucinogenic drugs, including LSD.
FALSELY "imprisoning" and "brainwashing" him.
FORCING him to take medications not legally prescribed and involuntary admissions to psychiatric institutions.
DEPRIVING him of "normal social interaction with other children and adults".

Mr Rosanove said he suffers bipolar disorder, post-traumatic stress, severe depression, anxiety and sleep problems as a result of the alleged abuse....

Ms Hamilton-Byrne, through her litigation guardian, denied the abuse claims.
In her defence statement, Ms Hamilton-Byrne argued the courts should not allow Mr Rosanove's law suit to continue because it was too long ago.

The Family's Lake Eildon property was raided by the federal police and child welfare officers in 1987 when six children were removed and authorities identified 14 children who had been raised by the cult. In 1993, Anne and husband Bill Hamilton-Byrne were arrested by the FBI in the Catskill Mountains, New York, and extradited to Melbourne.

CIA employees murdered military scientist Frank Olson in 1953 after he raised concerns about testing chemical and biological weapons on human subjects without their consent, according to a lawsuit brought by his two sons.

Eric and Nils Olson, in a complaint filed Wednesday against the United States in Washington, said the agency has covered up the cause of their father’s death for 59 years. Frank Olson, who the CIA admitted was given LSD a few days before his death, didn’t jump from a 13th-floor window of the Statler Hotel in New York City, but rather was pushed, they claim.

Assassination manual

“The circumstances surrounding the death mirrored those detailed in an assassination manual that, upon information and belief, the CIA had drafted that same year,” Scott Gilbert, a lawyer for the Olsons, wrote in the complaint.

Olson’s family has tried to piece together how Frank Olson died and the circumstances surrounding his death ever since a 1975 government report on CIA activities in the U.S. said that he committed suicide after being given LSD without his knowledge.

The family’s lawsuit includes one claim of negligent supervision by the agency and requests that damages be decided at trial.

CIA spokesman Preston Golson said in an emailed statement that the agency doesn’t comment on pending court cases. He said that the agency’s covert behavioral research program known as MK-ULTRA was investigated in 1975 by the Rockefeller Commission and the Church Committee, and in 1977 by the Senate Select Committee on Intelligence and the Senate Subcommittee on Health and Scientific Research.

“Without commenting on this specific legal matter, CIA activities related to MK-ULTRA have been thoroughly investigated over the years, and the agency cooperated with each of those investigations,” Golson said. “In addition, tens of thousands of pages related to the program have been declassified and released to the public.”

Olson’s sons said in the suit they have asked repeatedly “to be told the truth” about their father’s death and “each time, the government has responded with falsehoods.”....

U.S. Senators Amy Klobuchar and Al Franken and Representatives Tim Walz and Betty McCollum today introduced bipartisan legislation to help train child protection professionals to detect and prevent child abuse. The bill would create regional training centers - including the National Child Protection Training Center in Winona, MN - that would create new curricula for undergraduates and graduates in fields where they will most likely be involved in identifying and reporting cases of abuse. The legislation also increases coordination between federal, state and local officials in creating best practices for the training of child protection professionals. Senator Klobuchar authored the legislation in the Senate and Representative Walz introduced companion legislation in the House of Representatives....

According to the U.S. Department of Health & Human Services, an estimated 695,000 children were victims of child abuse in 2010. Yet studies indicate that those in the best position to identify and respond to child abuse - such as teachers, doctors, and prosecutors - are often not adequately trained to do so. For example, a 2001 survey of teachers found that 74% received minimal training on child abuse while earning their degrees and 58% had minimal training on the job....

This action chronicles a chilling tale of human experimentation, covert military operations, and heretofore unchecked abuses of power by our own government. Ironically, one of the main facilitating events for this debacle was action by a court. In 1950, during the height of
the Cold War, the U.S. Supreme Court issued its decision in Feres v. United States, 340 U.S. 135 (1950) (hereafter, “Feres”), which in effect ruled that the government is immune from damages claims brought by Armed Forces personnel arising from DEFENDANTS’ own torts.

The Supreme Court’s decision to absolve DEFENDANTS of legal responsibility for damages caused by the tortious acts committed by the government upon our nation’s military personnel quickly led DEFENDANTS to undertake an expansive, multi-faceted program of secret experimentation on human subjects, diverting our own troops from military assignments for use as test subjects. In virtually all cases, troops served in the same capacity as laboratory rats or guinea pigs.

DEFENDANTS were able to capitalize on the inherently coercive relationship of a soldier’s commanding officers to their soldiers, as military orders can be enforced by a strong set of formal and informal sanctions or punishment.

In 1942, the War Department — the present day Department of Defense (“DOD”) — authorized the first experiment on military personnel which used mustard gas, and various additional experiments were conducted during and following World War II. Beginning in the early 1950s, the human experiment program was greatly expanded, as the Central Intelligence Agency (“CIA”) and United States Army planned, organized and executed an extensive series of experiments involving potential chemical and biological weapons.

The CIA also sponsored human drug experimentation by the Federal Bureau of Narcotics (“FBN”), now the Drug Enforcement Administration (“DEA”). This vast program of human experimentation — shrouded in secrecy — was centered at the Army’s compounds at Edgewood Arsenal and Fort Detrick, Maryland. The human experimentation was conducted without the informed consent of
its subjects and in direct contravention of applicable legal standards and principles of international law.

Representatives of DEFENDANTS had also, on many occasions, promised the test participants (“volunteers”) that they would receive medals for volunteering, as well as health
care, but they instead abandoned Plaintiffs and the other participants, hiding behind the insulating walls of government bureaucracies and security classifications. Indeed, DEFENDANTS actively concealed the existence of the human experimentation tests and the test results from the outside world, and destroyed most of the documentation of the tests once their existence began to leak....

DEFENDANTS used at least 7,800 armed services personnel in the experimentation program at the Edgewood Arsenal alone....

The experiments involving human subjects were one of the key beneficiaries of the recruitment of over 1,500 scientists and technicians from Nazi Germany in “Project Paperclip,” some of whom played a pivotal role in, e.g., the testing of psychochemicals and development of a new truth serum. Over half of these recruits had been members of the SS or Nazi Party. The “Paperclip” name was chosen because so many of the employment applications were clipped to
immigration papers....

That study identified numerous contracts from 1958 to 1965 between DEFENDANTS and outside research institutions, including multiple contracts (for tens of thousands of dollars) with the University of California, the Regents of the University of California, and with Stanford Research Institute, which was founded in 1946 by the trustees of Stanford University in Palo Alto, California....

Yet, despite the CIA’s repeated representations over multiple decades that they could not find any living persons who participated in Edgewood experiments and others, the CIA had in fact secretly obtained a “large data base” from Edgewood Arsenal in 1974, which contained the
names and personal information of all the “volunteers.” Currently, at a point in time 35 years later, the DOD claims to be still working to compile a registry of participants and does not expect to complete work until 2011....

The vast majority of Edgewood participants have never received any notice from DEFENDANTS and at most a small handful have ever received any health care or compensation from DEFENDANTS associated with their participation in the MKULTRA experiments....

On or around April 13, 1953, CIA Director Allen Dulles approved Helms’s proposal and a covert CIA mind-control and chemical interrogation research program known as “MKULTRA” was created. (Memorandum from Allen Dulles, Dir. of Cent. Intelligence, to Deputy Dir. of Admin. (Apr. 13, 1953); see Exh. B at B-038-B-039; see also Exh. B at B-040.)

“Through the course of MKULTRA, CIA sponsored numerous experiments on unwitting humans.” (The Advisory Committee on Human Radiation Experiments (ACHRE), Interim Report of ACHRE (Oct. 21, 1994) at App. E.) MKULTRA testing was conducted at Edgewood Arsenal together with other sites such as Fort McClellan, Alabama, Fort Benning, Georgia, and Fort Bragg, North Carolina. The CIA also contracted with Fort Detrick, which conducted a series of experiments using human subjects, one of which was known as “Project White Coat.”

116. The MKULTRA projects were under the control of the Chemical Division, within the Technical Services Division of the CIA. Beginning in 1951, Dr. Sidney Gottlieb became the director of the Chemical Division. During testimony he gave to Congress in 1977, Dr. Gottlieb claimed that the creation of MKULTRA was inspired by reports of mind-control work in the Soviet Union and China. He stated that the mission was “to investigate whether and how it was possible to modify an individual’s behavior by covert means.” (Human Drug Testing by the CIA, 1977: Hearings on S. 1893 Before the Subcomm. on Health and Scientific Research of the S. MKULTRA, the “funding vehicle,” soon established over 149 subprojects that involved experiments using drugs on human behavior, lie detectors, hypnosis, and electric shock. The CIA also enlisted the cooperation of over 44 colleges and universities, 15 research foundations, 12 clinics or hospitals, and 3 prisons. The CIA established front organizations to channel funds to institutions conducting or assisting in the experiments using benign, descriptive names such as the “Society for the Investigation of Human Ecology.”....

The CIA also financed studies by Dr. D. Ewen Cameron at the Department of Psychiatry, McGill University, in the 1950s, which explored methods to erase memory and rewrite the psyche, using patients being treated for conditions such as post-partum depression, marital problems, and anxiety.

Dr. Cameron used a combination of intense electro-shocks,
sensory deprivation, isolation, drugs such as LSD and insulin (to induce extended sleep). Eventually, the subjects regressed to a vegetative, pre-verbal or infantile state. Once this “depatterning” had occurred, Dr. Cameron forced patients to listen to repetitive pre-recorded messages that contained principles intended to guide future behavior such as, “You are a good mother,” which he referred to as “psychic driving.” Most of Dr. Cameron’s patients emerged
from his therapies with more serious symptoms and problems, including memory loss, hallucinations, intense anxiety, and loss of touch with reality....

The final step in the “research and development sequence” was to “deliver[] MKULTRA materials into the MKDELTA control system governing their employment in clandestine operations.” (Exh. B at B-015.) “The final stage of covert testing of materials on unwitting subjects is clearly the most sensitive aspect of MKULTRA.” (Exh. B at B-016.)
“Present practice is to maintain no records of the planning and approval of test programs.” (Exh. B at B-016.)....

Under MKULTRA and its progeny, at least 1,000 “volunteers” were given up to 20 doses of LSD to test the drug as an interrogation weapon, even though the tests were known by Edgewood scientists to result in serious physical and psychological problems....

Some of the experiments at Edgewood and other sites were designed to replicate some of those that were conducted by Nazi doctors in concentration camps. American psychiatrist Paul Hoch’s experiments on mental patients in New York, where he was working on Edgewood projects supervised by DEFENDANTS and as a CIA consultant, killed one patient with a mescaline injection (Harold Blauer) and seriously injured another. As the federal judge concluded in a case brought by Mr. Blauer’s daughter, “the real reason Blauer died was not medical incompetence in the administration of a therapeutic or diagnostic drug, but the fact that he was used as a human guinea pig.” Barrett v. United States, 660 F. Supp. 1291, 1308 (S.D.N.Y. 1987). MKULTRA’s experiments also resulted in the death of Frank Olson, an Army scientist who mysteriously fell out of a hotel window after members of the CIA secretly slipped LSD into his drink....

Documents from the CIA’s “Family Jewels” declassified file establish that drugs that had been rejected by private manufacturers were tested on soldiers at Edgewood....

DEFENDANTS changed the program name from MKULTRA to MKSEARCH after release of the CIA IG’s 1963 Report, which was highly critical of MKULTRA;

b. the OFTEN and CHICKWIT projects, jointly conducted by the Army and CIA at the Edgewood Arsenal, but also funded by the CIA, which involved the collection of information about foreign pharmaceuticals and experiments with human subjects;

c. the BLUEBIRD and ARTICHOKE projects, where DEFENDANTS researched hypnosis, drugs such as sodium pentothal, the stimulant Desoxyn (methamphetamine), and bulbocapnine (an alkaloid), which facilitate recovery of information under hypnosis, and other substances that might aid in the interrogation of prisoners of war and defectors;

d. the MKDELTA project, a mind control research and development program devised by DEFENDANTS that concentrated upon the use of biochemicals in clandestine operations;

e. the MKNAOMI project, a successor to MKDELTA, which focused on the research, testing, manufacture and means of diffusion or distribution of lethal and non-lethal
biological agents and materials;

f. the CHATTER project, which focused on the development and use of truth serum and other interrogation drugs such as anabasis, aphylla, scopolamine, and mescaline; and g. a series of related or follow-on projects with code names including “PANDORA,” “SPELLBINDER,” “MONARCH,” “SLEEPING BEAUTY,” as well as others....

The MKULTRA and MKSEARCH project sponsors operated “safe houses” in New York City and San Francisco, where drugs were surreptitiously administered to human subjects lured to the site by prostitutes, and the effects were witnessed and/or recorded on film as part of Subprojects 3, 16, 42, 132, and 149....

DEFENDANTS formally launched Sub-Project 119 in 1960, the purpose of which was to research, study, and interpret “bioelectric signals from the human organism, and activation of human behavior by remote means.” (Memorandum for the Record re MKLUTRA Subproject 119 from Technical Servs. Div., Research Branch, CIA (Aug. 17, 1960).)....

150. Dr. Jose Delgado began to research the use of pain and pleasure for mind control during WWII. Later, as Director of Neuropsychiatry at Yale University Medical School, he refined the design of his “transdermal stimulator,” a computer controlled, remote neurologic transceiver and aversion stimulator.

Dr. Delgado was especially interested in Electronic Stimulation of the Brain. Dr. Delgado discovered that he could wield enormous power over his subject by implanting a small probe into the brain. Using a device he called the “stimoceiver,” which operated by FM radio waves, he was able to electrically orchestrate a wide range of human emotions, including rage, pleasant sensations, elation, deep thoughtful concentration, odd feelings, super relaxation (an essential precursor for deep hypnosis), colored visions or hallucinations, lust, fatigue and various other responses.

Dr. Delgado researched and perfected many of his devices under the auspices of MKULTRA Sub-Project 95, in which he was joined by

Dr. Louis Jolyon West, who had mastered a technology called “RHIC-EDOM.” RHIC means “Radio Hypnotic Intracerebral Control,” and EDOM means “Electronic Dissolution of Memory.”

These implants could be stimulated to induce a post-hypnotic state. EDOM involves the creation of “Missing Time” or the loss of memory....

....In a series of field trials in 1958, volunteers at Fort Bragg, N. C., were assigned a variety of team missions to be carried out after the ingescion of 150 jig/man of LSD25. These tasks included reporting of meteorological information, fire direction control, artillery control surveying, and antiaircraft tracking, In these cases, the dose given resulted in loss of effectiveness sufficient to constitute failure in the mission, as judged by XVIII Airborne Corps evaluation teams.
