Officials probe ‘Satanic’ animal sacrifices on Long Island

The Suffolk County SPCA is probing whether a satanic cult has been beheading goats and chickens on Long Island for the past two years.

Officials also believe the recent torture of a 7-month-old pit bull found hanging from a tree last month may be part of a gang initiation rite.

“Animal abuse is widespread. We’ve found them in all areas of the county,” Suffolk County SPCA Chief Roy Gross told The Post.

Suffolk County SPCA Capt. Paul Llobel said several incidents “may be tied to religious and satanic ritual. There’s a lot going on here right now....

The Suffolk SPCA held a training class on ritualistic animal sacrifice and the occult at the county Police Academy last August.

Representatives from Long Island law enforcement heard guest speaker Marcos Quinones, author of “The Goddess of Death: La Santa Muerte and Satan: An Intelligence Report” and a recognized cult expert with the FBI.

In July, the SPCA put out a call for “humane investigators” in the wake of the animal sacrifices....

Kenneth Clarke failed to act on warnings that Greville Janner and Cyril Smith had been accused of child sex abuse by several alleged victims, the Government’s official inquiry will be told.

As Justice Lowell Goddard holds her first preliminary hearing, a victims’ campaigner will claim that Mr Clarke, who was home secretary from 1992 to 1993, was sent details of a series of sex assaults by the MPs.

The allegations by Nigel O’Mara, a leading figure in the sex abuse survivors organisation WhiteFlowers, will add further weight to claims that information was overlooked by the authorities.

Lawyers for Mr O’Mara said they would challenge a decision by Justice Goddard not to award their client special “core participant” status in the inquiry, which grants the right to examine evidence and be represented in the hearings.

In a statement released ahead of the hearing, Mr O’Mara said: “In 1992 I co-founded Survivors UK, a helpline for survivors of male rape and sexual abuse.

“We received a series of calls from young men alleging that they had been sexually abused, while they were children in care, by Greville Janner MP and Cyril Smith MP.

“In 1992/93 I wrote, on behalf of Survivors UK, to the home secretary, Kenneth Clarke, informing him of the multiple allegations of sexual assault on children by Greville Janner MP and Cyril Smith MP.”

The allegations were made in calls to telephone counsellors at a hotline run by the charity by young men who said they had been abused while living in children’s homes.

“I asked the home secretary to investigate these allegations of sexual abuse of children by these powerful men. No response was received,” said Mr O’Mara.

“A key issue with Greville Janner and Cyril Smith is how they were able to go unchallenged and unprosecuted for so many years....

The probe into an alleged paedophile network at the heart of the British Establishment took an explosive turn last night with the revelation that Enoch Powell’s name has been passed to police.

The Mail on Sunday can reveal that the late Tory MP, one of the most prominent and divisive politicians of the 20th Century, has been named to Scotland Yard by the Bishop of Durham. The claims relate to ‘ritual satanic abuse’.

And in a further development to the sex-ring investigations, police are to be given access to secret files held on MPs in the House of Commons archives as they hunt for evidence on suspected abusers, including former Liberal MP Cyril Smith....

According to the Sierra Leone family support Unit, in 2012, the Western Area reported a total of 1,923 domestic violence cases while in 2013 the number rose to 2,073, the highest in the entire country and over 95% committed by husbands against their wives.

This excludes the provincial areas of the country that hosts the majority of the population. Meanwhile in 2014, a total of 11, 358 cases of child sexual abuse, domestic violence and rape against women and girls were recorded. Considering the fact that a good number of domestic violence cases is unreported, it displays a worrisome situation for Sierra Leone’s women....

Cyril Smith child abuse probe: Police officer threatened   19 March 2015

Claims a police officer was threatened with the Official Secrets Act over allegations of child sex abuse relating to Cyril Smith are to be investigated.

The Manchester Evening News has reported claims an officer was warned to keep quiet after he found the former Rochdale MP at a house with two boys.

Greater Manchester Police (GMP) said the unnamed former officer had not reported the claims to police.

But GMP said they would be examined as part of its alleged "cover-up" probe.

Twenty-three people have claimed they were abused by the Liberal MP, who died aged 82 in 2010....
Northamptonshire Police is also probing claims police released Smith after child pornography was found in the boot of his car on the M1 in the 1980s.

A cold case unit is to investigate claims police released MP Cyril Smith after images of child abuse were found in the boot of his car.

It is understood the Liberal MP, who died in 2010, was stopped on the M1 in Northamptonshire during the 1980s.

But he was released from police custody after making a telephone call to an unidentified third party in London, it has been claimed.

Northamptonshire Police is probing the circumstances around the arrest....

Despite being taken into the police station, the material said to have been found in his boot disappeared, Mr Danczuk said....

Boy’s ‘satanic’ rape: case postponed

Johannesburg - The case against a church pastor, two grandparents and an uncle of a 9-year-old boy who allegedly molested the child in a satanic ritual has been transferred to a regional court.

The child’s paternal grandparents, an uncle and the 54-year-old pastor were arrested last month after an SAPS Occult Related Crimes Unit investigation.

Police suspect the group brought the then 7-year-old to the Full Gospel Church of God in Witfield, Boksburg....

Lord Janner: Inquiry into 'limited' child abuse investigation   19 March 2015
Further inquiries are to be carried out into whether detectives were told to limit a child abuse investigation centred on the former MP Lord Janner.

A home belonging to the 86-year-old peer, who was a Labour MP in Leicester for 27 years, was searched in 2013.

Last year it was reported that in 1989 a detective sergeant was told not to arrest Mr Janner or search his home.

The Independent Police Complaints Commission has said more investigation is needed into the claims....

WASHINGTON (Thomson Reuters Foundation) - The United States violates human rights by treating sex-trafficked children as criminals and throwing them into jail, rights groups told an international commission on Monday.

Federal and international law requires that children in the commercial sex trade are treated as victims of trafficking, not as prostitutes.

But most U.S. states and localities fail to apply the law, the groups said at a hearing before the Inter-American Commission on Human Rights (IACHR), which reviews human rights abuses in the region....

"When girls are incarcerated for the experience of being propertied and serially raped, their ability to return to family, community and school is less likely, which only serves to tighten the traffickers' control," they said in prepared remarks.

Approximately 300,000 American children are at risk for commercial sexual exploitation and sex trafficking each year, with 13 to 14 being the average age a child is first forced into sexual acts, according to the Federal Bureau of Investigations.....

Horrified tourists have told of their shock and disgust after attending a devil-worshipping 'Black Mass' in Mexico.

They looked on as chicken and goats were sacrificed before their fresh blood was poured over participants who had pledged their souls to Satan.

At the twisted cult's annual 'Black Mass' in the Mexican state of Veracruz, people from across the world to seek change in their lives by taking part in devil worship.

Worshippers indulge in brutal animal sacrifice, dance before burning pentagrams and disappear into a subterranean cave where solemn oaths are sworn before a large statue of the devil and a committee of shamans....

In total, eight animals were sacrificed during the ritual.

Following the sacrifices, the shamans stood before a large burning pentagram and attempted to summon the devil through their chants, before descending with the new adherents of the black mass to an underground cave decorated with inverted crosses, animal carcasses and a large statue of Satan with an erect penis.

The eight shamans gathered round each individual penitent and swore oaths to the effect that their soul now belonged to Satan, and that if their promises to the devil were not upheld then their spirit would be forfeit.

The committee of shamans screamed 'Hail Lucifer!' following each new oath and prostrated themselves before the statue, over which the remaining blood from the sacrificial offerings had been poured....

London — A toxic mix of misuse of power and official silence has become Britain's shame as the country faces up to a growing web of evidence that the abuse of vulnerable children by powerful men was covered up for decades.

Several lawmakers said Tuesday that former detectives and intelligence officers should be guaranteed protection from prosecution if they speak out about child abuse by senior police, politicians, and other prominent people.

On Monday, the BBC's "Newsnight" program reported that an ex-detective had told it that a lawmaker, Cyril Smith, was arrested in the early 1980s as part of an investigation into child-sex parties, but was released hours later.

He said officers were ordered to hand over notebooks and video footage from their undercover operation, and were told they would be violating the Official Secrets Act if they revealed what had happened.

The BBC did not identify the former detective because of the legal threat hanging over him.

After Smith died in 2010, prosecutors revealed that in 1970 eight men had accused the Liberal lawmaker of abusing them as teens. The prosecutors said Smith was never charged, but should have been....

Australian Archbishop Charged With Concealing Child Abuse

A Roman Catholic archbishop in Australia was charged Tuesday with covering up for a pedophile priest during the 1970s.

Archbishop of Adelaide Philip Wilson said he was disappointed that New South Wales state police had decided to charge him with concealing a serious child sexual abuse offence. Wilson said he would fight the charge, which carries a potential two-year prison sentence.

The charge alleges the 64-year-old failed to report child sex abuse carried out by priest James Fletcher during the 1970s when they both served in the town of Maitland, north of Sydney.

Fletcher died in prison aged 65 in 2006, a year into an almost eight-year sentence for raping an altar boy between 1989 and 1991.

"The suggestion appears to be that I failed to bring to the attention of police a conversation I am alleged to have had in 1976, when I was a junior priest, that a now deceased priest had abused a child," Wilson said in a statement.

"From the time this was first brought to my attention last year, I have completely denied the allegation," he said....

An undercover police operation that gathered evidence of child abuse by Cyril Smith and other public figures was scrapped shortly after the MP was arrested, BBC Newsnight has been told.

The Liberal MP, who died in 2010, was held during a 1980s probe into alleged sex parties with teenage boys in south London, a source told the programme.

He was allegedly released within hours of being taken to a police station.

The Met is looking into the handling of historical child sex abuse cases.

The force would not comment on the details of the allegations about Smith put to them by Newsnight.

A spokesman said it was "investigating allegations that police officers acted inappropriately in relation to non-recent child abuse investigations" however, and asked for anyone with information to come forward.

'Secrets act' warning

Information has been passed to Newsnight by a former officer, who is familiar with the original investigation and its closure.

The order to scrap the probe, made after Smith and others had been arrested, came from a senior officer whom the undercover team had never met before, according to the source.

Officers were then ordered to hand over all their evidence - including notebooks and video footage - and were warned to keep quiet about the investigation or face prosecution under the Official Secrets Act, it is claimed.

Newsnight has been told the intelligence-led operation is believed to have started in 1981.

An undercover police operation that had evidence that a member of the security services and a prominent MP were involved in child abuse was scrapped by commanders shortly after investigating officers sought to make arrests, it has been claimed.

The BBC's Newsnight programme claims to have received information that Liberal MP Cyril Smith was detained in connection with an inquiry into sex parties involving teenage boys but was quickly released.

A former officer familiar with the investigation claimed that detectives were ordered to hand over all of their evidence and subsequently threatened with prosecution under the Official Secrets Act if they disclosed details of the episode, according to Newsnight.

A spokesman for the Metropolitan police declined to discuss the new claims but called on "anyone with information which they believe can assist such inquiries to pass it onto police for consideration".

Newsnight says it was informed of operation, believed to have begun in 1981, involving a team of undercover regional crime squad officers.

The squad believed that boys from care homes were being provided for sex parties.

Newsnight has been told that during a three month secret inquiry, officers gathered a substantial amount of evidence of men abusing boys aged around 14 years.

Evidence included photographs and video taken from inside a flat with a hidden camera that had been installed with the help of a caretaker.

Smith was then seized at a property in Streatham where he had been taking part in a sex party

with teenage boys, according to an account given to the BBC.

It is understood he was taken to the former Canon Row police station, opposite the House of Commons, but was released that night.

UK Police Watchdog to Investigate Westminster Child Abuse Cover-Up

The UK police watchdog has announced that it is investigating the Metropolitan Police following allegations that the force was involved in a cover-up over child abuse offenses alleged to have been carried out by members of the British establishment between 1970 and 2005.

The Independent Police Complaints Commission (IPCC) has launched the investigation after the Met referred themselves over 16 separate allegations - 14 of which are to be investigated, while two referrals of a similar nature are still being assessed. The IPCC will look into claims of corruption within the force and whether they purposefully ignored evidence and halted investigations due to the involvement of MPs and other members of the establishment.

This most recent development comes as a result of Operation Fairbank, first launched by Scotland Yard in 2012, to probe suggestions that high profile figures were involved in historic Westminster paedophile rings. Since then detectives have also opened up inquiries into the murder of three boys who it’s alleged were killed by those involved in such rings, claims which the superintendent overseeing the inquiry called “credible and true”, and have resulted in the police calling for witnesses as they have been unable to identify the victims and no bodies have been found.

Investigations have focused both on the Dolphin Square estate in Pimlico where one victim claims he, along with other young boys, were abused by several high-profile individuals after attending ‘parties’ there, and also on Elm Guest House in Barnes which was reportedly used as a brothel where children were abused. It’s alleged that Liberal Democrat MP Cyril Smith visited frequently in the 1970s and 80s.

Downing Street cynically tried to prevent the release of damaging files exposing the scale of the cover-up over paedophile MP Cyril Smith.

The Cabinet Office repeatedly blocked The Mail on Sunday’s attempts to see the bombshell documents – and caved in only after being threatened with High Court action.

After the shocking year-long fight, we can reveal the content of the papers, which expose just how much the Establishment knew about the late politician’s sexual and physical abuse of young boys.

Nick Clegg and David Cameron, both Ministers in the Cabinet Office, have been accused of ‘colluding’ in the latest cover-up of evidence that could expose VIP paedophile rings.

The secrecy row will also focus attention on Cabinet Secretary Sir Jeremy Heywood, who has become known as ‘Sir Cover-Up’ after blocking the release of dozens of messages exchanged by Tony Blair and George W Bush ahead of the Iraq war.
Following The Mail on Sunday’s victory, it can be revealed for the first time that:

- Margaret Thatcher was personally told that police had investigated claims that Smith indecently assaulted teenage boys in the 1960s.

After his death at the age of 82 in 2010, Clegg said he was ‘deeply saddened’ by the loss and said everyone in Rochdale knew him ‘as a friend’.

Former Prime Minister Margaret Thatcher was aware a Liberal MP was suspected of sexually abusing boys but “turned a blind eye” to it. She awarded a knighthood to Cyril Smith, secret documents, released after a yearlong fight for disclosure, reveal.

"There is no doubt about it now, from what we know, that she [Thatcher] turned a blind eye to people who were quite clearly pedophiles. That is absolutely clear,” said Labour MP Simon Danczuk, who exposed Cyril Smith’s abuse in Parliament.

Smith was investigated in 1970, 1988 and in 1999 on suspicion of "indecent assault against teenage boys" in the 1960s.

At the time, the authorities decided there was no reasonable prospect of conviction.

Later, Greater Manchester Police also admitted there had been “overwhelming evidence” Smith abused boys both physically and sexually.

This didn’t change Thatcher’s decision to knight Smith for his services as a counselor, mayor and MP in Rochdale, Lancashire....

The Government has been accused of trying to suppress a dossier of secret files which reveal that Margaret Thatcher knew about child sex abuse allegations against the MP Cyril Smith – before he was knighted.

The documents, only made public this week after an intervention from the Information Commissioner, include an undated letter marked “secret” warning Ms Thatcher that there was “the risk that such an award could give rise to adverse criticism”.

Smith, who died in 2010, served as the Liberal and later Liberal Democrat MP for Rochdale between 1972 and 1992. He was accused of abusing eight boys in the late 1960s and, though he was not prosecuted at the time, police say procedural changes mean he would be today.

The Cabinet Office last night denied a “cover-up” after releasing the 19-page file following repeated demands from the Mail on Sunday, and said the case was “sensitive and complex”.

Among the letters relating to the decision to knight Smith in 1988, the warning letter from Political Honours Scrutiny Committee member Lord Shackleton spelled out to Ms Thatcher that police had investigated Smith in 1970 for “indecent assault against teenage boys”.

It said that that the Director of Public Prosecutions (DPP) had decided “there was no reasonable prospect of conviction”....

Leon Brittan's death last week has reignited claims that the former home secretary was involved in the cover-up of a secret Westminster paedophile ring that operated in the 1970s and 1980s.

Days after Brittan's death, Labour MP Tom Watson said he spoke to several people who allege they were raped by the late politician. One male victim was a child when he was allegedly raped by Brittan.

"Many have urged me over the past two years to reveal allegations against Brittan using parliamentary privilege," Watson told the Mirror. "This allows MPs to say things that are not subject to libel laws. Some will ask why I’ve waited until his death to speak out. The reason is simple. I didn't want to prejudice any jury trial he might one day face."

Brittan's death also underlines how slowly and ineffectually the British police are moving in their investigation of the Westminster child-abuse ring. The prime suspects are literally dying. Former MP Cyril Smith — another accused child abuser — died in 2010. Peter Hayman, the former deputy director of MI6 who was convicted of gross indecency, died in 1992....

Brittan remains the subject of an investigation into the disappearance of a 40-page dossier naming eight senior civil servants and politicians who were allegedly involved in a secret paedophile ring.

In 1983, Brittan was handed a dossier written by conservative MP Geoffrey Dickens while serving as home secretary in Margaret Thatcher's government. Dickens died in 1995. In July last year, Brittan was surrounded by allegations that he failed to properly investigate the claims. Brittan maintained that he handled the documents correctly.

Gary Glitter broke down in tears as he explained to jurors why he had been in possession of child abuse images.

Sobbing uncontrollably, the 70-year-old said he had been in a bad place in his life, and was struggling financially, with alcohol and with drugs.

He issued a tearful apology to his fans, saying: "I lost my own dignity, and I am so sorry. I am very sorry."

Glitter, on trial under his real name Paul Gadd, denies 10 charges relating to three girls between 1975 and 1980.

In November 1997, when he went to pick up a Toshiba laptop he had handed to a PC World branch in Bristol, he was arrested, Southwark Crown Court in London heard.

The engineer who examined the machine had discovered images on it related to child abuse.

Mr Gadd subsequently admitted responsibility for a "large number" of images - depicting a full range of sexual activity taking place between men and very young children - being on his computer.

He was jailed for four months in 1999 for the collection of 4,000 images....

He is also charged with four counts of indecent assault on a fan in 1977 at hotels in Leicester and Birmingham when she was aged 12 and 13; plying the same girl with alcohol, and having unlawful sexual intercourse with her.

Epstein's legal brief, filed in U.S. District Court in Florida late Monday by attorneys Roy Black and Martin Weinberg, represents his first formal statements since explosive allegations emerged last month that he had forced a then-17-year-old girl to have sex with Britain's Prince Andrew and other powerful men....

Epstein, an enigmatic financier who has palatial homes in Florida, New York, New Mexico and the U.S. Virgin Islands, was the subject of wide-ranging state and federal investigations, beginning in 2005, looking into claims that he had illegal sexual contact with dozens of minor girls at his Palm Beach mansion and elsewhere. By mid-2007, he was facing a potential federal indictment for alleged sex crimes involving nearly three-dozen teenage girls. If charged and convicted, he could have faced 10 years to life in prison.

Instead, Epstein entered into the unusual and, at the time, confidential non-prosecution agreement with the federal government that resulted in him pleading guilty to two comparatively minor sex crimes in a Florida state court. "Epstein's code word for sexual encounters was that it was a 'massage,'" Roberts said in an affidavit filed in Florida federal court last week....

Alessi said he didn't know what happened behind closed doors in Palm Beach, but one of the massage rooms was full of sex toys.

While the feds have said that Epstein preyed on as many as 40 underaged girls, Alessi said he "didn't see that many young girls, you know, young underage girls at the house," except for two — Roberts and another woman identified only as N.

"She was still in high school," Alessi said....

Child Abuse And Neglect Laws Aren't Being Enforced, Report Finds

Laws intended to protect children from abuse and neglect are not being properly enforced, and the federal government is to blame. That's according to a study by the Children's Advocacy Institute at the University of San Diego School of Law, which says children are suffering as a result.

The numbers are grim. Almost 680,000 children in the United States were the victims of abuse and neglect in 2013. More than 1,500 of them died.

Federal officials say they're encouraged that the numbers are lower than they were in 2012. But children's advocates say abuse is so often not reported that it's impossible to know if there's really been a decline.

Islamic State jihadists have given detailed theological reasons justifying why they have taken thousands of women from the Iraqi Yazidi minority and sold them into sex slavery.

A new article in the Islamic State English-language online magazine Dabiq not only admits the practice but justifies it according to the theological rulings of early Islam.

"After capture, the Yazidi women and children were then divided according to the Sharia amongst the fighters of the Islamic State who participated," the article says.

It says there is a difference between women from Muslim sects the jihadists regard as heretical, who can be considered as "apostates", and the so-called mushrikin - polytheists and pagans.

"Their women could be enslaved, unlike female apostates."

The women were seized when the group swept across parts of northern Iraq in early August....

Deaf school group to honor Delavan man who helped expose priest abuse

Arthur Budzinski, a deaf man who helped expose one of the Archdiocese of Milwaukee's most notorious child sexual abusers, the late Father Lawrence Murphy, will be honored Saturday by the Wisconsin School for the Deaf Alumni Association....

Budzinski was among dozens of boys molested by Murphy as children at the archdiocese's St. John's School for the Deaf in St. Francis between 1950 and 1974. One church psychologist estimated Murphy may have molested as many as 200 deaf children before he died in 1998.

Budzinski was among a group of alumni who had been pushing the church since the 1970s to remove Murphy and confront its failure to protect children. Their work has been documented by the Milwaukee Journal Sentinel and New York Times and was featured in the 2012 Alex Gibney documentary, "Mea Maxima Culpa: Silence in the House of God."

He is among the 575 men and women who have filed sex abuse claims in the Archdiocese of Milwaukee bankruptcy alleging they were molested by priests and others connected to the church as children....

Wife axed in suspected ritual killing

The gruesome murder happened in Siabua village in Binga. Villagers who spoke to NewZimbabwe.com said they suspect Wonder Munsaka committed the crime for ritual purposes....

Chinese court sentences cult members to death

(CNN) - Two members of a banned Chinese doomsday cult were sentenced to death Saturday for the brutal murder of a woman in a McDonald's restaurant in May, Chinese state media reported.
     
Zhang Fan and Zhang Lidong were among five members of the Church of Almighty God, or "Quannengshen," tried on murder charges in August over the killing in Zhaoyuan, Shandong Province, the state-run Xinhua agency reported.

Three fellow cult members, Lyu Yingchun, Zhang Hang and Zhang Qiaolian, were sentenced to life, 10 and seven years in prison respectively for their roles in the attack. The four Zhangs were related, according to the report.

A court statement said the victim, a 37-year-old woman named Wu Shuoyan, was attacked after refusing to give her phone number to the group, who were allegedly attempting to recruit new members.

Zhang Fan and Lyu called her an "evil spirit,"....

Belonging to a tradition of heterodox, quasi-Christian Chinese religious movements, the cult was estimated as having between several hundred thousand and one million members, according to Emily Dunn, an Asian studies academic at the University of Melbourne who wrote her doctoral thesis on the group....

In a statement provided to CNN in June, Hong Kong-based members of the group responsible for its English-language website said it was "very natural" for the Chinese Communist Party to blame the group for the McDonald's death because the party slandered and then suppressed those that disagreed with it....

Ancient ritual of female child abuse must end, activists say

Africa can end female genital mutilation (FGM) in 20 years, activists said on Friday as they launched a continent-wide campaign, calling the ancient ritual a form of child abuse aimed at controlling women's sexuality.

NAIROBI (Thomson Reuters Foundation) - FGM, a practice involving the partial or total removal of the external female genitalia, can cause hemorrhage, shock, complications in childbirth, fistula and death....

"Unless the violence stops, we will not rest."

Some 30 million African girls are at risk of FGM over the next decade. This includes tens of thousands of girls from diaspora communities in Europe and North America who are often taken abroad to be cut....

In Kenya, 27 percent of women undergo FGM, although it reaches 98 percent in some communities, such as the Somali.

The independent inquiry into the apparent failure of politicians and public bodies to investigate historical sex abuse will examine allegations that John Major’s government failed to act when it was informed of widespread abuse at a children’s home frequented by the late paedophile MP Cyril Smith.

The inquiry has been told that in 1995, detailed claims of rape and sexual grooming of pupils at Knowl View school were sent to the office of Gillian Shephard, the then education secretary.

But instead of intervening, senior civil servants referred the dossier back to the council, the Guardian has learned. Shephard, who is now a baroness, confirmed that her office received the file but insists she knew nothing about it.

Paperwork from the Department for Education about the dossier has been passed on to the Home Office institutional abuse enquiry, headed by Fiona Woolf. She is examining allegations that figures in Westminster and Whitehall were implicated in the failure to protect children.

The same paperwork has also been referred to Greater Manchester police, the force that has launched a criminal investigation into an alleged coverup of child abuse at a Knowl View and the decision not to prosecute Smith.

Dozens of former pupils from Knowl View have come forward to say they were abused at the school. Smith, who died in 2010, is alleged to have assaulted several children at the school....

Child sex grooming gangs have avoided prosecution due to a failure by one of the country’s biggest police forces to pursue claims against them, it has been alleged, threatening to reignite the debate over institutional neglect of young victims of sexual abuse.

Greater Manchester police (GMP), the third largest force in England and Wales, has been accused by serving and former detectives of attempting to cover up failings to tackle gangs of Asian men who were abusing young girls, according to an ITV News investigation.

A former detective constable with the force has come forward to reveal she named and identified offenders and victims more than a decade ago in an internal report but no action was taken.

Responding to the claims, GMP chief constable Sir Peter Fahy told ITV that officers had developed a “mindset” that victims in sexual abuse cases were “unreliable” but, while this had since changed, it was still present within the courts....

The claims against GMP come just months after a damning report found at least 1,400 children were subjected to sexual exploitation in Rotherham between 1997 and 2013, with “blatant” collective failings by the council and South Yorkshire police blamed for the abuse....

Another GMP detective, who has remained anonymous, looked at the issue six years later and revealed there was reluctance by senior officers to investigate sexual abuse claims despite her warnings the problem was spiralling out of control....

The Royal Commission into Institutional Responses to Child Sexual Abuse has interviewed parents of children who were allegedly sexually and physically abused while in state care in Victoria....

Parents have called for the royal commission to hold public hearings over abuse in Victoria's out-of-home care system, such as those already held regarding the Catholic Church, Salvation Army, Swimming Australia and after-school care operated by the YMCA.

The public hearings have exposed failings that led to the sexual abuse of children in the care of those institutions....

Public hearings about the Catholic Church's "Melbourne response" to child abuse will be conducted for two weeks beginning on Monday.

The development comes after revelations in recent months by the ABC that children in residential care units have been targeted by paedophile gangs, and have been subjected to horrific sexual and physical abuse by older children.

Last month, a judgement handed down in a Victorian court savaged the Department of Human Services over its treatment of two young siblings who were allegedly raped by older children in residential care and witnessed the sexual and physical abuse of other children....

British Police Search Property of Cliff Richard Over Sex Abuse Claim

LONDON — Another prominent British public figure has been caught up in allegations of pedophilia.

On Thursday, the police searched a property belonging to Cliff Richard, one of Britain’s most successful recording artists, as part of an investigation into a claim “of a sexual nature.” The allegation, which dates to the 1980s, involves a boy who was younger than 16 at the time, a police statement said.

The claim relates to an alleged sexual assault at a 1985 faith rally in Sheffield where Billy Graham appeared, the BBC and The Guardian reported. The police did not say whether the search of Mr. Richard’s house made him a suspect or a witness or neither.

No arrests have been made and Mr. Richard, 73, who is currently out of the country, issued his own statement, calling the claim “completely false.”....

Leading the coverage was the explosive revelation in 2012 that Jimmy Savile, a former children’s television host with the name recognition of Johnny Carson, had raped and sexually assaulted scores of children. Mr. Savile, a BBC staple and friend of former Prime Minister Margaret Thatcher, used his status and charity work to gain access to vulnerable children in schools and even hospitals. He died in 2011 at 84.

Since then, other well-known personalities have been accused or convicted of sexual offenses involving children, among them Rolf Harris, once one of Britain’s most popular television entertainers, who last month was sentenced to five years and nine months in prison for a range of sexual offenses committed decades ago against girls as young as 8. Others who have been convicted include Max Clifford, 71, Britain’s best-known publicist; and Stuart Hall, 84, a former broadcaster for the BBC.

The political establishment, too, has been in the spotlight, both for sexual misconduct and for apparently covering it up.

NEW YORK (AP) — A California man who skipped town after being accused of molesting a boy was killed and three law enforcement officers trying to arrest him were wounded in a daytime shootout inside a small smoke shop in one of New York's most bustling neighborhoods, officials said.

The man, Charles Richard Mozdir, was recently featured on a CNN show about fugitives. He was wanted in a San Diego case and was charged with lewd acts upon a child younger than 14, a criminal complaint said.

The shootout Monday between Mozdir and members of the New York/New Jersey Regional Fugitive Task Force happened just after 1 p.m. in Greenwich Village not far from New York University in a highly trafficked tourist area bounded by jazz clubs, restaurants, a subway station and a basketball court.

Mozdir's handgun was recovered at the scene, and 20 extra rounds of ammunition were found in his pocket, Police Commissioner William Bratton said....

A $1 million bench warrant was issued for Mozdir's arrest in June 2012 after he skipped an arraignment in San Diego Superior Court on child sexual assault charges, a spokesman for the San Diego County district attorney said.

Mozdir, a wedding photographer, also had been charged with attempting to dissuade a witness from prosecution, the criminal complaint said. He had posted $250,000 bail.

Mozdir's case had recently been featured on CNN's "The Hunt with John Walsh." Mozdir was accused of abusing the boy while babysitting him, and authorities later found evidence of child pornography and bestiality on his cellphone and computers, according to the show's website, quoting federal authorities.

Authorities had searched for him in Coronado, Georgia, California and Mexico, the show said....

Britain’s Crime of Complicity With the Savile Sex Abuse Scandal

LONDON .... The Westminster inquiry will investigate not just the rape and assault of children at group homes going back decades but also accusations that child abuse by politicians and other public figures was deliberately covered up or even facilitated by members of the elite. The same Parliament has, it seems, spent 30 years failing to catch the pedophiles in its own house. Before the inquiry was even announced, it emerged that 114 files concerning allegations of abuse against children involving senior political figures had mysteriously disappeared. ....

In Britain in 2014, it is no longer a shock to see the face of a once beloved celebrity or well-known politician on the news in connection with pedophilia. During the past two years, the press has been peppered with reports of allegations and prosecutions of all manner of public figures, from politicians and pop stars to television hosts and senior staff members at exclusive private schools....

Worse, it became clear that a large number of people in show business knew about this abuse and did nothing because of Mr. Savile’s power and prestige. The entertainer, who was a friend of Margaret Thatcher, used his status to gain access to vulnerable young people in schools and even hospitals.

The posthumous disgrace of Jimmy Savile was just the beginning. A series of other public figures have now been accused or convicted of sexual offenses involving children. Among them was a once respected Liberal member of Parliament who died in 2010, Cyril Smith, who abused boys in a children’s home in his constituency. Those boys grew up into traumatized men who told the police about the “fat man” they were forced to sexually service before they were 10 years old.

What links all these convicted or alleged predators of children is not background or upbringing. Mr. Smith started out as a clerk in a tax office, while Mr. Savile first worked as a miner. Paul Gadd, previously convicted but now facing fresh charges, found fame as the singer Gary Glitter, but was brought up by an unmarried mother who worked as a cleaner. Rolf Harris, recently jailed, was an Australian animator who became a successful performer in Britain. What united them was power and access — and a sense of entitlement, acquired from Britain’s traditional elite, that came from the knowledge that their reputations were too great for them to be held accountable....

In many cases, investigation by the authorities was deliberately deflected. Nowhere is this truer than at Britain’s top “public schools,” as the private secondary, usually boarding, schools are known. In these, a culture of bullying and sexualized violence has been understood for more than a century as part of the process of training young men to be leaders. Teachers at 130 of these schools have been implicated; several schools are under criminal investigation by the police....

DNA changes linked to health effects of childhood abuse

(Reuters Health) - Trauma has lasting effects on mental and physical health that may stem from changes to DNA which undermine a person’s ability to rebound from stress, according to new research.

The small study of abused children adds to a growing body of evidence suggesting that experiences can alter gene activity, explaining how mental anguish can translate to lingering physical effects, and possibly opening new avenues for treatment, study authors say.

“This could explain why children with stressful childhood experiences have a different range of problems like not doing well in school, having academic problems, or problems with judgment and decision making,” said senior study author Seth Pollak, a psychologist and child development researcher at the University of Wisconsin-Madison.

For example, one of the affected DNA sites Pollak’s team focused on is involved in responding to a nerve-cell growth factor that “is what allows the brain to grow and heal during childhood and to develop,” he told Reuters Health.

The findings, Pollak said, support research showing that “genes aren’t fixed and stable” as was once thought. Scientists have long known that a person’s genes interact with their environment, but this kind of finding helps to illustrate how that actually works, he notes.

The study looked at the blood cells of children who had been abused to examine changes in methylation - a chemical code along the DNA strand that helps control when genes are activated. More or less methylation can silence a gene or boost its activity....

After adjusting for differences associated with socioeconomic status, the researchers found that children who had been abused had extra methylation at three sites along the DNA and had less than the other kids at a fourth site. The changes suggest the GR gene might be silenced when it should normally be active and might be over-active in certain other circumstances....

“If this gene isn’t turned on and you are not able to actually use (cortisol), then you experience emotions like any other individual - you get upset, you get angry, you get aroused but you can’t shut down,” Pollak said.

“It would lead to high levels of stress, arousal, anger, irritation but kind of an inability to regulate and come back to a calmer state,” he said.

“These are the kind of behavioral problems that have been associated with child abuse for a very long time.....

Children exposed to extreme stress are at heightened risk for developing mental and physical disorders. However, little is known about mechanisms underlying these associations in humans. An emerging insight is that children's social environments change gene expression, which contributes to biological vulnerabilities for behavioral problems. Epigenetic changes in the glucocorticoid receptor gene, a critical component of stress regulation, were examined in whole blood from 56 children aged 11-14 years. Children exposed to physical maltreatment had greater methylation within exon 1F in the NR3C1 promoter region of the gene compared to nonmaltreated children, including the putative NGFI-A (nerve growth factor) binding site. These results highlight molecular mechanisms linking childhood stress with biological changes that may lead to mental and physical disorders.

More than 600 suspected paedophiles, including doctors and teachers, have been arrested across Britain after a six-month investigation led by the National Crime Agency.

The agency, dubbed Britain's FBI, announced on Wednesday it had arrested 660 suspected child abusers and taken more than 400 children into care in the first nationwide investigation of its kind.

Of the 660 arrested, 39 were registered sex offenders but the vast majority of suspected paedophiles were off the police's radar. Those arrested include doctors, teachers, scout leaders, care workers and former police officers.

The operation, which had remained secret until Wednesday, targeted people accessing indecent images of children online....

One of those arrested and subsequently charged was a doctor who allegedly kept more than 1m images of child abuse on his computers and had arranged to meet boys....

A senior detective investigating sex abuse claims against Cyril Smith told the force there was prima facie evidence of the late MP's guilt in 1970 – but this claim was overruled, newly released documents show.

The detective's report in 1970 to the chief constable of Lancashire said the Liberal MP would have been "at the mercy of a competent counsel".

The 14-page report also revealed "veiled threats" from a friend of Smith, thought to be a fellow senior Liberal. The director of public prosecution later advised against prosecuting. Smith died in 2010 aged 82.

The documents were released on Wednesday night by the Crown Prosecution Service following a ruling by the information rights tribunal.

Simon Danczuk, the Rochdale Labour MP, who first named Smith as a child abuser, said that the documents were another indication of the cover-up that had protected Smith from being disclosed as a paedophile.

"This shows that police officers were certain of his guilt," Danczuk said. "If they had been allowed to do their job they would have saved many more boys from being abused. We know that Cyril went on to abuse many more boys at Knowl View residential school, Elm guest house, and other places, during the 70s and 80s."....

Santa Rosa diocese pays $3.5 million to settle sex abuse case

The Roman Catholic Diocese of Santa Rosa has paid $3.5 million to a teenager who was molested by a Lakeport priest, one of the largest settlements paid out by the North Coast diocese in a series of sexual abuse cases that spanned more than two decades.

An attorney for the victim attributed the settlement’s size partly to the church’s failure to protect children from the Rev. Ted Oswald, even though it was aware he had abused others. Oswald molested the boy, then 12, in 2010, the same year the priest died, with some of the incidents taking place in the Lakeport parish church.

“But for the diocese’s actions, it is entirely possible that this 12-year-old boy would never have been molested,” said Skye Daley, the victim’s attorney.

Bishop Robert F. Vasa, who has led the diocese since 2011, was on vacation Tuesday and unavailable for comment. Diocese spokesman Brian O’Neel rejected Daley’s assertion.

“When the diocese became aware of this most recent allegation, they removed Father Oswald from ministry and reported the situation to civil authorities,” O’Neel said. “The diocese could not do more than the civil authorities could.”....

In a statement, Vasa apologized to the boy and other victims who suffered at the hands of pedophiles in the church.

“I humbly apologize to this young person on behalf of the Church that failed to protect them. I also take this occasion to apologize to all victims for the harm done to them. This perversity, though prevalent in all parts of society, was allowed to persist in the Church for too long,” Vasa said.

The diocese, which serves about 160,000 Catholics from Petaluma to the Oregon border, has paid about $25 million to sex abuse victims since 1990....

Sandusky, who retired in June 30, 1999 as Penn State's defensive coordinator,  was convicted in 2012 of molesting 10 boys over 15 years, some in the football  team's showers on campus. The 70-year-old is now serving a 30- to 60-year state prison sentence....

The interview comes two weeks after Pennsylvania's attorney general released a review of the prosecution but found no evidence of political interference by  then Governor Tom Corbett.

The report, however, did reveal three years of 'inexplicable delays' to
prosecute the former Penn State football coach on child abuse charges.
The pedophile's home was not searched and the report notes that it took a full year, from March 2009 until March 2010, for the office to recommend charging Sandusky when 'Victim 1' came forward....

Ex-senior judge Butler-Sloss to head child sex abuse inquiry 8 July 2014 

Retired senior judge Elizabeth Butler-Sloss has been named as the chairwoman of a wide-ranging review into historical child sex abuse. The inquiry will examine how state institutions handled their duty of care to protect children from paedophiles.....

It comes after Mark Sedwill, the Home Office's top civil servant, answered MPs' questions about historical child abuse allegations. He was asked by the Commons Home Affairs Select Committee how his department lost or destroyed 114 files that could have shed light on alleged abuse. Mark Sedwill: "I am concerned about all material that we can't find" Mr Sedwill told the committee the files, which relate to the 1980s and 1990s, were discovered missing after an expert investigator was drafted in to look into the Home Office's handling of paedophile allegations in February last year.

He said the investigator discovered they were missing after he trawled a database of 750,000 files using search terms including "child abuse", "paedophilia" and "PIE", an anagram for the Paedophile Information Exchange....

Lady Butler-Sloss's broader, independent inquiry, will look at how seriously public bodies and other important institutions have taken their duty of care to protect children from sexual abuse.

Police announce wider investigation into Knowl View 'cover-up'  7 July 2014

Police have said there will be a wider investigation into an alleged cover-up  of sexual abuse claims at a school linked to the late MP Cyril Smith. Greater Manchester Police (GMP) has been looking at claims of abuse at Knowl View residential school for boys in Rochdale from the 1970s....

The Crown Prosecution Service has also released letters detailing why Cyril Smith was not prosecuted in 1998 and 1999, however much of the detail was released in 2012. On both occasions the files were passed to prosecutors but no charges were brought. Seven men have alleged they were abused by the former Rochdale MP at a residential school in Greater Manchester, police have said. Greater Manchester Police has said the men claimed they were abused by Smith at Knowl View in Rochdale in the 1970s and 1980s. The British government vowed Monday to discover whether public institutions have exposed vulnerable children to sexual abuse — and whether authorities suppressed abuse allegations to protect politicians and other powerful people.

Home Secretary Theresa May said a panel of legal and child-protection experts would investigate how public agencies, including governments and hospitals, handled child-abuse allegations. She said she set up the inquiry after "appalling cases of organized and persistent" sexual abuse, including decades of assaults by the late TV host Jimmy Savile.

"Some of these cases have exposed a failure by public bodies to take their responsibilities seriously," May told the House of Commons.

May said a related investigation, led by National Society for the Prevention of Cruelty to Children chief executive Peter Wanless, would examine whether abuse claims handed to authorities in the 1980s were lost or destroyed to protect wrongdoers.

Last year, an internal government inquiry found that 114 files relating to allegations of child abuse that were handed to officials had been lost or destroyed....

Savile was exposed after his death in 2011 as a predatory pedophile who assaulted victims in hospitals, children's homes and TV studios.

TV entertainer Rolf Harris was sentenced last week to almost six years in prison after being convicted of 12 counts of abusing girls.

Several recent cases in which gangs of men have been convicted of sexually exploiting girls in the care of local authorities also exposed failures by police and social services.

And after the 2010 death of Liberal Democrat lawmaker Cyril Smith, prosecutors acknowledged that in 1970 eight men accused Smith of abusing them as teens. Prosecutors said Smith was never charged but should have been.

Investigation in to alleged child abuse ring in Westminster dogged by claims of cover ups and missing files

The country was still reeling from the horrors of the Jimmy Savile child abuse scandal that saw the BBC accused of cover up and culture of secrecy to protect itself.

But the expose opened the door on a potentially even more explosive scandal – the claims of a VIP Westminster paedophile ring operating from the heart of the British Establishment from the 1960s onwards.

It has led to allegations of a massive cover up across Whitehall spanning decades, pressure on the police and prosecutors not to pursue cases and the apparent disappearance of key dossiers and files detailing claims of child abuse and alleged attackers.

More than 10 current and former politicians are said to be on a list of alleged child abusers now being investigated by police and the pressure is growing for a public inquiry.

But the belated investigations only serve to highlight decades of apparent inaction in the corridors of power to get to the truth despite relentless campaigning by a number of MPs.

The story begins with Cyril Smith, the late Liberal Democrat MP, who was exposed as an alleged paedophile in 2012, two years after his death, aged 82.

Rumours of child abuse had dogged the 29-stone Rochdale politician throughout his career but no action was ever taken.

As early as the 1960s, he allegedly routinely assaulted young boys, especially in children’s homes and special schools in his home town, where he was MP from 1972 to 1992.

He was also said to have been a visitor to the notorious Elm Guest house in South-west London, now the focus of a Scotland Yard investigation into an alleged VIP paedophile ring

It was claimed earlier this year that police received 144 complaints against him over the years but no prosecution was ever brought fuelling allegations he was protected by influential friends.... 

However, Smith was only one of a number of alleged high profile child abusers within Westminster said to have been named in a 40-page dossier submitted to the Home Office by the late campaigning Tory MP Geoffrey Dickens in 1983.

Mr Dickens told his family at the time that it named leading public figures, including senior politicians, and was going to “blow it all apart”.

It was also said to contain information on the notorious Paedophile Information Exchange (PIE) which was set up in 1974 to promote and lobby the legalisation of sexual activity between minors and adults....

The then Home Secretary Lord (Leon) Brittan was sent the file but no record of any subsequent criminal inquiry has been found and the dossier itself has disappeared....

It is understood more than 10 current and former politicians are now on a list of alleged child abusers held by police investigating claims of a Westminster paedophile ring.

MPs or peers from all three main political parties are on the list, which includes former ministers and household names....
