PORTLAND, Ore. – A volunteer football coach and six players for a small town Oregon high school team face criminal charges for a hazing initiation in which 11 freshmen at a summer training camp had intimate parts of their bodies "aggressively targeted," a prosecutor said Tuesday.
The Philomath High School volunteer coach, Cooper Kikuta, has been charged with misdemeanor criminal mistreatment, punishable by up to a year in jail, and the players who allegedly hazed the freshmen are accused of juvenile crimes similar to adult charges of misdemeanor harassment and assault, said Benton County District Attorney John Haroldson.
Haroldson said in a telephone interview with The Associated Press that sexual abuse charges were not filed because he "didn't see any evidence in the case to indicate that the touching was done for purposes of sexual arousal, but rather it was done in a hazing context."
The alleged hazing happened during the football team's July trip to Camp Rilea on Oregon's northern coast, Haroldson said. The players were targeted "as a form of initiation" and one of the alleged victims was grabbed and held down twice, said Haroldson, the Corvallis Gazette-Times reported....

Coach, six Philomath football players, cited in 'aggravated hazing' case at football camp

Six Philomath High School varsity football players and one coach were cited Monday in connection with “aggravated hazing” incidents in July at Camp Rilea in Clatsop County, Benton County District Attorney John Haroldson said.
Volunteer assistant coach and former player Cooper Kikuta, 22, has been cited on a charge of second-degree criminal mistreatment, a misdemeanor, and is set to appear in Clatsop County Circuit Court.
The Benton County District Attorney’s Office is set to file juvenile delinquency petitions in Benton County Juvenile Court for all six students cited, with arraignments scheduled for Friday.
The six youths have been cited on charges that, if committed by adults, would constitute the crimes of harassment and assault. All the harassment or attempted harassment charges involve "offensive physical contact with intimate parts.," Haroldson said, adding that the charges are either Class A or Class B misdemeanors.
He said the incidents involved at least 11 alleged victims, all freshmen....
Haroldson said the assault and harassment charges involve allegations “wherein underclassmen’s intimate areas were aggressively targeted as a form of initiation.”....

Royal commission to explore child abuse 'epicentre' in Newcastle

A royal commission has begun a public investigation into allegations of child abuse by the Catholic diocese of Maitland-Newcastle.
The Royal Commission into Institutional Responses to Child Sexual Abuse has turned its focus to the Catholic diocese in the Hunter after spending recent days investigating cases of abuse in the region's Anglican diocese.
Peter Gogarty, who was abused by Catholic priest James Fletcher, said he had waited years for such an inquiry....
Abuse in the region was thrown into the spotlight in 2012, when police whistleblower Peter Fox told the ABC there was a cover-up of child sex offences in the area.
"There's something very wrong when you have so many paedophile priests operating in such a small area for such an extended period of time with immunity," Mr Fox told Lateline.
"I submitted report after report suggesting that we needed to do a lot more about investigating this."
Mr Fox's comments sparked a special commission of inquiry, but that investigation cast doubt over claims of a police cover-up.
However, it did find that Church officials knew about sexual abuse allegations against priests for decades, and failed to act....

The Catholic Church tried to strike an agreement with New South Wales Police that would have helped shut down investigations into paedophile priests and placed police in breach of the Crimes Act.
Police records, accessed under freedom of information laws by Greens MP David Shoebridge, show two attempts were made to finalise memorandums of understanding (MOUs) between police and the church over how to deal with complaints of sexual and physical abuse by Catholic Church personnel.
The first agreement, which was unsigned, includes a clause that reads: "Church authorities shall make available the report of an assessment and any other matter relevant to the accused's account of events only if required to do so by court order."
Barrister Geoffrey Watson SC says the agreement would have placed police in breach of the Crimes Act.
"If you become aware of a serious criminal offence, you've got to tell the police," he told the ABC's Lateline program.
"When I looked at the MOUs they were really in effect trying to get the police to condone the failure to comply with that law, or even perhaps worse, get the police to participate in that."
NSW Police say neither memorandum of understanding was ever signed, or in force.
But a senior official with the Catholic Church has told Lateline an agreement was operational and the church dealt with police under the provisions of the first draft agreement....
We had a line of communications with the police and all indications from the police were that the MOU was approved from their end.

SYDNEY (AFP) – An Australian inquiry into church and institutional child abuse began public hearings Monday, with warnings that widespread and "shocking" allegations would be heard against places of worship, orphanages, community groups and schools.
Justice Peter McClellan opened the hearings in the Royal Commission into Institutional Responses to Child Sexual Abuse, announced by the government last November, saying that thousands of people had so far come forward.
"It is now well known that the sexual abuse of children has been widespread in the Australian community, however the full range of institutions in which it has occurred is not generally understood," McClellan said in an address....
The inquiry was established by former prime minister Julia Gillard in response to a series of child sex abuse scandals involving paedophile priests, though she insisted the probe would be much broader than the Catholic Church....
McClellan said a hotline set up for survivors of abuse to contact the commission had so far received 4,301 relevant calls....
the first of five public sessions to be held before the end of the year, will examine the "case study" of convicted paedophile Steven Larkins, who headed an Aboriginal children's charity and was also a Scout leader.
Larkins pleaded guilty to indecently assaulting two boys -- aged 11 and 12 -- in separate incidents in 1992 and 1997, and is currently in jail for child pornography offences and forging a declaration of his fitness to work with juveniles.

Former priest alleges 'system of abuse cover-ups'
A former New South Wales priest claims to have witnessed a "system of cover-ups" within the Catholic Church to hide child sexual abuse.
Kevin Lee was ordained as a priest 20 years ago and worked as a police chaplain for some of that time, but was relieved of his parish responsibilities in Western Sydney this year when he admitted to marrying a woman in secret.
His comments follow those of Detective Chief Inspector Peter Fox who told Lateline on Thursday night that the Catholic Church is involved in cover-ups and paedophile priests have destroyed evidence to avoid prosecution.
Mr Lee told Lateline on Friday that abuse is widely covered up in the church and that he first became aware of it as soon as he was in the seminary.
"People used to tell me and people in the first parish I was in started to confess their frustration with the authorities and the church for not dealing with the abuse that happened to their sons," he said.
"I became aware that some of the other priests were actually paedophiles and were not necessarily becoming priests because they wanted to help people, but because they were paedophiles who wanted the opportunity," he said.
Mr Lee says a church protocol was in place for dealing with cases of child sexual abuse, but it was not actually used.
"I saw a system of cover-ups, a system of blind-eye turning and just ignorance of the fact that it was happening," he said.
He says he took his concerns to superiors within the church but was knocked back.
"In my earlier years as a priest, I was having these people coming to me in confession or just sharing in counselling sessions their experience of frustration and anger with the church that had ignored their pleas of justice when their children had been abused and I started writing the notes down," he said.
"I was speaking to a barrister at one point and I thought he was going to help my case by putting it forward in some legal process.
"He said 'document everything you have', and everything I had I took to authorities within the church and I was told I needed more evidence."
Mr Lee says church authorities told him the allegation he brought them were hearsay.
"In the end I got frustrated with the fact that it was like the hierarchy in the Church was saying we don't believe you, you're a liar, you're making it up," he said....

Only eight of the 22 men have been dismissed from their positions.
