What do we know about politicians and child abuse at Westminster?
A number of allegations have been made. So far the only politician to have been implicated is the Liberal MP Cyril Smith, who died in 2010, but other unnamed politicians were also alleged to have been involved in a Westminster paedophile ring. Smith is alleged to have abused boys at Knowl View residential school in Rochdale and at Elm Guest House, in Barnes in south-west London, in the 1970s and 80s. Greater Manchester police are investigating allegations of abuse by Smith at Knowl View, where Smith was a governor. Other MPs were said to have attended the Elm Guest House. After claims made by the Labour MP Tom Watson in 2012, the Metropolitan police launched Operation Fairbank into child abuse at the guesthouse. Watson said there was “clear intelligence suggesting a powerful paedophile network linked to parliament and No 10”.
A dossier of evidence of an alleged paedophile ring, involving several MPs, including Smith, and other public figures, was handed to the Home Office in 1983, by the Conservative MP Geoffrey Dickens, who died in 1995. The 40-page dossier has since been destroyed or lost, according to a Home Office review. The Crown Prosecution Service has conceded that Smith should have been prosecuted after rejecting claims against him in 1970, 1998 and 1999.
What happened at Elm Guest House?
At least three MPs were reported to have been questioned in 1982 after a police raid on the guesthouse. It was reported at the time that it was being used as a brothel where children as young as 10 were abused. Two children living in the house were taken into care. The guesthouse was reported to have been used as a brothel for two years before it was raided. Officers found whips, chains and ropes. “They catered for every kind of perversion,” an officer told the News of World at the time. The owners of Elm Guest House, Haroon and Carol Kasir, were subsequently convicted of running a brothel....

....Sasha Wass QC, has been brought in after a review of child safety on St Helena and Ascension – two tiny and remote islands in the South Atlantic with a combined population of some 5,500 – revealed that a number of paedophiles had escaped prosecution amid claims of police incompetence and corruption.
The Foreign Secretary, Philip Hammond, said yesterday that Ms Wass would travel to the island to investigate a series of claims by whistleblowers against senior police, some brought over from Britain to run the tiny force.
Social workers said they raised concerns about a paedophile officer but were snubbed and told not to rock the boat and “enjoy the view” on St Helena, famous as the island prison of Napoleon.
The announcement by Mr Hammond came a week before the start of what could be a protracted employment tribunal starting in London brought by two of the whistleblowers who say they were hounded off the island. One of them had her home searched by police and was threatened with prosecution for perjury.
They have said that entrenched abuse on the island was worse than the scandal on Pitcairn, another isolated and tiny British territory, where six men jailed for child sex abuse in 2004.
....Experts from the child protection charity, the Lucy Faithfull Foundation, said in a report there had been a “malaise” in the upper ranks of the police force. It criticised its handling of child sex abuse allegations and highlighted how victims were often castigated when coming forward to make claims. It said there were “a number of ‘serial’ offenders, a number of ‘serial’ victims, and a number of women whose children were very much at risk of repeat victimisation.”

Police investigating historical child abuse in Rochdale say more than 40 men have said they were victims of the former MP Cyril Smith or other men.
Greater Manchester Police (GMP) said 24 men have alleged they were sexually and physically abused at Knowl View school in Rochdale between 1960 and 1987.
Twenty of those have said they were abused by Smith, who died in 2010.
At least one victim has told detectives he was raped by the man who was Liberal MP for Rochdale from 1972 to 1992.
Police said they had interviewed 21 men aged between 35 and 80 under caution for a variety of offences but there were still a number of other suspects to be traced and interviewed.
A separate investigation is focusing on Smith, who is alleged to have preyed on youngsters both at Knowl View, where five complainants have come forward, and another school in Rochdale for "difficult children", Cambridge House, from where 10 complainants have spoken to police.
Another five have said they were abused by Smith at various other locations, all in the Greater Manchester area....

Two children from one family were sexually abused in separate paedophile scandals in Rochdale the BBC has found.
A boy was sexually assaulted at Knowl View School and a decade later his sister was groomed for sex by a gang of Asian men in the town.
Their mother only learned from the BBC that her son, who died recently, had been a victim.
She said she did not think it was a coincidence that both abuse scandals happened in the same town.
BBC Radio 4's File on 4 programme discovered the link while investigating Knowl View, a school for boys with special educational needs.
The former Rochdale MP Cyril Smith sexually assaulted young boys at the residential school.
The programme was shown a list of children who were at Knowl View during the 1990s....
Failure to end abuse
In the early 1990s, three official reports were written about sexual abuse at the school but they were not made public.
Greater Manchester Police is investigating whether there was a criminal cover-up.
Current MP for Rochdale Simon Danczuk is now questioning whether the failure to end the abuse at Knowl View led to a climate in which the subsequent child sex ring in Rochdale was allowed to emerge.
"I've often wondered whether there's a connection between the two and whether the culture was influenced by the fact that Smith's abuse had been ignored by people in the town and whether that impacted on the Rochdale grooming scandal.
"Knowl View links the historic to the recent is the point I'm making... it's a continuum of abuse by individuals, but also by groups because Knowl View is about groups of abusers coming together just like the grooming gangs that have been involved with the girls."....

A VICTIM of Jimmy Savile’s satanic abuse told yesterday of her sheer terror as she was tied to an altar and raped by the depraved star during a black mass.
The girl, who we will call Paula Bennett to protect her true identity, was just 13 at the time of the sickening attack in 1975.
Now aged 50, Paula still suffers horrific flashbacks and cannot sleep properly. She decided to come forward after we revealed last week how Savile raped two women during satanic ceremonies in the Seventies and Eighties.
Recalling her torment, Paula described how Savile was sitting on a throne wearing a mask and robes, clutching a trademark cigar....
Speaking at an address in North London, Paula said: “I was brought in to a dark cellar and made to stand in front of three men in a circle, with the man in the middle sitting on a throne-like chair in a bright gown with a cigar in his mouth. A man stood on either side in blue cloaks and masks....
Paula was too traumatised to tell the police. However, she spoke to the Sunday Express after we revealed how Savile raped a 12-year-old girl at a satanic ceremony at Stoke Mandeville Hospital, Buckinghamshire, in 1975 and a 21-year-old woman at a house in central London five years later.
She also took comfort from and praised the courage of the 450 victims who came forward as part of the Metropolitan Police’s Operation Yewtree to say they too were abused by Savile.
Paula said: “To speak of it after all those years feels like a great weight has been lifted off me at long last. There are many people all around the world who know exactly what men like Savile are capable of and the time has come to bring these atrocities of sheer evil and depravation to light.”

Victim Michael Roberts, 40, today bravely puts aside his right to anonymity to tell for the first time how he was only six when he was sexually abused by 29-stone politician Smith.
And shockingly he has revealed his devil-worshipping stepdad Michael Horgan organised the horrendous ordeal. Horgan made a deal with the man who went on to be knighted after years as a respected Member of Parliament.
Michael claims Smith, who was also a close pal of Jimmy Savile, told him he had been “a naughty boy” before forcing him to take part in a perverted spanking and groping ritual.
Horgan, who has also used the name Shaun O’Donnell, became known as the High Priest of Satan....
He was jailed for 10 years and placed on the sex offenders’ register after he was found guilty of six sex abuse charges in 1992. Smith died in 2010 aged 82.
The twisted pair are believed to have bonded initially over their mutual love for Elvis Presley before finding they also shared a sexual interest in children.
Abusing the young and vulnerable became an obsession.
Horgan organised a series of satanic-themed orgies for like-minded paedos....
Never married, Smith’s later years were dogged by rumours about his sexuality and allegations of child abuse.
According to police records, prosecutors were given evidence about him in 1970, 1998 and 1999 but charges were never brought.
He was finally exposed as a paedophile in November last year. The Crown Prosecution Service admitted he should have been charged....
