Report Depicts Horrific Pattern of Child Sexual Abuse by BBC Celebrity

LONDON — Scotland Yard and Britain’s leading child welfare group drew a horrific picture of more than 200 cases of sexual abuse of victims as young as 8 by the BBC host Jimmy Savile in a report released on Friday, and prosecutors admitted for the first time that “shortcomings” in interviewing some of the victims allowed Mr. Savile to escape prosecution before his death at the age of 84 in 2011.
The 37-page report, jointly written by the police and the welfare group, the National Society for the Prevention of Cruelty to Children, depicted a pattern of abuse in broadcast studios, hospitals, homes for the mentally disabled and other places of care for the vulnerable. It documented 23 offenses committed at the BBC’s television center in London during Mr. Savile’s 40 years there, including one assault during the taping of the last episode of his “Top of the Pops” show in 2006 — when the performer was nearing 80.
Only one location, Stoke Mandeville Hospital, about 40 miles northwest of London, with 24 attacks, was the site of more offenses than the BBC was. Mr. Savile maintained living quarters and an office at the hospital and was free to roam it as an honorary porter after raising millions of pounds with a charitable appeal for its spinal injuries unit.
The report, which referred to the entertainer in criminal fashion as James Wilson Vincent Savile, said the police had received more than 450 individual complaints against Mr. Savile, ranging from groping to forced oral sex and rape, with many of the allegations still awaiting police investigation. It gave a breakdown showing that the preponderance of the victims, 73 percent, were younger than 18, with the largest group 13 to 16 years old. Over all, the report said, 82 percent of the victims were female....

One day in the fall of 1938, a man named Harry Shier entered the operating room of a Toronto hospital and began an appendectomy procedure on a prepubescent boy. He was not a trained surgeon; he nearly botched the operation, and the boy’s parents reacted angrily. Suspicions about Shier’s medical credentials had already surfaced among operating-room nurses, and the hospital, aware of other complaints related to Shier’s groin-area operations on young boys, opened a formal investigation. By the time the hospital board determined that both his medical degree, from a European university, and his European letters of reference were fraudulent, Harry Shier had departed for the United States.
A few years later, a police officer in Denver caught Shier raping a boy in the front seat of his automobile. Shier spent a year in prison and then slipped out of Colorado. In the late 1940s, he surfaced in North Hollywood, California, as the director of a sanitarium where he supervised the treatment of people with addictions, primarily alcoholics....

Barry Lopez is known for writing about the natural world. His books include Arctic Dreams and Of Wolves and Men, where he explores the relationship between the physical landscape and human culture. But in a new essay in the January issue of Harper's Magazine, Lopez writes that he was sexually molested by a family friend when he was a boy, and says the man was never brought to justice.
The abuse began when Lopez was 7 years old. The man, named Harry Shier, oversaw the alcoholism treatment for a relative of Lopez's mother at the sanatorium Shier supervised in North Hollywood, Calif. He presented himself as a doctor. Lopez writes that Shier said there was something wrong with Lopez, and that the rape was treatment for that problem.

Jimmy Savile sexually assaulted children as young as 10 during nearly four decades of activity as a paedophile that took place in a string of institutions, including numerous hospitals, prisons and the BBC, the official inquiry by the Metropolitan police and the NSPCC will say on Friday.
The 30-page report, Giving Victims a Voice, will describe how the celebrity abused up to 500 children and young people, and may have raped more than 30.
Of the allegations made so far, police have gathered sufficient evidence to record 200 sexually related crimes by Savile across the country, committed using the power of his personality and fame to dupe a huge number of institutions – including, it is understood, at least one hospice – into giving him access to vulnerable people.
The number of institutions identified in the inquiry raises the spectre of a systemic failure that spread into every corner of British society.
Detectives and child protection experts working on the inquiry into Savile hope the report will mark a line in the sand – a cultural shift in attitudes between today and 30 years ago, when a blind eye was turned to such activity with children and young people and victims were not listened to.

PARIS (Reuters) — Germany’s Roman Catholic bishops on Wednesday canceled a study into the sexual abuse of minors by priests, prompting the investigator to accuse them of trying to censor what was to be a major report on the scandals.
The independent study, examining church files that sometimes date to 1945, was meant to shed light on undiscovered cases after about 600 people filed claims against priests in 2010 following a wave of revelations of sexual abuse. The German scandals were part of a series of abuse scandals that also shook the Catholic Church in Ireland, Belgium, the Netherlands and the United States, forcing Pope Benedict XVI to issue a public apology.
Bishop Stephan Ackermann, a spokesman on abuse issues for the German Bishops’ Conference, said that the hierarchy had lost confidence in the researcher, Christian Pfeiffer, a criminologist, and that it would look for another specialist for the study.
“We will have to find a new partner,” Bishop Ackermann said in a statement that blamed Mr. Pfeiffer’s “communications behavior with church officials” for the breakdown.
Mr. Pfeiffer told German Radio that the bishops wanted to change previously agreed-upon guidelines for the project to include a final veto over publishing its results, which he could not accept.
Officials made “an attempt to turn the whole contract towards censorship and stronger control by the church,” said Mr. Pfeiffer, head of the Criminological Research Institute of Lower Saxony.

How the Steubenville case exposes the cruelty faced by rape survivors
A sexual assault occurs every two minutes in the US, but here is a rare spotlight on how the justice system handles rape charges Tuesday 8 January 2013 Megan Carpentier
....The fact is that, if the way sexual assaults are investigated and prosecuted – as in Steubenville, Ohio – represents the justice that society wants for victims and survivors of sexual assault, there's little question why 54% of sexual assaults in America go unreported to the police.
It's because, of the 46% of assaults that are reported, only about 25% of those lead to an arrest. One quarter of those arrested will never be prosecuted. Only about half of those prosecuted will receive a felony conviction. And only about half of those who receive a felony conviction will serve even one day in jail.
And all that despite the fact that every two minutes, on average, another person in America is sexually assaulted.
Occasionally, outcries against the justice system, like the one going on in Steubenville, gives survivors an indication that the poor quality of justice we receive for the assaults committed against us isn't exactly the justice the rest of society wants for itself. But in the 149 days since the Steubenville survivor was assaulted, statistics indicate that nearly another 85,000 sexual assaults have been committed in the United States. And for these, there are no protests, no Anonymous group turning up videos or digging into the backgrounds of the police and prosecutors, no spotlight on anything but, in all likelihood, the background and personality of the victim.
When one is sexually assaulted – assuming the police investigate at all and the prosecutors intend to do any sort of prosecution – they don't just look into the background of the perpetrator or his (or her) actions during the assault. Police and prosecutors examine the background of the victim, which, under the American system, means that anything that could prove "exculpatory" for the defense must be turned over to them (such as, occasionally, one's own sexual history)....

THIRTY-TWO years ago, when I was 17 and living in Bombay, I was gang raped and nearly killed. Three years later, outraged at the silence and misconceptions around rape, I wrote a fiery essay under my own name describing my experience for an Indian women’s magazine. It created a stir in the women’s movement — and in my family — and then it quietly disappeared. Then, last week, I looked at my e-mail and there it was. As part of the outpouring of public rage after a young woman’s rape and death in Delhi, somebody posted the article online and it went viral. Since then, I have received a deluge of messages from people expressing their support....
The law has to provide real penalties for rapists and protection for victims, but only families and communities can provide this empathy and support. How will a teenager participate in the prosecution of her rapist if her family isn’t behind her? How will a wife charge her assailant if her husband thinks the attack was more of an affront to him than a violation of her?
At 17, I thought the scariest thing that could happen in my life was being hurt and humiliated in such a painful way. At 49, I know I was wrong: the scariest thing is imagining my 11-year-old child being hurt and humiliated. Not because of my family’s honor, but because she trusts the world and it is infinitely painful to think of her losing that trust. When I look back, it is not the 17-year-old me I want to comfort, but my parents. They had the job of picking up the pieces.
This is where our work lies, with those of us who are raising the next generation. It lies in teaching our sons and daughters to become liberated, respectful adults who know that men who hurt women are making a choice, and will be punished....

How will a teenager participate in the prosecution of her rapist if her family isn’t behind her? How will a wife charge her assailant if her husband thinks the attack was more of an affront to him than a violation of her?
At 17, I thought the scariest thing that could happen in my life was being hurt and humiliated in such a painful way. At 49, I know I was wrong: the scariest thing is imagining my 11-year-old child being hurt and humiliated. Not because of my family’s honor, but because she trusts the world and it is infinitely painful to think of her losing that trust. When I look back, it is not the 17-year-old me I want to comfort, but my parents. They had the job of picking up the pieces.
This is where our work lies, with those of us who are raising the next generation. It lies in teaching our sons and daughters to become liberated, respectful adults who know that men who hurt women are making a choice, and will be punished....

JOHANNESBURG - The mother of a teen girl killed during a so-called satanic ritual hugged and kissed the mother of her daughter’s killer at the Johannesburg Magistrate’s Court yesterday.
Kirsty Theologo’s mother Sylvia and Myrtle Moody comforted each other after Lester Moody and co-accused Jeremy King pleaded guilty to murdering Kirsty, 18.
They were sentenced to 17 years imprisonment, with five years suspended.
“I’m glad they showed remorse, admitted and spoke out about it. But no sentence will bring her back,” Sylvia Theologo said....
In statements read to the court by their lawyer, Rod Montano, King and Moody admitted to planning to “sacrifice” Theologo three weeks ahead of the incident.
Two evening meetings were held, one at Wagner’s apartment and another at the minor’s home, to discuss the “sacrifice” which Wagner said he had seen in his dream....

The veteran BBC broadcaster Stuart Hall has appeared in court charged with indecently assaulting a nine-year-old girl 30 years ago.
Hall, 83, who is best known for presenting It's a Knockout, is accused of touching the girl in Cheshire in 1983. He is also accused of indecent assault involving a 16- or 17-year-old girl in the autumn of 1974 in Blackpool and a 13-year-old girl in 1984.
Standing in the dock at Preston magistrates court wearing a dark suit and striped tie, he said he was not guilty of all charges. He also confirmed his Cheshire address and his full name, James Stuart Hall....

By GREG RISLING 01/07/13 LOS ANGELES -- The Roman Catholic Archdiocese of Los Angeles must release the names of church leaders and pedophile priests identified in thousands of pages of internal documents recounting sexual abuse allegations dating back decades, a judge ruled Monday.
The decision by Superior Court Judge Emilie Elias overturned much of a 2011 order by another judge that would have allowed the archdiocese to black out the names of church higher-ups. Victims, as well as The Associated Press and Los Angeles Times, argued for the names to be public.
Elias said she weighed the privacy rights of priests and others – including those who are mentioned in the documents but were not accused of any wrongdoing – versus the public's interest in learning details of the child abuse that prompted the archdiocese to agree to a record $660 million settlement with victims in 2007.
"Don't they have the right to know what happened in their local church?" Elias said before ruling from the bench.
The documents include letters and memos between top church officials and their attorneys, medical and psychological records, complaints from parents and, in some cases, correspondence with the Vatican about abusive priests. There are approximately 30,000 pages and it wasn't immediately clear how soon they would be released....

Marsh Law Firm PLLC partnered with Freeman Lewis LLC to file a lawsuit today on behalf of a victim of child pornography seeking damages from a defendant who was convicted of transporting child pornography in violation of federal criminal law. The civil lawsuit, “Amy” v. Joshua Osmun Kennedy, was filed in the federal district court for the Western District of Washington.
The civil complaint seeks compensatory and punitive damages, as well as costs and attorneys’ fees under 18 U.S.C. § 2255 (Masha’s Law) and 18 U.S.C. § 2252A.
To protect the victim’s privacy, a motion was filed to permit the plaintiff to proceed under the pseudonym “Amy”. A motion was also filed seeking pre-judgment attachment of the defendant’s property to prevent the dissipation of the defendant’s assets.
During the defendant’s criminal trial, a forensic expert testified that the defendant had viewed and accumulated over 5,000 images of child pornography during a two-year period when the defendant frequently accessed websites containing child pornography....
